Safest default: give an autonomous agent no tools, data, network routes, or write operations until a specific task requires them. Add the smallest task- and time-bounded grants, enforce them outside the model at a policy service or tool gateway, and require an independent human approval for destructive, irreversible, external, financial, privileged, or ambiguous actions. Log every decision and make revocation immediate and testable.
What safe agent permissions actually mean
An autonomous agent can interpret instructions, choose tools, and take actions without a person confirming every intermediate step. That makes ordinary access-control mistakes more consequential: a broad token, an unrestricted plugin, or a writable shared folder can let one mistaken or manipulated decision affect many systems.

Safe configuration is therefore a combination of least privilege, independent enforcement, isolation, approval, and continuous review. Microsoft summarizes the starting point as: “Apply least privilege and least action. Allow only the minimum tools, data, and operations required. Deny everything else by default.” The agent should be able to complete its assigned job, and nothing more.

1. Start with an empty permission set
Build the initial policy with tool, operation, data, network, and destination scopes set to empty. Then add one capability at a time while documenting why it is needed.

Define the task before granting access
Write a short purpose statement such as “classify support tickets and draft replies for a human to send.” The statement should identify the workflow, the allowed outputs, the data involved, and what remains human-controlled. A vague purpose such as “help with support” cannot be tested against an access request.
Separate capability types
Do not treat “access to a system” as one permission. Split it into distinct operations:
- Read versus create, update, delete, send, publish, administer, or spend.
- Metadata access versus full content access.
- One named resource or folder versus an entire account, tenant, or database.
- One approved integration versus arbitrary plugins, extensions, or guest paths.
- One destination or domain versus unrestricted outbound network access.
For example, an agent that drafts a report may need read access to a specified dataset and write access to a temporary workspace, but no permission to publish the report, message customers, alter source records, or access unrelated projects.
2. Give every agent a distinct, accountable identity
Use a unique, verifiable identity for each deployed agent or narrowly defined agent role. Do not reuse a person’s broad login or a generic service-account credential. A dedicated identity lets logs and policy decisions distinguish the agent from the human who initiated a run.
Record ownership and authorization context
Maintain an inventory entry containing:
- Agent name and immutable identifier.
- Named owner or sponsor and a separate approver when practical.
- Purpose statement and supported workflows.
- Approved tools, operations, data classifications, resources, and destinations.
- Deployment environment and execution boundary.
- Credential or token issuer, expiry policy, and emergency disable procedure.
Microsoft recommends “a unique, dedicated agent identity with a named owner/sponsor and approver.” The owner is responsible for keeping the scope accurate; the approver confirms that the business need and risk controls are acceptable.
Bind delegated authority explicitly
When an agent acts for a person, preserve both identities: the verified agent identity and the human principal on whose behalf it operates. A policy decision should include the tool, exact operation, target resource, resource classification, and the current approval state. This prevents a user’s unrelated privileges from silently flowing into an agent run.
3. Grant the smallest tool and data scope
Tool access should be allowlisted, not inferred from what a model can discover. OWASP’s excessive-agency guidance is to “Limit the extensions that LLM agents are allowed to call to only the minimum necessary.” Disable unreviewed tools, plugins, integrations, cross-tenant access, and guest paths by default.

Use read-only modes whenever possible
Many workflows can be completed with read access and an output delivered for review. Keep write, delete, send, publish, administrative, and financial operations as separate grants. If an agent must update records, constrain it to named fields, records, or queues rather than granting broad database or account control.
Classify data before exposing it
Mark the resources an agent may use, such as public, internal, confidential, regulated, or highly sensitive. Deny access to regulated or highly sensitive data unless the workflow has a documented need and stronger controls. Keep secrets, signing keys, payment credentials, and unrelated customer records outside the agent’s normal data view.
Constrain destinations and cross-boundary movement
Specify where results may be stored or sent. A summarization agent might write to one internal workspace but have no route to external mail, public websites, or another tenant. Treat a new destination as a new authorization request, not as a harmless configuration change.
4. Put approval gates on consequential actions
Require explicit human approval for actions that are irreversible, high impact, external, destructive, financial, privileged, or ambiguous. Typical examples include deleting data, sending messages to people outside the organization, publishing content, committing funds, changing permissions, deploying code, or opening access to regulated data.

