Tor onion services are designed to let a client reach a particular service without the protocol revealing the service’s IP address; the onion address authenticates that service and the connection remains inside Tor. I2P is a distributed network built mainly for internal sites and applications, reached through an I2P router and a local proxy.
Choose between them by asking what you need to publish or access, which metadata must be hidden, how much setup you can maintain, and which adversary you are trying to resist. Neither network makes an application, operator, or endpoint automatically anonymous.

An onion service is a TCP service reachable only through Tor. The service does not publish a normal network address for clients to use. Instead, its onion address is derived from a service public key. A client that knows the address can use it to verify that the connection reached the corresponding service, without relying on a certificate authority.

The design protects the service’s network location at the protocol level. Tor’s onion-service protocol does not use the service IP address, and traffic from the client to the host is encrypted through Tor. That protection applies to the network path; it does not stop the application from disclosing software versions, identifying content, timing patterns, or operator information.
I2P
I2P is a distributed anonymity network with its own internal destinations, websites and applications. An internal website was historically called an “eepSite.” Users normally reach one through an I2P router and an HTTP proxy on their own computer, typically localhost port 4444.
I2P has no official network-layer entry or exit points. Every participating router is part of the mix, although individual applications can use proxies that create different exposure. This makes I2P particularly suited to services intended to stay inside the I2P network, rather than to publishing an ordinary Internet service through an anonymity layer.
How a Tor onion-service connection works
- The service creates introduction points. It builds Tor circuits to selected relays and makes itself reachable through those introduction points without disclosing its own IP address.
- It publishes a signed descriptor. The descriptor contains the information a client needs to contact the service and is signed using the service’s key material.
- The client retrieves and verifies the descriptor. The onion address incorporates the service public key, so the client can check that the descriptor belongs to the intended service.
- The client chooses a rendezvous point. The client tells the service, through an introduction point, which relay should act as the meeting point.
- The service connects to that rendezvous point. The resulting path carries encrypted traffic without either side learning the other’s ordinary network location through the onion-service protocol.
Tor’s overview describes a complete onion-service connection as involving six relays: three selected by the client and three selected by the service. That is the documented protocol design, not a guarantee that every real-world adversary is defeated. Endpoint compromise, application mistakes and traffic analysis remain separate risks.
What the onion address proves—and what it does not
- The address is tied to a public key, allowing authentication of the intended onion service.
- The protocol keeps the service IP address out of the onion-service connection.
- Encryption runs from the client to the service through Tor, without requiring a conventional certificate authority for the onion address.
- The address does not certify that the operator is trustworthy, that the server is securely configured, or that the content is safe.
A service is generally available to anyone who learns or discovers its address. Tor v3 client authorization can restrict access: the service keeps an authorization public key, while each approved client receives the corresponding private credential. Those private keys must remain confidential; possession can allow an unauthorized party to authenticate as an approved client or, if service keys are exposed, impersonate the service itself.

How I2P routing and internal sites work
I2P routers build separate unidirectional tunnels for inbound and outbound traffic. A round trip therefore uses multiple tunnels rather than one bidirectional circuit. Messages are encrypted across the tunnels and between routers, and I2P uses garlic-routing mechanisms that can bundle messages and support encrypted publication to the network database.
“Garlic routing” is not a blanket promise of stronger anonymity. I2P documentation uses the term for specific message bundling, tunnel encryption and network-database processes. Privacy still depends on tunnel construction, application behavior, peer selection and the adversary’s capabilities.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesAccessing an I2P site
- Install and start an I2P router appropriate for your operating system.
- Wait for the router to establish its tunnels and local services.
- In the browser profile you intend to use for I2P, set the HTTP proxy host to
localhostand the port to4444, the typical local I2P web-proxy endpoint. - Enter the site’s I2P address in that proxied browser session.
If the site does not load, first check that the router is running and that the browser is using the intended proxy. A browser profile or intermediary proxy plugin that bypasses the local proxy can expose ordinary Internet traffic or simply make the internal site unreachable. The I2P FAQ specifically warns that advanced proxy plugins and intermediary proxy software can introduce leaks.
Hosting an I2P site
Hosting requires a running I2P router, an internal web service and the hosting configuration supplied through the router’s management interface. The I2P FAQ links to the site-hosting instructions from that console. Exact fields and defaults vary with the router software and release, so follow the instructions displayed by the installed version rather than copying settings from an unrelated guide.
An I2P site is intended to remain inside I2P. Publishing the same content, identifiers or operational schedule on the public Internet can create correlations that the routing layer cannot remove.

