Tokyo’s core consumer inflation accelerated to 2.7% year over year in September 2026, up from 1.8% in August and above economists’ 2.4% median forecast. The faster reading strengthens the case for further Bank of Japan (BOJ) rate increases, but it does not set a date: the Bank says future moves depend on the outlook for activity, prices and financial conditions.
Why did Tokyo inflation rise in September?
Reuters reported that the increase partly reflected the phasing out of water-bill and childcare subsidies. That can lift measured inflation without, by itself, showing that price pressure will persist. The same report described increases across food and daily necessities amid raw-material costs, higher computer and tablet prices as chip prices rose, and faster services inflation. Services inflation accelerated to 2.3% from 1.4%.
The mix matters: subsidy changes may be temporary, while widespread price increases in goods and services may indicate that firms are continuing to pass on costs. Reuters quoted Yoshiki Shinke, senior executive economist at Dai-ichi Life Research Institute, saying that even after discounting one-off factors, the figures were strong and showed firms steadily passing on rising costs associated with the weak yen and the Iran war. Masato Koike, senior economist at Sompo Institute Plus, said energy costs linked to the Middle East conflict and subsequent second-round effects could keep core inflation rising. What the Tokyo inflation figures measure
“Core CPI” in Japan’s headline inflation reporting excludes fresh food but includes fuel. Reuters reported that this measure rose 2.7% year over year in September, compared with 1.8% in August. It also reported that a separate index excluding both fresh food and fuel rose to 3.0% from 2.0%. The measures should not be treated as interchangeable: they exclude different items and can respond differently to food and energy prices.

Investing.com separately reported Tokyo core CPI at 2.7% and broad Tokyo CPI at 2.7%, versus 1.9% for broad CPI in August. It also reported a 0.4% month-on-month rise in its food-and-energy-excluding index after a 0.7% increase the previous month. Reuters said September’s 2.7% core reading was the fastest in ten months and the first above the BOJ’s 2% price stability target since January. Tokyo data are a timely signal for price trends, but they are not the nationwide CPI release. The September Tokyo figures cited here are reported by Reuters from government data; the Statistics Bureau’s linked 2025 annual CPI page is not the primary September 2026 Tokyo table. Will Tokyo inflation lead to another BOJ rate hike?
It strengthens the case for one, but the BOJ has not promised when it will act again. At its September 17–18 meeting, the Bank voted 7–2 to set its overnight call-rate guideline at around 1.25%, effective September 24. The decision said underlying inflation was approaching 2% and financial conditions remained accommodative. It also said the Bank would continue raising the policy rate and adjusting monetary accommodation in response to developments in economic activity, prices and financial conditions.
The BOJ’s statement makes the condition explicit: future policy depends on how likely its baseline outlook is to be realized and on risks, including developments in the Middle East, AI-related demand and foreign exchange. There is also disagreement within the Bank about pace. The September meeting’s summary of opinions records support for continued adjustment, with some views calling for faster action if signs of an upward inflation deviation appeared. Other views said conditions did not warrant a hike at that meeting or warned against hasty action. The two dissenting votes in the decision underline that the policy path was not unanimous. Reuters reported on October 2 that market participants had reduced bets on an immediate October follow-up, while many expected a December move. That was market sentiment reported at the time, not BOJ guidance. Reuters said the next meeting was scheduled for October 29–30, when quarterly forecasts would be updated; that calendar reference is specific to the October 2 report. Reuters, October 2, 2026.

How the BOJ weighs inflation against the economy
The September decision describes Japan’s economy as recovering moderately, with some weakness in part, and says financial conditions remain accommodative. Governor Kazuo Ueda said the economy was “continuing to recover gradually,” while noting inflation was close to the 2% target, according to the Associated Press. A stronger inflation reading therefore matters alongside the broader economic outlook rather than replacing it. Associated Press, September 18, 2026.
The BOJ has said consumer prices excluding fresh food had been rising moderately as business-to-business cost pressures spilled into consumer prices and companies passed wage increases into selling prices. It described underlying inflation as approaching 2%, while warning of upside risks from firms’ price and wage behavior and from rising longer-term inflation expectations. Earlier, in July, board members had also identified yen depreciation, Middle East conditions, AI-related demand and distribution and packaging costs as possible sources of upward pressure, while noting that government measures and oil-price movements can restrain CPI.
