For a marketing agency, useful time tracking connects each entry to a client, project, and meaningful service or task. That makes the data useful not only for invoices, but also for spotting budget overruns, understanding project costs and margins, assessing client profitability, and planning staff capacity. The right system is the one your team can keep current and that reflects how you actually sell work—hourly, on retainer, or for a fixed fee.
What should a marketing agency track?
Start with enough detail to explain where time went, without making staff choose from an unwieldy list. A practical entry is associated with a client, project, and task or service category. Use categories that reflect your work, such as SEO, paid media, content, account management, revisions, and internal work. Harvest’s digital-marketing guidance likewise names SEO, PPC, and content as possible task categories; that is vendor advice, not a controlled study. Harvest’s marketing time-tracking guidance describes timer and manual entry alongside client, project, and task categorization.

- Client and project: Identify whose work the entry belongs to and which campaign, retainer, or engagement it supports.
- Task or service: Use a small, consistent set of categories so reports can distinguish, for example, content production from account management.
- Billable status: Record billable and non-billable work where the distinction helps with invoicing, costing, or capacity planning.
- Duration and context: Capture time as it is worked or enter it promptly afterward; add a short note when the category alone will not explain the work.
Agree on what belongs in each category and how to handle revisions, meetings, internal coordination, and unplanned client requests. Consistent definitions matter more than a long taxonomy. Review missing, uncategorized, or implausible entries regularly rather than waiting until month-end.

Time records become actionable when combined with the commercial terms and costs for the work. Compare actual hours with estimates or budgets, apply labor cost rates where available, and represent revenue according to the agreement. This can reveal where delivery is consuming more effort than planned, which services or clients are profitable, and whether upcoming work fits available capacity. Clockify and Toggl describe reporting features for these kinds of comparisons in their product materials; those descriptions establish advertised capabilities, not independent evaluations. Clockify’s marketing-agency page describes project and task tracking, rates, budgets, profitability, planning, and reports.

Match revenue to the pricing model
For hourly or time-and-materials work, billable hours multiplied by the billable rate can represent earned revenue. Fixed-fee and retainer work need different treatment: multiplying every recorded hour by an hourly rate can make revenue appear to rise as the team spends more time, even when the agreed fee does not change. Toggl’s documented profitability method uses the fixed fee for fixed-fee projects and hourly multiplication for projects without a fixed fee. Its help page says fixed-fee revenue is prorated by days in the selected date range; cost is tracked hours multiplied by cost rate, profit is revenue minus cost, and margin is profit divided by revenue. Check the report’s date range and revenue assumptions before interpreting the result. Toggl Track’s project profitability documentation explains its calculation.
Use budget burn to manage scope early
Compare time spent with the project’s estimate or fixed budget while there is still time to respond. A rising burn rate can prompt a conversation about scope, staffing, sequencing, or a change request. Alerts are useful only if someone owns the follow-up and the estimate is meaningful; they do not replace a client agreement or a scope decision.
Use costs and margin with care
Labor cost rates can help estimate delivery cost, while revenue and cost reports can support margin analysis by client or project. The result depends on the rates and revenue model entered into the tool. Treat it as a management view built from those assumptions, not as an accounting result unless the system and workflow have been set up and validated for that purpose.
Plan capacity, not just past billability
Past billable hours show what was recorded; they do not by themselves show who has room for future work. Consider planned workload, availability, and time off alongside time entries. A team can have high billability and still be overloaded, or low billability temporarily because of training, internal work, or leave.