Setting up a basic Tor onion website
The Tor Project’s basic setup assumes that Tor is already installed and that a local web server is responding on a local address. The following is the sequence; paths and service-management commands differ by operating system.
- Verify the local site first. Confirm that the web server works on the loopback address and that the intended virtual host serves the correct content. Fix ordinary web-server errors before adding Tor.
- Create a dedicated onion-service directory. Use a directory that Tor can read and protect from other users. The directory will contain the generated service keys.
- Add the two Tor directives. In
torrc, specify a directory and map an onion virtual port to the local web server, for example:HiddenServiceDir /var/lib/tor/my_service/ HiddenServicePort 80 127.0.0.1:8080Use the paths and local port appropriate to your installation.
- Restart or reload Tor. Use the service-management method for your operating system. Check Tor’s log if it fails to start; a syntax error, an inaccessible directory or incorrect ownership is usually more informative than the browser error that follows.
- Read the generated hostname. Tor writes the v3 onion address to a
hostnamefile inside the configured service directory. The current v3 format is a 56-character address followed by.onion. - Test from a Tor client. Open the address in Tor Browser and verify that the expected virtual host, links and forms work. Test the application as an onion client would, not only through the local web-server address.
- Protect the keys. Keep the service directory and its private keys out of backups, shared folders and ordinary user accounts unless those copies are equally protected. Anyone who obtains the service’s private keys can impersonate it.
A Unix-domain socket between Tor and the local web server can reduce the chance of local-network leakage compared with binding the backend broadly. The exact socket configuration depends on the web server and operating system.
Version point: use v3
Version 2 onion services are deprecated and have been unsupported since the Tor 0.4.6.1-alpha development line in 2021. New deployments should use v3 addresses and current Tor software. Do not treat a short legacy address or an old tutorial as evidence that the service is configured correctly today.
Privacy differences that matter in practice
Service-location protection
Tor has an explicit onion-service mechanism for keeping the service IP address out of the protocol and authenticating the service by its address-derived key. I2P also supports anonymous internal destinations, but its user experience starts with an I2P router and internal proxy rather than a Tor-style onion address used by a Tor Browser session.
Traffic correlation
Both systems are low-latency networks, so a powerful observer able to monitor suitable parts of the network may correlate timing, volume or induced traffic. I2P’s threat-model documentation explicitly describes this limitation. It recommends three-hop tunnels for full protection while noting that some applications and services use two-hop defaults. Never assume that every I2P application has the same route length.

