Choose Tor Browser when you need your browser traffic to travel through the Tor network, access Onion Services, change Tor circuits, or work around censorship. Choose Mullvad Browser when you want a privacy-hardened browser to use with a VPN you trust—or by itself—to reduce tracking and browser fingerprinting. Mullvad Browser does not route traffic through Tor and is not a VPN subscription.
Neither browser makes an account anonymous after you sign in, and neither can make an HTTP-only website encrypted. The right choice depends on whether your main concern is the network path, browser-level tracking, or both.

The short answer: match the browser to your threat model
Tor Browser and Mullvad Browser share much of the same privacy-focused browser design, but their most important difference is how they connect to the internet. Tor Browser routes the traffic generated by that browser through the Tor network. Mullvad Browser does not include Tor; it can connect through a VPN that you trust, or it can be used without a VPN.

That distinction changes what each browser can protect you from. Tor is useful when hiding your destination sites from a local observer, masking your real IP address from a website, reaching Onion Services, or bypassing certain blocks is part of the goal. Mullvad Browser is aimed at reducing tracking, data mining and fingerprinting in ordinary web use, especially when combined with a trusted VPN. It does not provide Tor’s network route or Tor-specific controls.

What Tor Browser actually provides
Traffic routed through Tor
Tor Browser is designed to send the traffic from that browser through the Tor network rather than directly to the destination. A website generally sees a Tor exit location instead of your home or mobile IP address. A person watching your local connection can see that Tor is being used, but the Tor design is intended to prevent that observer from learning the destination sites visited through the browser.
This protection applies to Tor Browser itself. Installing Tor Browser does not route other browsers, mail clients, messaging apps or every application on your computer through Tor. If another application needs Tor protection, it requires its own correctly configured approach; do not infer system-wide coverage from the browser installation.
Onion Services and Tor-specific controls
Tor Browser integrates with Onion Services, the sites whose addresses end in .onion. It also exposes controls that are specific to Tor’s circuit model. Circuit isolation helps keep different sites from sharing the same connection context, while New Identity starts a fresh session. New Tor Circuit for this Site requests a different route for the current site.
These controls are not interchangeable. New Identity closes your open tabs and clears session information. New Tor Circuit for this Site changes the route for the site, but it does not clear private information and does not by itself unlink activity that has already occurred. Use the stronger New Identity action when you need a clean browser session; use a new circuit when the problem is a route or connection issue and you intentionally want to keep the current session.
Censorship circumvention
Tor Browser includes features intended to help people reach sites blocked by network-level censorship. Availability and effectiveness depend on the network and the block in question, so no browser can promise access to every destination. The important point for this comparison is that censorship-circumvention integration is part of Tor Browser’s purpose; Mullvad Browser does not add those Tor functions.
Default session behavior
Tor Browser’s default behavior clears browsing history and cookies when the session ends. That limits what remains in the browser profile, but it does not erase information held by a website, an account provider, a network operator or a downloaded file. Closing a session also cannot undo information you deliberately disclosed while using it.

What Mullvad Browser is—and is not
A privacy-hardened browser without Tor
Mullvad Browser is a free, open-source browser developed by the Tor Project in collaboration with Mullvad VPN. The Tor Project’s support documentation describes it as “Tor Browser without the Tor Network,” allowing people to use many of the browser privacy features without taking a Tor route.

You can run it without a VPN, or pair it with a VPN provider you trust. A VPN changes the network path between your device, the VPN service and the internet; Mullvad Browser adds browser-level defenses against tracking and fingerprinting. Combining the two can address both layers, but a VPN does not recreate Tor’s anonymity properties or provide Onion Services and Tor circuit controls.
When should you use Mullvad Browser?
Use Mullvad Browser when your main concern is routine web tracking, data mining or mass surveillance and you prefer not to use Tor for every browser connection. It is a reasonable fit for a separate privacy-oriented browser profile, for research where you want to reduce cross-site tracking, or for browsing through a VPN while keeping a hardened browser configuration.
It can also be used without a VPN. In that arrangement, the browser’s fingerprinting and tracking protections still operate, but the destination can generally see the network address supplied by your internet connection. If hiding that address is important, add a VPN you trust or choose Tor Browser instead.
How the privacy layers differ
Network location is not browser identity
Tor or a VPN can change the network location that a destination sees. Browser fingerprinting defenses try to make your browser look less distinctive. An account login identifies you through the account itself. These are separate layers, and improving one does not cancel the others.

HTTPS and routing solve different problems
Tor Browser includes HTTPS-Only Mode, which uses HTTPS when the destination supports it. If a site supports only HTTP, the browser can still allow you to continue after showing a warning. Mullvad Browser does not turn an HTTP-only page into an encrypted page either.
HTTPS protects the connection between your browser and the website from interception and tampering on that leg. Tor or VPN routing changes who can observe or learn the network path. For sensitive activity, check both: use an HTTPS address and select a route appropriate to your threat model.
Fingerprinting and uniformity
Privacy browsers work best when many users retain similar settings. Changing fonts, window dimensions, language preferences, user-agent details or other exposed characteristics can make a browser more distinctive. That is why privacy guidance emphasizes the intended configuration instead of a large collection of custom add-ons.

