If Steam changes from Total War: SHOGUN 2 to Total War: SHOGUN 2 – Complete Edition and the game immediately returns to the Play button, start by selecting the public branch, removing original Workshop modifications, and resetting the game’s preferences. The original SHOGUN 2 remains playable on Steam; Complete Edition is a separate executable and uses a different mod platform.
What changed when Complete Edition appeared
SEGA describes Total War: SHOGUN 2 – Complete Edition as an updated and enhanced version of Total War: SHOGUN 2 and its downloadable content. The PC release launched on Steam, Epic Games Store, Microsoft Store and GOG on October 13, 2026. Existing owners were offered a time-limited 75% loyalty discount.

Complete Edition adds a 64-bit upgrade, improved visuals, interface scaling for 1440p and 4K displays, modernised controls, Japanese and Chinese voice acting, more than 50 newly playable minor factions and integrated Mod.io support. On Steam, ownership also includes the original SHOGUN 2 and its downloadable content, except the Blood Pack.
That means a desktop shortcut, an old launcher entry and a Steam library tile can point to different executables. A launch failure after the transition is therefore often a branch, executable, mod or configuration problem rather than loss of ownership.

First identify exactly what Steam is launching
Do not begin by reinstalling. Confirm the edition and branch first, because the fixes differ between the original game and Complete Edition.
- Open Steam and select Library.
- Find the SHOGUN 2 entry you are using, right-click it and choose Properties.
- Check the title shown in the properties window and the installed files location. Note whether it identifies the original game or Complete Edition.
- Open Game Versions & Betas and record the selected branch.
- Launch from the Steam library once, rather than from an old desktop shortcut. If Steam presents an edition selector, choose the edition you intend to test and note the executable it starts.
If one shortcut starts Complete Edition while another starts the original game, rename or remove the older shortcut after you have identified it. This prevents testing one installation while believing you are testing the other.
Fixes to try, in order
1. Return to Default Public Version
SEGA specifically warns that an old beta branch can stop a game launching after Windows or Steam changes. Set the game back to the normal public build before trying more invasive repairs.

- In Steam Library, right-click the relevant SHOGUN 2 entry and select Properties.
- Open Game Versions & Betas.
- Choose Default Public Version from the branch menu.
- Close the properties window and allow Steam to download any required files.
- Restart Steam, then launch from the library.
If the Play button changes to Stop briefly and then returns to Play, continue to the mod and file checks below. Do not switch back to an old beta while diagnosing the problem; record the branch only after the public build works.
2. Remove original Workshop mods before testing Complete Edition
Complete Edition uses integrated Mod.io support. SEGA states that mods made for the original SHOGUN 2 are not compatible with Complete Edition. Original Workshop subscriptions and altered program files can prevent the game from functioning when the version changes.
- In the original SHOGUN 2 Workshop page, unsubscribe from every mod temporarily.
- Close Steam completely, including its notification-area process.
- Open the installed game folder from Steam’s Properties > Installed Files > Browse command.
- Remove or move out custom files that you added manually. Keep a backup outside the game folder rather than deleting files permanently.
- Restart Steam and test the unmodified Complete Edition.
Do not copy an old mod pack into Complete Edition simply because the filenames look familiar. The two editions use different mod systems, so a Workshop mod that worked in the original game is not a valid Complete Edition test. Once the clean game launches, add only mods supplied through Complete Edition’s Mod.io system and test them one at a time.

3. Verify that you are testing the intended executable
An old desktop icon can continue launching the original installation, while Steam’s current tile launches Complete Edition. Conversely, an old shortcut may reference a file that was moved or replaced during the edition change.

- Open Properties > Installed Files > Browse and inspect the folder that Steam identifies for that entry.
- When creating a new shortcut, create it from the currently installed Steam entry rather than copying an earlier shortcut.
- If the original game launches but Complete Edition does not, keep the two results separate when applying the remaining fixes.
4. Run the game executable as administrator
SEGA lists insufficient Windows permissions as a possible reason for a game not starting. This is a diagnostic step, not a guarantee that administrator mode is required permanently.
- Browse to the installed game files from Steam.
- Locate the executable for the edition that fails.
- Right-click the executable and choose Properties.
- Open the Compatibility tab.
- Enable Run this program as administrator, select Apply, then OK.
- Start the game from Steam and approve the Windows permission prompt if one appears.
If administrator mode changes nothing, you can clear the setting after the test. A successful launch only establishes that permissions were involved; it does not make incompatible mods or a damaged preference folder compatible.
5. Reset SHOGUN 2 preferences and cache
A damaged preference or cache file can survive an edition switch and cause an immediate return to Steam’s Play button. Back up saves before moving the configuration folder.
- Close the game and exit Steam.
- Open File Explorer and enter
C:UsersYOURUSERNAMEAppDataRoamingThe Creative Assemblyin the address bar, replacingYOURUSERNAMEwith your Windows account name. - Copy the SHOGUN 2 folder to a separate backup location.
- Move the SHOGUN 2 folder out of the
The Creative Assemblyfolder. Renaming it is safer than deleting it. - Restart Steam and launch the affected edition. The game should create fresh preference files.
- If the new installation launches, close it and copy back only the save folder from your backup. Do not restore the entire old configuration folder, because that can reintroduce the damaged preference or cache files.
If the game still fails with a newly generated folder and no mods, the problem is less likely to be a stale local preference. Keep the backup until your saves and settings are confirmed.

