Giving political appointees more power over scientific grants risks making funding less predictable and research decisions less independent. An August 7, 2025 executive order does not eliminate peer review, but it makes peer reviewers’ recommendations advisory and directs senior appointees to exercise independent judgment over discretionary awards. That change shifts final influence toward political leadership—and weakens a safeguard designed to evaluate proposals on their scientific merits.
What the executive order changes
The White House’s August 7, 2025 executive order, Improving Oversight of Federal Grantmaking, directs senior appointees and their designees to use independent judgment when reviewing funding opportunity announcements and discretionary awards. It identifies policy considerations for those decisions and says peer review may inform them, but its recommendations are not binding.

The order does not prohibit peer review. It says agencies may use peer review to evaluate proposals or otherwise inform decisions, provided recommendations are not routinely deferred to or treated as effectively binding by senior appointees. In practice, scientific reviewers can assess the merits of a proposal, but political leadership retains authority to disagree with their advice.

Why the administration says more political review is needed
The White House presents the order as a way to ensure grants benefit the public, align with administration priorities, avoid duplication, broaden accountability, and improve coordination. Those are the administration’s stated goals, not demonstrated results. Claims in its accompanying fact sheet about waste in previous grantmaking should likewise be understood as advocacy claims, not findings independently established by that fact sheet.
There is a legitimate question about how public money is spent. Agencies should explain their priorities, follow the law, and account for awards. But that does not require treating political agreement as a substitute for expert assessment. Accountability is stronger when decision criteria are clear and stable, reasons are documented, and decisions can be scrutinized—not when a proposal’s prospects depend on an appointee’s unbounded discretion.

Peer review matters because it separates scientific merit from political preference
Scientific grant review is not infallible: reviewers can disagree, miss promising work, or bring biases of their own. Its purpose is not to guarantee perfect choices. It is to provide a disciplined assessment by people able to judge a proposal’s methods, significance, feasibility, and contribution to a field.

But the process also becomes more vulnerable to choices based on political priorities instead of the proposal’s scientific quality. That can make funding less predictable for researchers and institutions, especially when priorities or decision-makers change. The Associated Press reported scientists’ concerns that political influence and added approval steps could delay review and funding; those are reported risks, not effects quantified by the available records.

What the oversight record shows—and what it does not
NIH: a finding about withheld funds, plus a separate record of terminations
In an August 5, 2025 decision, the U.S. Government Accountability Office (GAO) found that the National Institutes of Health (NIH) violated the Impoundment Control Act by withholding fiscal year 2025 funds from obligation and expenditure. GAO reported that NIH terminated over 1,800 grants between February and June 2025. It also found that NIH published no grant review meeting notices between January 22 and March 3, 2025, after the Department of Health and Human Services (HHS) directed agencies to stop publishing those notices. GAO said the pause affected NIH’s ability to review and award grants.
These are significant oversight findings, but their legal scope matters: GAO’s decision did not address NIH’s authority to terminate individual grant agreements or the process it used to do so. A finding that funds were unlawfully withheld is not, by itself, a ruling that every grant termination was unlawful.

NSF: stated priorities and a return-without-review mechanism
The National Science Foundation (NSF) says it remains committed to funding all areas of science and engineering while focusing on administration priorities including artificial intelligence, quantum information science, biotechnology, and translational science. NSF also describes a “Return Without Review” mechanism that may be used at several stages, up to a final funding determination. These are NSF’s descriptions of its own policies; they do not establish that every agency follows the same process.

Rice University: an administrative appeal about jurisdiction
A separate HHS Departmental Appeals Board decision, DAB2026-7, concerns a dispute involving William Marsh Rice University. The decision records NIH’s position that a grant was terminated because its research program no longer aligned with NIH and HHS priorities. The Board addressed whether it had jurisdiction to review the dispute; it was not a general ruling that grant terminations are lawful or unlawful.

Political leaders can reasonably set broad research priorities, coordinate agencies, and require agencies to explain how they use public funds. The concern is not that policy should never influence funding. It is that the order expressly makes expert recommendations nonbinding while giving senior appointees independent judgment over discretionary awards. That creates room for a decision to turn on political alignment without establishing a transparent, consistently applied test for when scientific merit should yield.
The records above document distinct actions and policies at NIH, NSF, and HHS; they do not show that every federal agency or grant was treated alike. Nor do they quantify how the order will affect research output. The strongest argument against the shift is therefore institutional: where criteria are unstable or decisions depend on political approval, researchers have less certainty about whether a proposal will be judged on its merits, and agencies risk losing the trust that makes competitive grantmaking credible.
What to watch in grant decisions
- Decision authority: Is the final decision made by scientific reviewers, agency career staff, senior appointees, or some combination?
- Published criteria: Are award priorities and reasons for rejecting or terminating awards clear and consistently applied?
- Mid-award protections: What law, award terms, and agency procedures govern termination after work has begun?
- Review and appeal: Is there an effective way to challenge a decision, and what kinds of disputes can the relevant administrative or judicial body actually hear?
The available sources do not establish the complete status, as of October 12, 2026, of all court challenges, administrative appeals, or later policy revisions. Any claim about the order’s current nationwide legal status would need to be checked against the relevant court dockets and agency materials.
