Train vs plane vs coach: which is lowest-carbon for European travel?

For most European journeys, a train produces the least greenhouse-gas emissions per passenger. A full coach is usually the next-lowest option, while flying is substantially higher. European averages are not guarantees for an individual itinerary: occupancy, distance, the train’s electricity or diesel use, aircraft type, airport transfers and the treatment of aviation’s non-CO2 warming effects can change the result.

The short answer

Choose rail when a practical rail route exists and the train is reasonably well occupied. High-speed rail averages about 16–20 gCO2e per passenger-kilometre in the European Union Agency for Railways’ 2024 comparison. Bus and coach travel averages about 58–64 gCO2e per passenger-kilometre, while domestic EU aviation averages about 101–116 gCO2e per passenger-kilometre in the same comparison. Those figures reproduce a 2020 CE Delft methodology and are comparative averages, not a promise for every service.

A newer European Union Aviation Safety Agency indicator reports 83 g of direct CO2 per passenger-kilometre for European aviation in 2023, down from 89 g in 2019. That number is lower than the 101–116 g aviation range because it counts direct CO2 only. The European Environment Agency’s broader comparison includes aviation’s additional non-CO2 warming effects by applying a 1.7 multiplier to direct CO2. The two indicators answer slightly different questions and should not be mixed.

The practical ranking is therefore rail first, coach second, plane last for average motorised passenger travel. A full coach can still outperform a lightly occupied or diesel-powered train on a particular route, and a short flight can have unusually high emissions per kilometre because take-off and landing energy is spread over a short distance. Door-to-door conditions matter more than a headline average.

What the published European figures actually measure

Emissions are normally expressed as grams of carbon-dioxide equivalent per passenger-kilometre (gCO2e/pkm). Multiply the intensity by the distance travelled to estimate the passenger’s trip emissions:

estimated emissions = grams per passenger-kilometre × kilometres travelled

That calculation is useful only when the boundaries match. Some indicators count direct tailpipe or aircraft CO2; others include fuel production, electricity generation and other well-to-wheel effects. Aviation may also include non-CO2 effects at altitude. A result that looks numerically precise can therefore be misleading if the methods differ.

Mode and indicator Published intensity Boundary and context How to use it
High-speed rail About 16–20 gCO2e/pkm European Union Agency for Railways, 2024; comparison reproducing CE Delft 2020 methodology Useful as a European benchmark for high-speed services, not an itinerary guarantee
Bus and coach About 58–64 gCO2e/pkm European Union Agency for Railways, 2024; same comparative methodology Depends strongly on passenger load, vehicle and route
Domestic EU aviation About 101–116 gCO2e/pkm European Union Agency for Railways, 2024; comparative aviation estimate Shows the typical disadvantage of flying, especially on short sectors
European aviation 83 g direct CO2/pkm in 2023; 89 g in 2019 European Union Aviation Safety Agency, 2024; direct CO2 indicator without the EEA’s non-CO2 multiplier Do not compare directly with a well-to-wheel, non-CO2-adjusted rail or coach figure
High-speed rail routes of 480–800 km 23 g CO2/pkm European Commission, 2023 route average Specific distance band; method and boundary should be checked before combining with another source

The European Environment Agency says its mode averages are primarily well-to-wheel for land transport and well-to-wake for aviation and shipping. It warns that they should not be used to calculate a specific trip because aviation intensity changes with distance and rail electricity intensity differs considerably between EU member states.

Why trains usually come out lowest

Steel wheels use little energy

Steel-on-steel contact has much lower rolling resistance than road tyres. A train can move many passengers with one set of motors, and its aerodynamic shape becomes more efficient as speed rises. The energy required for a journey is shared across the passengers rather than assigned to separate cars or aircraft.

Electrification shifts the energy source

Most modern high-speed networks are electric. Their operational emissions depend on the electricity mix feeding the route, so a train powered largely by low-carbon generation will have a lower footprint than an otherwise similar service in a carbon-intensive grid. The European Environment Agency attributes rail’s long-term improvement to electrification and the falling carbon intensity of EU electricity.

High occupancy matters

A train’s published average assumes a certain level of use. A nearly empty service spreads its fixed energy demand over fewer people, increasing gCO2e per passenger. A busy train does the opposite. This is why a specific departure can differ materially from a national or European average.