6. Update Windows, Steam and graphics drivers
Steam’s listing still shows legacy requirements such as Windows 7, Vista or XP support and DirectX 9.0c. Those entries describe the game’s older baseline, not a promise that an unsupported operating system or an old Steam client will work in 2026. Microsoft no longer supports Windows 10 or older, and the Steam client supports Windows 10 and later.

- Update the Steam client, then restart it rather than leaving an update pending in the background.
- Install the current graphics driver supplied for your GPU and reboot Windows.
- Test again with all original mods removed and the branch set to Default Public Version.
Do not infer that a computer is compatible merely because the old game ran on it. Complete Edition includes a 64-bit upgrade and a different rendering and mod-support environment, so current operating-system, client and driver support matters.

The practical consequence is that “I own SHOGUN 2” does not identify which executable, branch or mod directory is failing. Include the edition name in every support report.
What the Play-button symptom means
When Steam changes from Play to Stop and back to Play without a visible game window, Steam has usually observed that the process exited during startup. That symptom alone does not identify the cause. An old beta branch, incompatible Workshop files, insufficient permissions, a damaged preference folder, unsupported Windows or a graphics-driver problem can all produce the same visible result.

How to run a controlled troubleshooting test
A controlled test gives each result a useful meaning. Record the following before every launch attempt:
- Storefront: Steam, Epic Games Store, Microsoft Store or GOG.
- Edition: original SHOGUN 2 or Complete Edition.
- Branch: the exact value shown under Game Versions & Betas.
- Mods: whether original Workshop subscriptions and manually added files were removed.
- Operating system version and whether Windows is supported by the current Steam client.
- Graphics-processing unit and driver version.
- Whether the preference folder was reset and whether the clean folder was generated successfully.
- What Steam did: no visible response, a brief process, an error message or a return to Play.
For the cleanest baseline, use the public branch, launch the intended edition from its current storefront entry, disable original mods, and test with freshly generated preferences. Only after that baseline works should you restore saves, change settings or add Complete Edition-compatible mods.

Common mistakes after switching editions
Assuming ownership was removed
SEGA says the original SHOGUN 2 will continue to exist on Steam and remain playable as normal. A Complete Edition launch failure does not by itself mean that the original license disappeared. Check the library entry and executable instead of buying the game again.

The mod platforms are not interchangeable. Keep the original game’s Workshop setup separate from Complete Edition’s Mod.io setup, and do not use an old mod collection as a launch test for the new edition.
Restoring the entire old configuration folder
A full folder replacement can restore the very cache or preference file that caused the failure. Preserve the backup, create a clean folder, and copy back saves only after confirming that the game starts.
Testing an outdated beta branch
A beta selected months or years ago can remain active even when the Steam interface changes. Always check Game Versions & Betas rather than trusting the shortcut or assuming Steam selected the public build automatically.
When to contact SEGA Support
Escalate after you have tested the correct executable on Default Public Version, removed original mods, tried administrator mode, reset preferences and updated the supported platform components. Send a concise report containing:
- The storefront and exact edition that fails.
- The branch value shown in Steam.
- Whether the original game launches separately.
- Whether Workshop subscriptions and manually changed files were removed.
- Your Windows version, GPU and graphics-driver version.
- The result of the preference reset, including whether a fresh folder was created.
- The exact point at which Steam returns to Play, plus any message or crash window.
This information distinguishes an edition or mod mismatch from a permissions, configuration or platform failure and gives support a reproducible starting point.

Answers to the key edition-switch questions
Does switching editions remove the original game?
No. SEGA states that the original SHOGUN 2 remains on Steam and continues to be playable normally. Complete Edition’s Steam package also includes the original game and its downloadable content, with the Blood Pack identified as the exception.
Will old Workshop mods work in Complete Edition?
No. Complete Edition uses integrated Mod.io support, and SEGA states that original SHOGUN 2 mods are not compatible with it. Remove those subscriptions and files before testing.
Why does Steam say Play and then do nothing?
The process is exiting during startup. The most edition-specific causes are an old beta branch, original mods or changed program files, and stale preferences. Permissions, operating-system support and graphics drivers are additional possibilities.
Is Complete Edition the same executable as the original?
No. Treat them as separate launch targets. Confirm the edition in Steam Properties and launch from the current library entry rather than an old shortcut.
Can I restore my saves after resetting preferences?
