The project is not yet a confirmed operating data center: the company says it has begun remobilizing the project after acquiring its assets, while power arrangements, approvals, construction timing and an opening date remain unconfirmed.
What ThisWay Global has announced
ThisWay Global Inc. (TWG) announced the proposed Research and AI Compute Center, or RACC, on October 8, 2026. The company says a court-approved acquisition of project assets closed on September 30, 2026, and that it has started remobilizing a project that had stalled. Its announcement describes a phased development with 73 MW of planned capacity on a 25-acre site at Texas A&M-RELLIS in Bryan. These are plans, not evidence that the full capacity has been built, energized or put into service. TWG’s October 8 announcement sets out the company’s current description.

Who the facility is intended to serve
TWG says the center is intended for eligible research, public-sector and industry users, including organizations running research, advanced analytics and other mission-critical AI and high-performance computing (HPC) workloads. Access would depend on contracts, procurement, security and other requirements; the announcement does not establish that any particular customer has signed up.

Planned software and governance
The company says it plans to apply its Sovereign Blueprint framework and Amalgamy.ai software for governance and workload orchestration. It has not fixed the final software deployment scope, which it says will depend on the eventual operating model and customer requirements.

What 73 MW means—and what remains unknown
The 73 MW figure is the planned capacity for a phased project, not a reported measurement of current power use, secured utility capacity or operating IT load. TWG’s announcement does not provide a committed power allocation, utility or interconnection approval, construction schedule, energization date or first-operations date. It says deployment phases depend on final engineering, approvals, utility arrangements, financing, procurement and customer requirements.
As a result, the announcement does not answer when the Bryan data center will open. No opening date or phase-by-phase delivery schedule is stated. A planned capacity figure alone cannot establish when the site will receive power or begin serving workloads.
Rank #2
Cooling design and water use
TWG says the current design contemplates closed-loop, direct-to-chip liquid cooling. That is a preliminary design concept, not confirmation of a completed cooling system or a quantified water footprint. The company has not published final engineering, the final cooling configuration or site water requirements; those remain subject to engineering and approvals. It also identifies noise, land use and environmental requirements as planning matters. The company’s announcement does not provide a project-specific water-use estimate.

Brazos County records show that a tax-abatement agreement for the RELLIS campus data and research center was originally approved on April 29, 2025, with RELLIS Campus Data and Research Center, LLC. The county considered assigning the agreement to ThisWay Global at its August 18, 2026 meeting. A county notice reproduced by the Texas AI Docket gives a minimum estimated cost of approximately $700 million for improvements and tangible personal property.
KBTX reported that county commissioners approved the transfer 4-0, with one commissioner absent, and that the Texas A&M University System Board of Regents and the City of Bryan had also approved transferring their agreements. KBTX described the county agreement as sharing 50% of taxable value with Brazos County for the first 10 years and 100% for the remaining 30 years of a 40-year agreement. Those terms are KBTX’s account; the agreement itself is not linked here for independent review.
Statewide data-center permitting context
On September 21, 2026, the Office of the Texas Governor announced that Governor Greg Abbott had directed the Texas Commission on Environmental Quality (TCEQ) to halt data-center permits until the Electric Reliability Council of Texas (ERCOT) completes its audit. The release also discusses Public Utility Commission of Texas and ERCOT audits, water-use reporting, infrastructure-cost expectations and setback requirements. This is statewide context, not confirmation of RACC’s individual permit status or how the directive applies to this site. The governor’s office published the directive in its September 21 release.