How should an agency set utilization targets?
Utilization figures are not interchangeable, and no single percentage is a universal target for every agency or role. Define the denominator—such as available working hours—and decide how leave, internal work, write-offs, and client work that is not invoiced are treated. Also distinguish billability from utilization if your agency uses both terms; definitions vary.
Two published figures illustrate why context matters. Sage Intacct’s 2024 ebook attributes an average of about 69% utilization for marketing agencies to Service Performance Insight’s 2024 Professional Services Maturity Benchmark Report and notes that service type affects utilization. Teamwork.com’s agency guide recommends 60% or higher average overall billable utilization and reports that one in four agencies achieved that threshold in the first half of 2023. These figures come from different sources and periods and should not be combined into a current, independently comparable benchmark. Sage Intacct’s utilization metrics ebook and Teamwork.com’s agency utilization guide provide their respective definitions and context.
Do not turn utilization into a pressure to maximize recorded hours regardless of scope, estimates, or quality. Use it with workload and capacity information, and interpret changes in light of the role and the work being done.
How do you make time capture consistent?
- Choose a simple structure. Define clients, projects, and a short service-category list, including non-billable categories if they support your decisions.
- Set shared rules. Explain what counts as billable, where internal work goes, and how to record meetings, revisions, and shared tasks.
- Pick a low-friction entry method. Use timers, manual entry, or a combination that fits the team’s routine. Some products also describe browser, desktop, mobile, or calendar-based workflows; confirm availability and plan limits with the vendor.
- Review exceptions on a cadence. Look for missing entries, uncategorized time, work approaching its budget, and unexpected non-billable effort. Assign someone to investigate and act.
- Use reports to make a decision. Connect what the report shows to a next step, such as adjusting scope, revising an estimate, changing staffing, or discussing a retainer’s workload.
Capture friction matters: a theoretically detailed system is of little use if entries arrive late or are too inconsistent to compare. Harvest describes timer and manual entry; Toggl Track describes web, desktop, mobile, browser-extension, and calendar workflows. These are vendor-described options, not a recommendation that one method suits every team. Toggl Track’s agency page outlines its stated agency workflows and features.

What should agencies compare in time-tracking software?
Compare tools against your billing model and existing workflow, rather than choosing by feature count. Product pages can change, so verify current availability, plan limits, and integrations with the vendor before purchase.
| Decision area | What to verify |
|---|---|
| Time entry | Timer and manual entry; desktop, mobile, browser, or calendar workflows; and whether staff can keep records current. |
| Work structure | Client, project, task, and service-category tagging, including internal or non-billable time if needed. |
| Billing model | How hourly, retainer, and fixed-fee work appears in revenue and profitability reports. |
| Costs and profitability | Whether labor cost rates can be applied and reports show revenue, cost, profit, and margin by client or project. |
| Budget and scope | Estimates, monetary budgets, progress views, and alerts that can provide time to act. |
| Resourcing | Availability, planned workload, time off, and utilization views; distinguish future capacity from past billability. |
| Workflow and sharing | Integrations, imports, APIs, exports, approvals, and client access that fit your existing systems and process. |
How do Clockify, Toggl Track, and Harvest differ?
The following is a feature-oriented starting point based on each vendor’s own materials, not a hands-on comparison or endorsement. Check current plan availability and product details directly.
| Tool | Capabilities described by the vendor | Potential fit to investigate |
|---|---|---|
| Clockify | Timer or manual entry; client, project, and task organization; billable and labor cost rates; estimates and fixed monetary budgets; profitability comparisons; resource planning; time off; and shareable reports. Its page also describes invoices based on billable time and expenses. | Agencies comparing project budgets, labor costs, profitability, and planning features in one workflow. |
| Toggl Track | Tracking through web, desktop, mobile, browser extension, and calendar workflows; estimates and fixed-fee alerts; client profitability; client-facing reports and approvals; capacity and utilization; recurring campaign or retainer templates; and imports from named project tools. | Agencies that want to examine capture options, fixed-fee reporting, approvals, and forward-looking capacity together. |
| Harvest | Client, project, and task categories for work such as SEO, PPC, and content; timer and manual entry; integrations; and reports. | Agencies seeking straightforward categorization and reporting for digital-marketing work. |
These descriptions do not establish comparative ease of use, accuracy, value, or suitability for a particular agency. Verify that the specific reports and workflows you need are included in the product and plan you are considering. Clockify for marketing agencies, Toggl Track for agencies, and Harvest for marketing teams are the vendors’ feature references.
Quick Recap
What is a practical starting setup?
- Keep the initial category list small and map it to services the agency actually sells.
- Attach every useful entry to a client and project, and define which internal activities should be recorded.
- Set estimates or budgets where they support scope decisions, and make the billing model explicit in reporting.
- Review incomplete records and budget exceptions routinely, with a named owner for follow-up.
- Look at billability alongside availability and planned workload; do not treat one utilization percentage as a stand-alone measure of performance.
