There is no universal winner. Rail is usually the lower-emission option in the comparisons available, and it can be faster from city centre to city centre when a direct or well-connected service uses central stations. Flights can cost less on many international routes, but fares change with the route, date, baggage and booking window. Compare the complete itinerary—not just the air time or headline ticket—to choose rationally.
Train or plane in Europe: the decision at a glance
| Question | What the available evidence shows | What you should do |
|---|---|---|
| Which is cheaper? | In Greenpeace’s 2025 sample, trains were cheaper on most sampled dates for 23 of 33 domestic routes, but more expensive on most sampled dates for 59 of 109 cross-border routes. | Price the exact date, booking horizon, baggage and required reservations for both modes. |
| Which is faster? | The European Commission modeled rail as faster on 68 of 297 EU city pairs that had both rail and a direct flight—about one quarter. | Compare door-to-city time, including local access, airport or station procedures, transfers and onward travel. |
| Which emits less? | The Commission estimated average rail-trip CO₂ at about one-sixth of flight CO₂ in its dataset (about 6.5 times lower). | Use a route-specific calculator and check whether it reports CO₂ or broader climate impact and whether access legs are included. |
These are comparative findings, not guarantees for every European journey. A short city pair with a frequent high-speed train may strongly favor rail; a long cross-border trip with expensive rail reservations may favor air on price or elapsed time.

Is it cheaper to travel by train or plane in Europe?
Price depends more on route, travel date and booking window than on the mode itself. A 2025 Greenpeace analysis sampled 142 one-way routes in 31 European countries, using nine travel dates and three booking horizons. The prices were collected between 8 April and 17 June 2025, so they are observations from spring 2025 rather than current quotes or a forecast.

| Route group | Sampled routes | Train cheaper on at least six of nine dates | Train more expensive on at least six of nine dates | Interpretation |
|---|---|---|---|---|
| Domestic | 33 | 23 | Not stated in the report’s summary | Rail had the stronger price showing in this sample, but it is not a market-wide census. |
| Cross-border | 109 | 43 (39.4%) | 59 (54.1%) | Air was more often cheaper, although seven routes had a mixed result. |
| All sampled routes | 142 | Route-by-route results varied | Route-by-route results varied | Do not extrapolate one country or corridor to all of Europe. |
The cross-border totals leave seven routes where neither mode was cheaper on at least six of the nine dates. That variation is why a general claim such as “trains are always expensive” or “flying is always the budget option” is unreliable.

Why a low headline airfare may not be cheaper
Compare the same travel product on both sides. Add mandatory baggage, seat or booking charges, rail reservations, separate tickets for a connection and the local trips to and from each terminal. A flight may advertise a low base fare but require paid cabin baggage; a rail fare may look higher because it includes a reserved seat and a more central arrival.
Use the same booking horizon whenever possible. Advance rail quotas and airline tickets can sell out or rise at different rates. If your date is fixed, record the quote and its conditions rather than relying on a typical price. If your date is flexible, check several dates and show the range.
A fair cost worksheet
- Define the trip: use the same origin and destination areas, date, passenger count and one-way or return basis.
- Price the door-to-door rail itinerary: include local transport to the departure station, the rail fare, reservations, any separate connecting tickets and transport from the arrival station.
- Price the door-to-door flight itinerary: include transport to the airport, the fare, unavoidable baggage or seat fees, airport transfers and transport from the destination airport.
- Match conditions: note whether each ticket is refundable, changeable, tied to a specific departure and protected across connections.
- Record the quote date and booking horizon: fares change, so retain the currency, conditions and time of purchase in your comparison.
For a group, multiply passenger-specific charges and check whether a train fare or flight fare applies to every traveler. For a solo traveler, a cheap airport transfer or a rail pass may change the result, but include only products you would actually buy for this journey.

Sometimes. The European Commission’s 2023 working paper compared rail with direct air service between EU cities. It modeled access to the airport or station, time before departure, the trip itself and the transfer after arrival. Of 297 city pairs with both rail and a direct flight, rail was faster on 68—around one quarter.

What the Commission’s time model included
| Rail model | Flight model |
|---|---|
| Access to the station | Access to the airport |
| 15 minutes before boarding | One hour of airport time |
| Train travel time | Flight time |
| Onward access from the destination station | Arrival-side transfer time |
The study used modeled car-access times and excluded congestion. It therefore provides a consistent comparison across many city pairs, not a promise about your personal departure-day experience.
Calculate your own door-to-city time
- Measure the time from your starting address to the station or airport, including walking, local transit and a realistic transfer.
- Add the required arrival margin. For the Commission’s comparative model, that was 15 minutes for rail and one hour for the airport process; your operator or airport may require something different.
- Add the scheduled train or flight time. For flights, include the time needed to reach the gate and any expected disembarkation delay only if you apply it consistently.
- Add the transfer from the arrival terminal to your destination area. An airport outside the city can add a substantial final leg.
- Add connection waiting time and a practical buffer. Keep the buffer separate from the scheduled time so the assumptions remain visible.
Rail gains time when stations are central, departures are frequent and the itinerary avoids a long change. Air gains time when the airport is close, the flight is direct and rail requires a slow connection. A nominal 90-minute flight is not a 90-minute city-to-city trip.
Connections and missed departures
Count every change and identify whether the tickets are protected as one itinerary. A missed train or flight can have different consequences when segments were bought separately. The cited studies do not provide comparable, current reliability statistics, so treat connection protection and recovery options as itinerary facts rather than assigning either mode a blanket reliability advantage.