Rail’s EU trend is strongly downward

Rail’s direct emissions in the EU-27 were approximately 3 million tonnes of CO2e in 2023. The European Environment Agency reports that this was a 73.7% reduction from 1990, even as rail passenger activity rose 39.9% over the same period. The figures describe the EU rail system as a whole; they do not establish the footprint of one train or route.

When a coach can be the better choice

High load factors can overcome road energy use

Coaches burn fuel to move a heavy vehicle, but that energy is divided among dozens of passengers when the vehicle is full. The European Environment Agency describes buses and coaches as the most efficient form of road passenger transport, although their use and average efficiency vary substantially.

Route and vehicle details change the comparison

A coach may take a longer motorway route, face congestion or use an older diesel engine. A newer vehicle, a high passenger load and a direct route improve its result. A lightly occupied coach can lose much of its advantage. The 58–64 gCO2e/pkm range is therefore a benchmark rather than a guarantee.

Compare coach with the actual train

Do not compare a full coach with an abstract train average. Check whether the rail service is electric or diesel, how many people are likely to be aboard and whether the rail route requires a major detour. The cited European averages place high-speed rail well below coach, but unusual operating conditions can reverse the order for an individual trip.

Why flying is usually the highest-carbon option

Take-off and landing penalise short flights

Aircraft consume substantial energy during climb and descent. On a short sector, those phases account for a larger share of the total journey, so emissions per kilometre rise. This is why a flight’s distance cannot be treated as a simple linear substitute for a train or coach distance.

Airport access adds surface travel

A flight itinerary normally includes a journey to the departure airport and another from the arrival airport. Those legs may involve a car, taxi, bus or rail service. A comparison based only on the aircraft’s scheduled distance omits them. Include the complete passenger journey when deciding between modes.

Aircraft and load factor matter

Aircraft generation, seating configuration, cargo, occupancy and the length of the route all influence direct CO2 per passenger. A newer, full aircraft can perform better than an older, lightly filled one, but the published European averages still leave aviation well above high-speed rail.

Non-CO2 effects are a separate uncertainty

Aircraft release nitrogen oxides, water vapour and particles at altitude, creating warming effects beyond their direct CO2. The European Environment Agency’s comparison represents those effects by multiplying aviation’s direct CO2 by 1.7. The EASA 83 g figure does not apply that adjustment. If you compare a flight with a train, state which treatment you are using instead of presenting the numbers as interchangeable.

Distance: useful clue, not a universal cut-off

Longer journeys often favour rail because aircraft take-off and landing energy is diluted over more kilometres and high-speed trains can maintain efficient cruising. However, there is no evidence-based distance threshold at which flying always becomes greener. The EEA explicitly cautions that aviation emissions vary with distance and that rail electricity intensity differs by country.

For a 480–800 km high-speed rail journey, the European Commission reports an average of 23 g CO2/pkm. That distance band demonstrates rail’s potential on intercity trips, but it is not a promise that every route in that range will have the same result. A diesel rail segment, a very low-occupancy service or a long transfer can change the arithmetic.

A practical method for choosing your mode

  1. Map the complete itinerary. Record the origin, destination, access to stations or airports, transfers and the actual kilometres for each leg. Use door-to-door distance rather than only the flight distance.
  2. Identify the operating vehicle. Check whether each rail segment is electric or diesel, whether the coach is a scheduled intercity service and whether the flight uses a connection. More segments mean more take-offs, transfers or low-occupancy positioning travel.
  3. Estimate occupancy. A full coach or train generally performs better per passenger than an empty one. If a service publishes seat-load information, use it; otherwise treat occupancy as an uncertainty rather than inventing a precise value.
  4. Choose a consistent emissions boundary. Decide whether your comparison uses direct CO2 or well-to-wheel CO2e. For aviation, decide whether to include the EEA’s 1.7 non-CO2 multiplier. Keep that choice consistent across the table.
  5. Calculate each leg. Multiply the relevant gCO2e/pkm intensity by passenger-kilometres, then add access, transfer and final-connection legs. Do not apply the high-speed rail average to a diesel branch line or the domestic-aviation average to every aircraft and route.
  6. Check the result against the benchmark ranking. If rail is comfortably below coach and plane, the conclusion is robust. If the values are close, report the uncertainty and inspect electricity mix, occupancy and route length before choosing.
  7. Only then compare time, price and convenience. A lower-carbon option that is impossible to reach without a long car journey may not be the lowest-carbon door-to-door itinerary.

