ToxicDocs: How to Search the Free Archive of Secret Chemical Records

ToxicDocs is a free, publicly accessible archive of millions of pages that were once kept secret and later surfaced in toxic-tort litigation. Columbia University and the City University of New York (CUNY) presented the project in January 2018, initially announcing more than 20 million pages on asbestos, benzene, PCBs, polyvinyl chloride (PVC), silica and lead. The archive is a document repository, not a database that independently rates chemical hazards or proves that every recorded claim is scientifically correct.

What ToxicDocs is

ToxicDocs is a searchable online collection of documents related to toxic chemicals and the companies, researchers, lawyers and regulators involved with them. The project is jointly associated with Columbia University and CUNY. Its materials include internal memoranda, emails, presentation slides, board minutes, unpublished scientific studies and expert-witness reports.

The documents were made public after emerging through discovery in lawsuits over toxic substances. In other words, the archive preserves records that were once unavailable to the public but became accessible during toxic-tort litigation. It is not a conventional chemical-safety database with standardized fields such as an exposure limit, toxicity score or regulatory classification for every substance.

The project’s original announcement named Columbia professor Merlin Chowkwanyun and CUNY historian Gerald Markowitz among its collaborators. Their work placed the records in a searchable historical archive rather than leaving them scattered across individual court cases, exhibits and paper collections.

How large is the archive?

The often-repeated “20 million pages” figure belongs to the launch announcement dated January 28, 2018. That announcement described the collection as “20 million+ pages.” A contemporary account also described an initial collection of about 20 million pages focused on six substances.

The current ToxicDocs homepage describes the collection more generally as millions of pages, says that material is still being added and does not publish an exact current total. Therefore, treat 20 million as a historical launch-era figure, not a verified count of everything available now.

Statement What it means
More than 20 million pages Figure stated in the January 28, 2018 launch announcement for the initial collection.
Millions of pages Current homepage description; no exact present-day total is stated.
Collection is growing The project says it continues to add records from lawsuits involving lead, asbestos, silica, PCBs and other substances.

Which chemicals and subjects are covered?

The launch focused on six subjects:

  • Asbestos, a group of fibrous minerals associated with serious occupational and environmental disease.
  • Benzene, an industrial solvent and petroleum-related chemical.
  • Polychlorinated biphenyls (PCBs), persistent industrial compounds used in electrical and other applications.
  • Polyvinyl chloride (PVC), a widely used plastic whose production and additives generated litigation and scientific debate.
  • Silica, especially respirable crystalline silica encountered in mining, construction and manufacturing.
  • Lead, a toxic metal documented in workplace, consumer-product and environmental cases.

Those six names describe the initial scope, not a permanent list of everything in the archive. Current project language refers to additional material and to lawsuits involving “other substances.” Search results can therefore extend beyond the launch topics.

Because the archive is document-based, a search for a substance may return many kinds of records: a company email, a laboratory report, a meeting agenda, a deposition exhibit or an expert report. The presence of a document in the collection does not by itself establish that a chemical caused a particular illness or that a statement represents a scientific consensus.

Is ToxicDocs really free?

Yes. The launch announcement said the project would not charge subscription fees, and the current homepage describes the service as “Free of Charge. Open to All.” Basic searching and document viewing are intended to be available without payment.

The archive is designed for browser use. Its guide describes optional accounts rather than a paid tier. Creating an account can let you bookmark documents and save them to a Favorites list; you do not need an account for ordinary searches.

How to search ToxicDocs

The official user guide was published in January 2018, so button names and page layouts may have changed. The workflow below reflects the functions documented in that guide; if the current interface uses slightly different labels, look for the equivalent search, filter, thumbnail, text and download controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

1. Start with a focused keyword

  1. Open the ToxicDocs archive and enter a substance, company, person, place or legal term in the search field.
  2. Use the most specific term that matches your question. For example, try “respirable crystalline silica” rather than only “dust” when researching workplace exposure.
  3. Run the search and review the result list for document titles, dates and collection context.

Try spelling variants and abbreviations when a first search is too narrow. “Polyvinyl chloride” and “PVC,” for example, may appear in different records. A broad term can help you discover the vocabulary used in the archive, after which a second search can be more precise.

2. Inspect page thumbnails

Results can be browsed through page thumbnails. Thumbnail views are useful when a scanned record has incomplete text recognition or when you need to spot handwritten notes, letterhead, stamps, exhibit numbers or annotations that a text search may miss.

3. Open the larger page view

Select a result to open a larger page image. Check the page itself before relying on a search-result snippet: a scan may contain a date, author, recipient or qualification that is not visible in the result list.

