Refugee leaders described growing fear amid immigration raids and detention. The central questions remain unresolved: whether people could make a genuinely free and informed choice to return, and whether they would be safe after arriving in Myanmar.
What happened in the first deportation?
According to Samantha Ho’s October 2, 2026, report for Al Jazeera, 1,476 people from Myanmar left Malaysia on September 29. They were taken by bus and then transferred to Myanmar navy ships. The Malaysian government said the group was part of a plan to return at least 5,000 people under an arrangement with Myanmar’s military government.

Refugee community leaders told Al Jazeera they had not identified Rohingya among the first group. They said many of those deported were from other ethnic communities and were more likely to have valid national identity documents. That is an account from community leaders, not an independently confirmed list of everyone on the ships.

Refugee leaders and advocates told Al Jazeera that immigration raids and detentions had become a daily source of fear. Raf, a Myanmar refugee community leader identified under a changed name, said people had contacted him in distress: “They are crying, asking me to do something.”

Heidy Quah, founder and executive director of Refuge for the Refugees, told Al Jazeera: “[We’ve seen] a sharp increase. Raids are happening every single day. There’s up to 50 raids or more happening every day.” That is her estimate. Separately, Home Affairs Minister Saifuddin Nasution told local media that more than 9,700 immigration operations had taken place from the start of 2026 through September 17—an average of 37 a day, according to Al Jazeera. The figures describe different reported accounts and should not be treated as a single independently verified count.
Al Jazeera also reported that more than 50,000 refugees had been detained this year, citing refugee-community reporting without naming an official data publisher for that total. The Ministry of Home Affairs figure cited in the report was more than 10,000 Myanmar nationals in immigration depots. The report does not establish that every person in detention faced deportation, or that any particular raid was conducted to prepare for a return.
How large is the Myanmar refugee community in Malaysia?
UNHCR figures cited by Al Jazeera put Malaysia’s refugee population at more than 215,000 in 2026, including nearly 194,000 people from Myanmar. More than 126,000 were Rohingya; nearly 16,000 were Chin refugees, and about 33,000 were refugees from other Myanmar communities. These are population figures, not counts of people targeted for deportation.

Were the returns voluntary?
Malaysian authorities described the returns as voluntary. But UNHCR told Al Jazeera it had not taken part in this return process and had no access to the people concerned, so it could not independently determine whether their decisions were voluntary.
Edem Wosornu, UNHCR Assistant High Commissioner for Protection, said: “While authorities say the returns are voluntary, those returned had been held in immigration detention. This raises serious questions about whether decisions to return were genuinely free and informed.” Detention does not by itself prove that an individual was forced to return. It does make important questions difficult to answer without access: what information people received, whether they had a real opportunity to refuse, and whether an independent body could assess their choices.

SUHAKAM, Malaysia’s human rights commission, said: “Such [a] ‘voluntary’ decision must be determined by an independent authority, such as the UNHCR, and not by the Immigration Department.” The concern is not only what label officials use, but whether each person’s decision can be assessed independently and with enough information.

What is known about safety after arrival?
The report describes continuing violence in Myanmar and says an air strike in Rakhine state the day before the deportation reportedly killed at least 33 people. Al Jazeera did not establish what happened to the deportees after their arrival. At the time of publication, community leaders expected the ships to reach Yangon on Sunday and said they did not know whether those aboard would be allowed to leave the port safely or travel onward.
That uncertainty is especially significant for children. Al Jazeera reported, citing a SUHAKAM statement, that 27 children were included in the initial deportation, some reportedly as young as eight. SUHAKAM said: “No child should be returned to danger. Their safety, dignity and best interests must come first.” The report does not provide an independently confirmed account of the children’s circumstances after arrival.

What does the law and protection debate involve?
Malaysia is not a party to the 1951 Refugee Convention. As quoted by Al Jazeera, SUHAKAM said the principle of non-refoulement is part of customary international law and binds Malaysia. The principle protects people from being returned to a place where they face a real risk of persecution, torture or other serious harm. This is SUHAKAM’s stated legal position in the report; the report does not adjudicate the legal question or establish how it applies to each person in the group.
In practical terms, the protection debate turns on whether individuals can be screened for risks before return, whether they can access protection procedures, and whether their decisions are assessed independently. The available account does not provide individual case files or establish that each person received such an assessment.

The report discusses Malaysia’s refugee registration document initiative as a policy that could offer benefits to people who are registered, while also raising concern about whether registration information could be used to facilitate deportations. The source does not establish how the initiative will work in practice or what safeguards will govern access to its records.
Best Value
Registration should not be mistaken for a guarantee of legal protection, employment, education or healthcare. For refugees, the relevant questions are what the document actually provides, who can use the information, and whether protections prevent registration from becoming a route to removal.
Why might support for refugees be under pressure?
UNHCR reported a funding gap of $5.79 billion and said it had received 32 percent of the funds it needed for 2026 as of July, according to Al Jazeera. That shortfall is a measure of the agency’s reported global funding needs; it does not by itself show what services were available to any particular person in Malaysia. It nevertheless adds context to concerns about the capacity available to support refugees and assess protection needs.
What remains unanswered?
- A complete, independently confirmed list of people in the first group and their individual circumstances.
- Whether each person freely and knowingly chose to return, with access to independent assessment.
- What happened to the deportees after arrival, including whether they could safely leave Yangon or travel onward.
- How Malaysia’s refugee registration initiative will be implemented and what safeguards will apply to its data.
Al Jazeera’s October 2 report documents the first group’s departure and the fears voiced by refugee leaders, advocates and protection organizations. It does not resolve those questions about individual consent, safeguards or the group’s fate.