Tor’s operator guidance highlights a different set of practical disclosures: server software and content, unusual availability patterns, long uptime and traffic responses that an observer can induce and measure. Hiding an IP address does not hide an operator who leaves distinctive clues in the application.
Application and endpoint risks
- A web application can reveal its framework, version, language, error paths or local time.
- Unique accounts, writing style, files, images and publication schedules can link an onion or I2P identity to a public identity.
- Browser fingerprinting and unsafe plugins can defeat compartmentalization even when the network path is routed correctly.
- Malware or a compromised server can expose keys, logs and real network connections outside the anonymity network.
- Reusing the same administrator credentials, analytics identifiers or external resources across networks creates correlation opportunities.
Tor vs. I2P by use case
| Need | Better starting point | Reason and qualification |
|---|---|---|
| Publish a web service while concealing its network location | Tor onion service | Tor provides a direct onion-service protocol, address-based authentication and documented web-server configuration. |
| Offer a private submission or journalism endpoint | Tor onion service | Tor materials describe source submission and journalism use cases, including services such as SecureDrop; operational security remains essential. |
| Browse websites intended to stay inside an anonymity network | I2P | I2P sites are reached through the router’s local HTTP proxy and are designed for internal destinations. |
| Use network-internal file or application services | I2P | I2P documentation lists internal sites, I2PSnark BitTorrent and distributed data storage as examples. |
| Restrict a service to known clients | Tor onion service with v3 client authorization | Authorized clients use private credentials corresponding to public keys held by the service. |
| Connect ordinary Internet users without installing a special router | Neither by default | Tor onion services require a Tor-capable client; I2P sites require an I2P router and proxy. A separate gateway changes the threat model and is not equivalent to native access. |
These are starting points, not exclusive categories. Tor can carry more than websites through configured virtual ports, and I2P can host sites and applications beyond a browser. The decisive question is whether the service and its users are meant to operate inside Tor or inside I2P, and which metadata the design must minimize.
Operational-security checklist
For a Tor operator
- Bind the backend only where Tor needs to reach it; avoid exposing the administrative or application port publicly.
- Separate onion-service administration from ordinary Internet administration and keep logs from recording unnecessary identifying data.
- Review every external image, script, font, analytics call and redirect. A page that contacts a public service can reveal a client or create timing links.
- Keep the service directory and backups protected. Rotate keys only with a documented plan because replacing the service key changes the onion identity.
- Consider availability patterns. Predictable long uptime and responses to probing can provide clues even when the protocol hides the IP address.
- Patch the web server and application independently of Tor; onion routing does not repair an application vulnerability.
For an I2P user or operator
- Use a dedicated browser profile whose HTTP proxy is explicitly set to
localhost:4444. - Confirm that software which should remain inside I2P is not silently using a system proxy or direct Internet connection.
- Check the application’s tunnel-length and peer settings instead of assuming a universal default; some services use two hops while three hops are recommended for full protection in the threat model.
- Keep I2P identities, accounts and content separate from public identities and public-web copies.
- Treat third-party proxy plugins and intermediary software as new trust and leak boundaries.
Troubleshooting common failures
The onion hostname file is missing
Check that Tor actually reloaded the configuration, that HiddenServiceDir points to the directory you expect, and that Tor has permission to create files there. Read the Tor log for configuration and filesystem errors. Do not create a hostname manually; it must correspond to the generated key material.
The onion address opens but the page is wrong or unavailable
Test the local backend separately, then verify that HiddenServicePort maps the onion virtual port to the correct local address and port. A web server bound only to a different interface, a firewall rule, or a virtual-host mismatch can produce a Tor-level failure that is actually an application configuration problem.
Recommended Free Tools
An I2P site does not load
Confirm that the I2P router is running and has built tunnels, then check the browser’s proxy host and port. Make sure the address is an I2P destination and that the browser profile is not bypassing the proxy. If only one site fails, the destination may be offline; if every site fails, investigate the router or proxy configuration first.
Best Value
Traffic appears outside the intended network
Stop using the affected profile until you identify the route. Check operating-system proxy settings, browser extensions, application-specific proxy options and any intermediary service. Network anonymity cannot compensate for an application that opens a direct connection.
Speed, versions and evidence limits
I2P’s FAQ notes that encryption and routing overhead limit bandwidth. The available official material does not provide a current, controlled, independent Tor-versus-I2P speed benchmark, so there is no defensible numeric winner. Performance varies with tunnel construction, peer availability, application protocol, local hardware and the destination’s uptime.
The I2P technical documentation index was marked updated in June 2025 and described router version 0.9.67. A separate network-database page was marked updated in March 2025 and scoped to router version 0.9.65. Those dates and versions describe the cited documentation, not proof of the newest release in October 2026. Check the documentation shipped with the software you install.
Similarly, an approximate network figure such as the roughly 1,700 I2P floodfill routers reported on the March 2025 page is a dated estimate, not a current network census and not a measure of anonymity or performance.
Which should you choose?
- Choose Tor onion services when your primary requirement is a specific service reachable by a known address, with the service IP hidden by the protocol and the address itself providing key-based authentication. It is also the more direct documented path for publishing a private-location web service.
- Choose I2P when your users and applications are meant to remain inside a distributed internal network, and you are comfortable running a router and configuring a local proxy. Its internal-site, file-sharing and distributed-application orientation is a better fit than treating it as a drop-in public-web gateway.
- Use both only with separation when there is a clear architectural reason. Reusing accounts, content, keys, schedules or backend infrastructure can create links between identities that neither network is designed to prevent.
The most private choice is the one whose architecture matches the service and threat model, whose configuration you can maintain, and whose endpoints you can keep disciplined. Neither Tor onion services nor I2P should be described as untraceable or completely anonymous.