4. Follow the plain-text version when available

The guide describes links from a page view to plain text. Plain text is convenient for copying a passage, searching within a document or using screen-reading software, but compare it with the scanned page when a word, number or chemical name matters. Optical character recognition can misread symbols, superscripts, punctuation and poor-quality type.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Download the PDF for a stable working copy

Where a PDF is offered, download it for detailed reading, citation notes or offline review. Record the document title, date, page number and the archive’s identifying information at the time you save it. A downloaded copy helps you find the same passage again if the online interface changes.

When to use advanced search

Advanced search is more useful than a long string of keywords when the archive returns too many results. The guide identifies filters for years, toxic substance, organization or firm and special collections.

Search route Best use Available controls described by the guide
Keyword search Finding a known name, phrase or chemical term. Free-text query.
Year filter Tracing changes in company policy, scientific discussion or litigation over time. Limit results to selected years.
Substance filter Keeping a search centered on one chemical or material. Select a toxic substance.
Organization or firm filter Finding records tied to a company, law firm or other named organization. Filter by organization or firm.
Special collections Working within a curated subset rather than the entire archive. Choose a special collection when one is available.

Combine filters incrementally. Start with the substance and a date range, inspect the volume of results, then add an organization or special collection. Applying every filter at once can hide relevant records if the archive’s metadata is incomplete or if a document uses a different name for the same entity.

Are the documents leaked?

The project says they are not. In its January 28, 2018 launch FAQ, ToxicDocs answered the question “Are these ‘leaked’ documents?” with this exact wording: “No. We aren’t Wikileaks. We do not accepted leaked material.” The grammatical error is part of the published sentence.

The stated provenance is discovery in toxic-tort litigation. Records may have been produced to opposing parties, filed as exhibits or otherwise entered the public record before being digitized and organized in the archive. That origin distinguishes the collection from an anonymous leak submission, but it does not make every document complete, unbiased or authoritative.

How to read a ToxicDocs record responsibly

Separate a document from a conclusion

An internal memo can show what an organization knew, discussed or proposed; it does not automatically prove that the underlying scientific assertion was correct. An unpublished study can contain useful data while still lacking peer review. An expert report presents an opinion in a legal setting, often for one side of a dispute.

Capture the document’s context

  • Note the author, recipient, organization and document date.
  • Identify whether the item is a memo, email, study, board record, deposition exhibit or expert report.
  • Read surrounding pages so that a quotation is not separated from a qualification, correction or dissent.
  • Check whether the record refers to a draft, an allegation, a measurement or a final decision.
  • Compare important claims with independent scientific and regulatory sources before using them to make a health or legal conclusion.

Expect uneven scans and metadata

Large litigation collections can contain duplicate pages, partial files, handwritten material and inconsistent names. Search indexing may miss a term that is visible in an image. Use thumbnails and page images to verify crucial text, and try alternate spellings or corporate names when results appear incomplete.

Practical research workflows

Investigating a chemical

  1. Search the chemical’s full name and common abbreviation.
  2. Use the substance filter, if available, to remove unrelated results.
  3. Sort or filter by year to establish a timeline.
  4. Open a range of document types rather than relying on a single memo or report.
  5. Save PDFs and note page numbers for claims you may need to verify later.

Tracing an organization

  1. Search the organization’s current and former names.
  2. Apply the organization-or-firm filter and then narrow by substance or year.
  3. Review board minutes, correspondence and scientific records together; each may show a different part of the decision process.
  4. Check whether a result is a duplicate, a draft or a later exhibit that cites an earlier document.

Building a litigation timeline

  1. Begin with a broad substance search and identify the earliest and latest dated records.
  2. Use year filters to examine turning points, such as a new study, internal warning or court filing.
  3. Read linked or adjacent pages in each record so exhibit numbers and references remain intact.
  4. Keep allegations, testimony and established findings in separate notes.

What ToxicDocs cannot tell you by itself

ToxicDocs is not a complete record of all chemical-industry knowledge, all scientific research or every court document. Its contents reflect what became available through the cases and collections assembled by the project. Absence of a document is not evidence that an event, study or warning never existed.

Nor is the archive a substitute for medical, industrial-hygiene or legal advice. It can help you locate primary records and understand historical disputes, but decisions about exposure, diagnosis, workplace controls or litigation require qualified professionals and current authoritative guidance.

Who will find it useful?

  • Researchers and journalists: a centralized way to locate records that can otherwise be difficult to find across separate cases.
  • Students and historians: primary-source material for studying corporate decision-making, regulation and scientific controversy.
  • Legal researchers: a starting point for identifying documents and terminology, subject to checking the original court context.
  • Members of affected communities: historical records that may clarify what organizations discussed, while still requiring professional interpretation of health implications.

Used carefully, the archive’s main value is access: it puts a large body of previously secret, litigation-derived records within free public reach. Its evidence must still be read document by document, with attention to provenance, date, purpose and corroboration.