Approve the exact proposed action
An approval request should show the effective agent identity, human principal, tool and operation, target resource, data involved, intended recipients or destination, material parameters, and a clear expiry. “Allow this agent” is too broad; “approve sending this named message to these recipients once” is reviewable.
Check approval in the execution component
Do not rely on a prompt telling the model to ask first. OWASP states: “The agent can propose an action, but a policy service or execution component should independently validate scope, privilege, and approval state before execution.” The gateway or tool proxy must reject a call when approval is missing, expired, altered, or attached to a different target.
Handle ambiguity as a stop condition
If the target, amount, recipient, data classification, or requested outcome is unclear, pause and request clarification. Never let the agent resolve a material ambiguity by choosing the broadest interpretation. The safe fallback is a draft, simulation, or read-only result.

5. Enforce policy outside the model
Prompts can describe rules but cannot reliably enforce them. Put authorization at a deterministic control point such as an API gateway, policy-decision point, service mesh, or tool-execution proxy. Every tool call should be evaluated there before it reaches the target system.
What the policy decision should evaluate
- Verified agent identity and the human principal.
- Role, purpose, and current task or session.
- Tool, operation, target resource, and resource classification.
- Credential validity, grant expiry, and cancellation status.
- Required approval and whether it matches this exact action.
- Network destination and egress policy.
- Rate, quantity, or financial limits where relevant.
Log denied attempts as well as successful calls. A denial often reveals prompt injection, a misconfigured workflow, or an agent trying to exceed its intended role.
Never permit self-escalation
OWASP advises: “Treat permission escalation as an explicit logged event — human approval or policy-engine criteria — never self-escalation via reasoning.” An agent may explain why it needs more access, but it must not mint a token, alter its role, call an administrator tool, or reinterpret a prompt as authorization.
6. Make grants short-lived and revocable
Use task- or session-scoped credentials with short expiry windows. A grant should end when the task completes, times out, or is cancelled. Avoid permanent tokens for interactive or exploratory work.
Provide an emergency stop
Operators need a reliable way to disable an agent, invalidate active tokens, block tool calls, and rotate exposed credentials. The stop path should work even if the model is unresponsive or repeatedly retries. Keep a human-accessible control separate from the agent’s own tools.

Repeat after major changes to tools, workflows, identity systems, or deployment environments. Remove stale grants rather than allowing old permissions to accumulate.
7. Isolate execution and restrict network egress
Run code and tool execution in an isolated environment with filesystem and network restrictions. Keep temporary files separate from sensitive host paths, and prevent access to host credentials, metadata services, and unrelated processes.

Use an explicit egress allowlist
Where possible, permit outbound connections only to named services and destinations required for the task. Log destination, port or protocol, identity, timestamp, and result. Blocking unknown egress limits data exfiltration and prevents an agent from reaching an unreviewed tool.
Verify what the sandbox covers
Do not assume that a product’s “sandbox” covers every execution route. Confirm whether controls apply to shell commands, file tools, browser automation, remote tool servers, plugins, subprocesses, and network access. OWASP warns: “Permission prompts are not a security boundary against a manipulated agent; isolation is.” A prompt-injection attack can persuade an agent to approve its own request, while a real isolation boundary still blocks the call.

Audit records should make it possible to reconstruct what the agent could do and what it actually did. Capture:
- Agent identity, human principal, owner, and role.
- Effective permissions at the time of the call, including inherited or delegated scope.
- Tool, operation, target resource, classification, and destination.
- Approval request, approver, decision, expiry, and correlation ID.
- Parameters necessary to understand impact, redacted where sensitive.
- Result, error, retry, denial, and any permission change.
Protect logs from alteration and limit who can read sensitive content. Review them for unexpected destinations, repeated denials, privilege changes, unusually broad reads, and actions after a task should have ended.