Choose Tor Browser if these situations describe you
- You need to visit an Onion Service.
- You want browser traffic routed through the Tor network rather than directly through your connection or a conventional VPN.
- You need Tor’s New Identity or New Tor Circuit for this Site controls.
- You are trying to reach sites blocked by a network and want Tor’s built-in circumvention features.
- You want a local network observer to have less ability to learn which destination sites your browser contacts.
Tor is not automatically the best answer for every private task. Exit locations can differ from your real location, and some services treat Tor exits as suspicious. A service may challenge, lock or temporarily restrict an account when its login appears to come from an unexpected country or rapidly changing location.
Choose Mullvad Browser if these situations describe you
- You want a hardened everyday browser that reduces tracking and fingerprinting without using Tor.
- You already use a VPN you trust and want stronger browser-level privacy on top of that connection.
- You want to separate privacy-sensitive browsing from a normal browser profile while retaining ordinary web access.
- You do not need Onion Services, Tor circuits or Tor-specific censorship circumvention.
- You prefer a direct connection and accept that the destination may see your normal network address.
Remember that Mullvad Browser is not a requirement for using a VPN, and a VPN is not a requirement for launching Mullvad Browser. They are separate components that can be used together or independently.
Using Tor Browser without undermining its protections
Keep the browser close to its intended configuration
The Tor Project strongly discourages installing additional add-ons in Tor Browser. An extension can change the browser’s fingerprint, weaken a security setting or create another component that can be attacked. It can also make your browser more unique than other Tor users’ browsers. Treat “privacy extension” recommendations with caution; adding software is not a blanket privacy upgrade.

Use the right identity control
- For a completely fresh session: use New Identity. Expect open tabs to close and session information to be cleared.
- For a route change while staying on the site: use New Tor Circuit for this Site. This changes the route but does not erase private information or unlink earlier activity.
- For account-sensitive work: avoid signing in if linking the activity to you would defeat your purpose. A new circuit cannot make a login anonymous.
Remember the browser boundary
Use Tor Browser for the activity you want protected. Opening the same destination in another browser or sending related traffic through another application does not receive Tor Browser’s protections. Keep downloaded documents and external applications in mind as separate privacy risks.
Using Mullvad Browser with or without a VPN
Without a VPN
Mullvad Browser’s privacy features still help limit tracking and fingerprinting, but the network connection is not hidden by the browser itself. The destination can generally associate requests with the public address provided by your internet connection. This setup is useful when browser-level tracking resistance is your priority and hiding the network location is not.
With a trusted VPN
A VPN can hide your home or mobile address from the destination and present a VPN server’s address instead. Mullvad Browser can provide the browser-level layer while the VPN supplies the network route. Evaluate the VPN as a separate trust decision: the VPN provider can observe the connection it carries, and the browser does not turn that provider into an anonymity system equivalent to Tor.
- Connect to the VPN using its own supported client or operating-system configuration.
- Open Mullvad Browser after the VPN connection is established.
- Confirm that the VPN is active before starting the sensitive browsing session.
- Keep the browser’s privacy settings and appearance close to their defaults instead of adding a collection of extensions.
- When account anonymity matters, do not sign in with an identifying account simply because a VPN is connected.
Common mistakes and how to correct them
“Mullvad Browser is a VPN.”
It is not. Mullvad Browser is free, open-source browser software. It can be paired with a VPN, but it does not itself provide a VPN subscription or a Tor route.
“A Tor exit hides everything about me.”
Tor can hide your real IP address from a destination, but a login, an email address, a payment detail or another identifying disclosure can connect the activity to you. Tor also does not route every application on your device.
“New Tor Circuit deletes my history.”
It does not. New Tor Circuit for this Site changes the route. New Identity is the control that closes tabs and clears session information.
“HTTPS-Only Mode encrypts every page.”
It uses HTTPS where available. An HTTP-only destination remains HTTP if you accept the warning, so do not treat Tor Browser or Mullvad Browser as a substitute for an HTTPS-enabled site.
“More extensions mean more privacy.”
In Tor Browser, the Tor Project warns that extra add-ons can make the fingerprint more unique, weaken privacy or security and increase attack surface. Keep both browsers near their intended configuration unless you understand the specific trade-off.
“Tor and a VPN are interchangeable.”
They provide different trust and routing models. Tor Browser includes Tor-specific functions and a multi-hop Tor route. Mullvad Browser can use a VPN, but it does not provide Onion Services, Tor circuits or Tor’s censorship-circumvention integration.

Answer these questions before choosing:
- Do you need an Onion Service? Choose Tor Browser.
- Must your browser traffic use the Tor network? Choose Tor Browser.
- Do you need Tor’s New Identity, circuit controls or built-in circumvention? Choose Tor Browser.
- Is your priority reducing tracking and fingerprinting during ordinary browsing? Choose Mullvad Browser.
- Do you want to pair browser hardening with a VPN you trust? Choose Mullvad Browser with that VPN.
- Are you comfortable with the destination seeing your ordinary network address? Mullvad Browser can be used without a VPN; otherwise use a trusted VPN or Tor.
- Will you sign in to a personal account? Remember that the login can identify you in either browser.
Performance, compatibility and changing features
The available official material does not establish a version-matched speed, compatibility or security winner between the two browsers. Tor routing, VPN locations, network congestion, site behavior and browser releases can all affect the experience. Do not choose one on an unsupported promise that it is categorically faster or more compatible.
Feature details can change as the browsers and their underlying components are updated. For a deployment that depends on a particular platform, setting or release, check the current Tor Project and Mullvad release documentation before standardizing on it. The core decision remains stable: Tor Browser supplies Tor routing and Tor-specific controls; Mullvad Browser supplies the browser privacy layer without Tor.
Bottom line for the Tor Browser vs. Mullvad Browser question
Use Tor Browser when the Tor network, Onion Services, circuit management or censorship circumvention is part of the requirement. Use Mullvad Browser when you want a free, open-source, privacy-hardened browser for ordinary web use, with or without a trusted VPN, and do not need Tor’s network features. In both cases, keep the default configuration, treat logins as identifying and verify HTTPS separately from the routing choice.
