Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteTo get workers to use buses, trains, or other passenger services in Transport Fever 3, create a complete journey between their homes and workplaces, then make it competitive with driving on time and cost. Residents choose their own jobs and travel mode; there is no documented control for assigning a particular worker to a line. Check an individual resident’s home and workplace, verify the whole route in both directions, and account for route choices already in progress.
Why workers may not board your service
Residents are simulated individually. Each has a home, chooses a workplace, and travels there and back by foot, car, or public transport. Whether someone uses transit depends on the available journey, its time and cost compared with driving, and that resident’s movement preference. The official Simulation Overview describes this model.

That means a passenger stop beside an industry does not by itself guarantee a commute. The worker needs a viable trip from their actual home to their actual job, and public transport must fit their willingness to spend time and money. The manual does not document a way to assign named workers to a line or guarantee that they will select a particular service.

- Check the resident’s home and workplace. Select an individual resident or open a residential building’s detail window to see where that person lives, works, and shops. Confirm that the suspected industrial site is actually their workplace; residents choose workplaces as part of the simulation.
- Trace a complete passenger journey. Connect the worker’s origin to the destination, including any transfers needed. A stop near only the home or only the work site does not establish a usable door-to-door trip. Treat this as a network-design check, not a guaranteed in-game assignment command.
- Compare transit with driving. Consider the full journey, including waits and connections, against car travel time and cost. A route can exist and still be unattractive to a resident whose movement preference sets a lower limit on acceptable public-transport time or expense.
- Check waiting and service quality. A line that technically reaches the job may involve waits that hurt passenger satisfaction. Waiting-time ratings feed into city ratings, alongside transport quality, traffic, and environmental considerations; these ratings affect the growth factor applied to experience points.
- Inspect later departures after a network change. Passengers choose a route from start to finish when they begin a journey, rather than reconsidering it at every stop. So a person already traveling may stay on a less effective route after you change lines. Check residents starting trips after the change before deciding that the edit did not help. The developer describes this behavior in First Look – Episode 5: Highlights.
- Make the return trip possible too. Residents travel to work and back home. Check that the network supports the return journey, rather than solving only the outbound leg.
What changes the choice between transit and cars?
Time, cost, and personal movement preference
The manual says public-transport choices depend on travel time and cost relative to car travel. Each resident’s movement preference determines the maximum time and money they are willing to spend on public transport. Improving or adding connections can make transit appealing to people who otherwise drive, but one resident’s choice does not establish that every worker will use the same line.

The game era
Private vehicles become faster as the timeline advances. In later eras, a car may beat transit on average speed, while residents are willing to make longer work or shopping trips. A connection that competes well earlier may become less attractive as cars improve.
What commuting contributes to city growth
Passenger transport contributes to city-growth experience, but not every passenger trip earns the same amount. Urban Games says trips within the same city from home to work or shopping earn fewer experience points than travel from neighboring cities or farther away. Waiting-time ratings also affect passenger satisfaction, and city ratings influence the growth factor applied to experience points. These mechanics are described in the Dev Blog – Episode 4: Tycoon.

Limits of what the official guidance confirms
The official manual does not give a numeric walking radius for work sites or a detailed road-crossing rule. It also does not establish a guaranteed line priority or a manual worker-assignment feature. Verify access and actual resident journeys in your game rather than relying on an assumed stop distance or expecting every nearby worker to board.
