David Grusch says he was on duty at the U.S. National Reconnaissance Office (NRO) operations centre when India destroyed one of its own satellites in a 2019 anti-satellite test. He recalls contacting the U.S. Embassy and asking orbital analysts to assess the debris and whether U.S. spacecraft might need to maneuver. His account describes an operational reaction; it does not establish whether the U.S. government had received advance notice through any channel.
What was India’s Mission Shakti test?
On March 27, 2019, India carried out Mission Shakti, an anti-satellite (ASAT) test using an interceptor developed by the Defence Research and Development Organisation (DRDO). The missile launched from Dr APJ Abdul Kalam Island in Odisha and destroyed an Indian satellite in low Earth orbit. Moneycontrol’s account, which summarizes official statements, identifies the target as Microsat-R, an imaging satellite launched in January 2019, and describes the intercept as hit-to-kill.

That identification differs from Grusch’s reported recollection, in which he described the target as a “defunct weather satellite.” The two descriptions should not be conflated: the factual account of the test identifies Microsat-R as an imaging satellite, while the weather-satellite description is attributed to Grusch.

India’s stated purpose
India said Mission Shakti demonstrated an indigenous capability and was intended to safeguard the country’s space assets, not target another nation. The Ministry of External Affairs also said India opposed an arms race and the weaponisation of outer space. These are India’s stated positions on the test.

What did David Grusch say happened at the NRO?
Hindustan Times reports that Grusch recalled being on duty at the NRO operations centre. He said he contacted the U.S. Embassy and asked orbital analysts to calculate the debris field and determine whether U.S. spacecraft might need to maneuver. He also said he had a briefing role at the centre.
“They shot down one of their own satellites and they didn’t tell us,”

The statement is Grusch’s, as reported by Hindustan Times. It conveys his recollection of surprise and what he understood about notice; it is not independent confirmation that the U.S. government received no advance warning by any route. Moneycontrol likewise presents this as a recollection and says the account does not establish the full extent of advance communication between the governments. The available reporting therefore supports describing Grusch’s reported operational surprise, not making a definitive claim about diplomatic notification.
What was the debris risk?
Mission Shakti produced debris that U.S. tracking systems monitored. Moneycontrol summarizes figures attributed to NASA’s Orbital Debris Program Office: U.S. Space Surveillance Network sensors initially tracked more than 400 fragments; as of July 15, 2019, 101 pieces were in the public satellite catalogue and 49 remained in orbit. The same report gives NASA’s estimate that Microsat-R was at approximately 265–294 kilometres altitude when destroyed.

| Reported measure | Figure and qualification |
|---|---|
| Fragments initially tracked | More than 400, attributed to NASA’s Orbital Debris Program Office in 2019, as summarized by Moneycontrol. |
| Pieces in public satellite catalogue | 101, as of July 15, 2019, attributed to NASA’s Orbital Debris Program Office in Moneycontrol’s summary. |
| Pieces still in orbit | 49, as of July 15, 2019, attributed to NASA’s Orbital Debris Program Office in Moneycontrol’s summary. |
| Target altitude at destruction | Approximately 265–294 km, attributed to NASA’s 2019 estimate in Moneycontrol’s summary. |
These figures are reported second-hand through Moneycontrol’s summary of NASA material; the underlying NASA newsletter and tracking record are not directly established here. The numbers refer to specific monitoring and catalogue dates, rather than a final count of every fragment. The report says the test’s low altitude and rapid orbital decay complicated tracking and cataloguing.
How does the later U.S. response to ASAT testing fit?
Later U.S. statements and policy provide context for concern about debris-producing tests, but they should not be mistaken for the NRO’s response to Mission Shakti.

- In November 2021, after Russia conducted an ASAT test, NASA Administrator Bill Nelson said: “Such tests are incompatible with human spaceflight and the future of the space environment.” The statement addressed Russia’s test, not India’s 2019 test. NASA published Nelson’s statement.
- In April 2022, the United States announced that it would not conduct destructive, direct-ascent ASAT missile tests, according to Moneycontrol. This was a later policy, not a contemporaneous account of NRO actions in 2019.
What the account establishes—and what it does not
Grusch’s recollection offers a reported view of one former official’s experience at the NRO operations centre: he says analysts assessed debris and possible risks to U.S. spacecraft after India’s test. It does not document the full institutional response, establish all communication between Washington and New Delhi, or resolve whether advance notice was delivered through diplomatic or other channels. The satellite target is identified in Moneycontrol’s summary of official statements as Microsat-R, despite Grusch’s reported description of a weather satellite.