Permission safety is not a one-time setup. Inventory models, tools, plugins, data sources, identities, and environments. Register each agent before deployment, approve its initial scope, set an expiry or review date, and decommission its credentials and integrations when it is retired.
Trigger a review after material change
Re-review access when the workflow, model, tool, plugin, data source, deployment environment, tenant boundary, or network route changes. A harmless-looking tool update can add a new operation or destination. Compare the new effective scope with the approved baseline rather than reviewing only the configuration screen.

- Describe the task. Name the outcome, data, tools, destinations, and human decisions that remain mandatory.
- Create a dedicated identity. Assign an owner, approver, environment, and expiry policy; do not reuse a broad human credential.

- Add read-only capabilities. Allow only the named resources and fields required to produce a draft or analysis.
- Place the policy check in front of execution. Configure the gateway, proxy, or policy service to validate identity, scope, approval, expiry, and destination on every call.
- Add narrowly defined writes. Separate create, update, delete, send, publish, administrative, and financial operations; grant only those the workflow proves necessary.
- Configure approval gates. Require human approval for irreversible, external, destructive, privileged, financial, regulated-data, or ambiguous actions, and bind approval to the exact target and parameters.
- Isolate and constrain egress. Verify sandbox coverage and allowlist required network destinations.
- Instrument and test. Confirm that logs contain effective scope and outcomes; test denied calls, approval failures, cancellation, expiry, retries, and emergency shutdown.
- Review and expire. Set a review date, remove unused permissions, and repeat the assessment after material changes.
11. How to evaluate an agent platform
Marketing labels such as “autonomous” or “secure” do not establish a safe permission model. Compare platforms against the same control questions:
Best Value
| Control area | Questions to ask | Evidence to require |
|---|---|---|
| Deny-by-default granularity | Can you restrict individual tools, operations, fields, resources, and destinations? | A policy example and a failed-call demonstration. |
| Identity and delegation | Are agent and human identities distinct and bound on every call? | Immutable identifiers and on-behalf-of audit records. |
| Approval | Can approval cover one exact action and be enforced outside the model? | Expired, mismatched, and missing approvals are rejected. |
| Sandbox and egress | Which execution paths are isolated, and can outbound destinations be allowlisted? | Coverage documentation and egress logs. |
| Audit completeness | Are scope, target, parameters, decision, result, and correlation ID recorded? | Sample records for success, denial, and escalation. |
| Revocation | How quickly can operators stop a run and invalidate credentials? | A tested cancellation and token-invalidation procedure. |
| Lifecycle controls | Can agents be registered, reviewed, expired, and decommissioned? | Ownership records, review workflow, and stale-access reports. |
| Tenant and guest boundaries | Are cross-tenant and guest paths denied unless explicitly approved? | Boundary tests showing blocked access. |
Where a platform does not state a boundary or test method, treat the capability as unverified and add compensating controls at your own gateway or proxy.
Common unsafe settings and their fixes
Running with administrator rights
Problem: one credential can change systems far beyond the task. Fix: create a dedicated role with named resources and separate approval for privilege changes.
Giving a general-purpose tool bundle
Problem: unused plugins and integrations expand the attack surface. Fix: allowlist only the tools required for the current workflow and disable discovery of others.
Quick wins for a faster PC:

Problem: prompt injection or a reasoning error can bypass the instruction. Fix: enforce approval in the execution component and reject calls without a matching decision.
Using permanent credentials
Problem: a forgotten token remains useful after the task ends. Fix: issue short-lived, task-scoped credentials and test cancellation and rotation.
Assuming a sandbox covers everything
Problem: shell, browser, plugin, or network paths may escape the intended boundary. Fix: verify each path separately, restrict egress, and monitor it.
Logging only successful actions
Problem: repeated denials and escalation attempts disappear from detection. Fix: record denied calls, approval failures, permission changes, and retries with the same identity and correlation context as successful calls.