For the route-level comparison in the European Commission’s dataset, yes: estimated rail-trip CO₂ was about 6.5 times lower than flight CO₂ on average. This is a study-specific average, not a universal multiplier for every train, aircraft, passenger load or route.

What the 6.5-times result does—and does not—measure
The Commission compared modeled trip emissions for rail and flights. It excluded travel between city centres and stations or airports and excluded infrastructure life-cycle emissions, such as building and maintaining tracks, stations and airports. The factors were modeled rather than measured for each individual departure. Use the result to understand the typical direction of the difference, not to claim that your ticket has exactly one-sixth the footprint of a flight.
CO₂ is not the whole aviation climate effect
The European Environment Agency’s 2025 mobility report says aviation’s non-CO₂ emissions have an overall climate impact two to four times higher than CO₂ alone. That contextual factor covers effects such as emissions at altitude and is not directly interchangeable with the Commission’s CO₂-only route comparison. Do not multiply the 6.5 figure by two or four; the studies use different boundaries and methods.
The EEA also reports that transport produced almost a third of the European Union’s total greenhouse-gas emissions in 2023. That is an EU-wide transport statistic, not a measure of aviation alone. The EEA’s train-or-plane material summarizes the direction in plain language: “Aviation’s emission impacts are much higher on a passenger-kilometre basis.”

How to compare emissions responsibly
- Use one route-specific calculator for both options, with the same passenger count and itinerary.
- Check whether the output is CO₂, CO₂-equivalent or a broader climate-impact estimate.
- Check whether access trips, airport or station operations and connecting legs are included.
- Record aircraft type or rail service assumptions when the calculator provides them.
- Present the result as an estimate with its boundary, not as a measured personal footprint.
If a calculator gives only a flight CO₂ number and a separate source gives rail CO₂ under a different boundary, the numbers are not an apples-to-apples comparison. State the mismatch or use a common method instead.

How route and booking choices change the answer
Short city-centre corridors
Rail is often competitive when stations are central, trains run frequently and the line is direct or has a simple protected connection. The shorter the local access legs and the less airport processing required, the closer the rail schedule is to your real trip time.
Long cross-border journeys
Cross-border rail prices and reservations can be complex. Greenpeace’s sample found train fares higher on at least six of nine dates for 59 of 109 international routes, while 43 favored rail on that measure. Check the exact corridor rather than assuming that the environmental advantage also means a lower fare.
Domestic trips
In the 2025 sample, 23 of 33 domestic routes were cheaper by train on at least six of nine dates. This is encouraging for rail on those sampled markets, but the routes were not a complete survey of every European country or domestic corridor.

Trips with an airport far outside the destination
An airport transfer can erase an apparent flight-time advantage and add a separate fare. Put the transfer on the same line as the flight in your worksheet; do not hide it under “local transport.”

A practical decision framework
Choose the option that best fits your priorities after comparing the complete itinerary:
- Choose rail when: the station is convenient, the total time is equal or shorter, the fare remains acceptable after airport transfers and baggage, and lower trip CO₂ is important.
- Choose air when: no useful rail connection exists, the city-to-city time remains materially shorter after all access steps, or the complete fare is substantially lower for your date and baggage needs.
- Recheck both when: the journey has several tickets, a tight connection, an unusually early departure, or a booking window far from the dates sampled in the fare study.
There is no need to force one mode for every leg. A mixed itinerary can use rail for a well-served central corridor and air only where the rail alternative is impractical, provided you price and assess each leg with the same method.
Booking and planning checklist
- Set a door-to-door boundary: write down both addresses or city areas, not just station and airport names.
- Search comparable dates: test at least two or three dates if flexibility is possible.
- Expose every mandatory charge: baggage, seat reservations, airport and station transfers, and separate-ticket fees.
- Check connection protection: identify who rebooks you if a late first segment causes a missed connection.
- Check arrival practicality: compare the final arrival time with hotel check-in, local transit hours and your reason for travel.
- Save the assumptions: keep screenshots or notes of fare, currency, booking horizon, luggage and cancellation conditions.
- Check the emissions boundary: label the estimate as CO₂ or broader climate impact and note whether access legs are included.
For travelers planning several rail legs, Europe by Rail: The Definitive Guide, 19th edition, is listed by its publisher as published 22 June 2026, with 560 paperback pages, route maps and guidance on rail journeys and tickets. It is a planning reference, not evidence that rail is cheaper, faster or lower-emission on a particular route; verify current availability before purchasing.

How to read the evidence without overgeneralizing
The three headline comparisons answer different questions. Greenpeace measured observed fares on selected dates and booking horizons. The Commission modeled time and trip CO₂ for EU city pairs with direct air service. The EEA provides broader climate context, including non-CO₂ aviation effects and the share of transport in EU emissions. Their figures should not be merged into one universal score.
Greenpeace’s fare routes were all under 1,500 kilometres by air and excluded Russia, Belarus and Ukraine. The analysis is useful for showing price variation, but spring 2025 observations can age quickly. The Commission focused on EU cities and direct flights, so a route without direct air service or outside that geography is not represented by its 297-pair result. The EEA’s two-to-four-times non-CO₂ context is not a route calculator.
When you publish or make your own comparison, put the date, geography, ticket conditions, connection assumptions and emissions scope next to every number. That makes the result useful even when fares and schedules change.