How to compare rail, coach and plane without false precision

Use ranges instead of a single magic number

Write a result as a range when the source gives one: high-speed rail is about 16–20 gCO2e/pkm and coach travel about 58–64 gCO2e/pkm in the ERA comparison. Do not turn the midpoint into a guaranteed value for a booking. If a calculator supplies a single number, preserve its assumptions and rounding.

Keep direct CO2 separate from CO2-equivalent

CO2e can include gases and effects beyond direct carbon dioxide. EASA’s 83 g/pkm aviation indicator is direct CO2. The EEA’s aviation comparison is a broader GHG estimate with a 1.7 factor for non-CO2 radiative forcing. Label the unit and boundary in every table or note.

Do not hide transfers

A journey with two rail changes may still beat a direct flight, but the train kilometres, station access and any replacement bus should be counted. Conversely, a remote airport can add a long car trip that erases part of an apparent flight-time advantage.

Common mistakes and how to avoid them

  • Calling every train green. Diesel trains and nearly empty services can have much higher per-passenger emissions than an electric, busy high-speed train.
  • Using the aircraft’s distance as the whole journey. Add airport access and arrival travel.
  • Mixing incompatible studies. A direct-CO2 aviation statistic is not numerically identical to a well-to-wheel CO2e rail statistic.
  • Treating averages as guarantees. The ERA, EEA, EASA and European Commission figures describe populations, years and methods, not your seat on a particular departure.
  • Assuming distance alone decides. Electricity generation, vehicle type, occupancy, detours and connections can outweigh a modest distance difference.
  • Applying the aviation multiplier silently. State whether the 1.7 non-CO2 factor is included, because it materially changes the aviation estimate.
  • Ignoring a coach’s load factor. A full coach is much more efficient than a lightly used one; the published 58–64 g range should not be read as a floor or ceiling for every service.

What the evidence means for typical European decisions

City pairs linked by high-speed rail

Where a frequent electric high-speed service runs between city centres, rail is normally the lowest-carbon option. The 16–20 gCO2e/pkm ERA benchmark and the European Commission’s 23 g CO2/pkm average for 480–800 km routes both place such rail far below the published aviation and coach ranges. Confirm the actual route, occupancy and electricity assumptions if you need a trip-specific footprint.

Trips with limited rail coverage

On routes without a practical rail connection, a full coach is often the lower-carbon surface alternative to flying. Compare the coach’s total route, expected load and any transfer with the flight’s aircraft distance, airport access and connection count.

Short regional flights

Short flights deserve extra scrutiny because climb and landing energy is concentrated over fewer kilometres. A train or coach may take longer but still produce substantially fewer emissions. If there is no reasonable surface route, report the aviation result with its direct-versus-non-CO2 boundary rather than implying that the mode is equivalent to rail.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mixed itineraries

A train-to-airport journey followed by a flight should be evaluated as one itinerary. So should a long-distance coach with a local bus or taxi at either end. Add each leg using the same accounting boundary and identify which assumption drives the outcome.

Why the ranking can change on an individual trip

The broad hierarchy reflects average European performance, but marginal cases are real. A diesel train carrying few passengers may exceed a full coach. A train powered by a carbon-intensive grid may lose some of its electrification advantage. A coach detour through congested roads can add kilometres, while a direct rail line can reduce them. An aircraft with a high load factor may have a lower direct-CO2 intensity than an empty aircraft, but that does not automatically erase aviation’s altitude-related effects.

These are reasons to qualify a result, not reasons to abandon the ranking. Start with the European averages, then replace them with route-specific data where the decision is close or the journey has unusual characteristics.

Bottom line for booking decisions

For average European passenger travel, book the train when it is practical, especially an occupied electric high-speed service. Choose a coach when it is substantially fuller or more direct than the available rail alternative. Treat flying as the highest-carbon option in the usual comparison, and include airport access plus aviation’s non-CO2 effects when estimating its footprint. The exact lowest-carbon itinerary is the one whose complete door-to-door legs, occupancy, energy source and accounting boundary have been compared consistently.
