Some products cover both, but no single feature list proves a tool fits both workflows. Start with the output you need—payroll-ready hours, client billing, or both—then check how entries are captured, approved, priced, and transferred to the systems you already use.
What time and billing software does
At its simplest, the software connects recorded work to a business process. An employee enters time against a shift, job, project, or client; a manager or administrator reviews it; and approved data is used for payroll, invoicing, cost tracking, or reporting. The details matter: an hour recorded without the right employee, project, client, billable status, or rate may be difficult to use accurately downstream.

For HR and payroll teams, the central workflow is employee time capture, submission, review, approval, and handoff to payroll or accounting. For accounting firms, the workflow often also includes client and engagement tracking, rate rules, expenses, work in progress (WIP), billing arrangements, invoices, and practice-performance reporting. A product designed chiefly for one workflow may offer only limited support for the other.
How the two audiences should evaluate the workflow
For HR and payroll teams: dependable, approved hours
Check whether employees can submit time in the way they actually work—such as a web or mobile timesheet, desktop entry, timer, or kiosk—and whether managers can review and approve those entries before payroll processing. Ask what happens after approval: are entries locked, can they be corrected with an audit trail, and does approved time transfer to your specific payroll or accounting system?

- ✔ 1.Put an end to the time black hole: Every hour of activity is recorded, so you always know where your time goes and bid farewell to "being busy yet achieving nothing". 2.Cure procrastination: Visual time grids have an inherent sense of supervision; blank time slots serve as a direct reminder, with more binding power than phone alerts. 3.Gain instant a sense of accomplishment: Check off completed tasks with a simple tick. A filled time axis page by page delivers physical feedback that digital tools cannot match, making it easier to keep going the more you use it.
- ✔ 1.Students & Exam Takers: Plan class, review and practice time; allocate study hours for each subject precisely for targeted exam preparation. 2.Professionals: Schedule meetings, work projects and commute time; prioritize tasks clearly and bid farewell to chaotic overtime. 3.Freelancers & Stay-at-Home Parents: Clearly divide work/childcare/personal time to avoid blurring the boundaries between life and work. 4.Self-Discipline Enthusiasts: Check in on fitness, reading and learning; develop regular routines with hourly scales to build good habits effortlessly.
Approval is more than a checkbox. It creates a review point between employee entry and payroll processing. For example, actiTIME describes manager review and approval, locking approved entries, and transferring approved time into QuickBooks Online payroll and invoicing workflows. Confirm that the named integration and workflow are available in your edition and region before relying on them.
For accounting firms: time that can become billable work
Firm users need to connect time to the right client and engagement, distinguish billable from nonbillable work, and apply the correct rate. Depending on the practice, rates may vary by employee, project, or task. Expense capture, invoice generation, and visibility into unbilled work can be just as important as the timer itself.

For firms with fixed fees, retainers, or progress billing
Hourly invoicing is not the only reason to track time. Canopy describes connecting time and expenses to invoices, using retainers or progress billing, and monitoring unbilled time and WIP. A firm may also use time data to examine utilization, capacity, realization, or profitability even when the client pays a fixed fee. Those metrics can inform management decisions; tracking them does not by itself guarantee better margins.

Which features to compare
| Decision area | What to verify | Why it matters |
|---|---|---|
| Primary job | Employee time and attendance; client and project billing; or both | Payroll timekeeping and practice billing have overlapping inputs but different outputs. |
| Time capture | Timer, manual timesheet, web, mobile, desktop, kiosk, and employee self-service options | The available methods must fit staff roles, work locations, and existing routines. |
| Review controls | Submission, manager approval, locking, correction history, and billable/nonbillable classification | Controls help make time usable for payroll or billing and make review responsibility clear. |
| Rates and billing | Rates by employee, project, or task; fixed fees; retainers; progress billing; reimbursable expenses; invoice creation | A timer alone does not establish what to bill or how to create the invoice. |
| Reporting | Utilization, billable versus nonbillable time, WIP, client or engagement profitability, cost of work, and estimated-versus-actual time | These reports answer different questions; confirm the specific views your managers need. |
| Integrations and geography | Named payroll and accounting connections, supported edition, region, and local payroll requirements | Availability and data handoff can differ by product configuration and country. |
| Deployment and administration | Desktop, cloud, mobile companion, permissions, setup effort, and maintenance responsibilities | The deployment model affects how employees access the tool and how administrators manage it. |

How to choose the right fit
- Name the required result. Decide whether your priority is payroll-ready employee time, client invoices, practice reporting, or a defined combination.
- Map one real workflow from entry to output. Follow a representative timesheet or engagement from employee entry through review and approval to payroll, invoice, or report. Note every system handoff.
- Test your billing rules. For a firm, confirm the tool handles the rates, expenses, fee arrangements, and client or engagement structure you actually use. Include a fixed-fee or retainer case if relevant.
- Check the reports against decisions you make. Match each management question—such as utilization, WIP, or estimate versus actual—to a specific report, rather than assuming one general dashboard covers them all.
- Confirm region, edition, and integration details. Ask the vendor whether the required capture method, approval controls, integration, and payroll workflow work for your location and selected configuration.
- Run a limited workflow check before rollout. Use representative employees, projects, rates, and approvals to make sure data lands in the intended payroll or accounting destination and produces the expected invoice or report.
Questions to ask before purchase
- Can employees enter time by the method they need, and can a manager review it before it is used?
- Can approved entries be corrected, and how are changes recorded?
- Does the system apply the rate rules and billing arrangements we use?
- Can we capture expenses and see unbilled time or WIP where needed?
- Which reports are included for utilization, profitability, cost, or estimated-versus-actual work?
- Does the named payroll or accounting integration support our country, edition, and workflow?
- What data requires manual transfer, and who is responsible for checking it?
