The Real Cost of a Lost Work Phone Is More Than the Handset

The replacement phone is only the most visible cost of losing a work device. Staff time to report and investigate the loss, secure accounts, restore access, and respond to any exposed information can add to the bill. Those costs depend on what the phone stored or could reach; there is no reliable published average for the total cost of one lost work phone.

What can a lost work phone actually cost?

Think of the incident as several possible cost layers, not a fixed surcharge on every missing device. A locked, encrypted phone with little sensitive data accessible may require a very different response from a device that could reach business systems or customer information.

Replacement and setup

The direct cost may include a substitute handset, setup, and restoring work access. The amount depends on the device and the employer’s arrangements; no current model price or universal replacement cost is established here.

Response time and interruption

Employees, IT, and security staff may need to report and assess the loss, protect accounts, coordinate decisions, and restore operations. Work may be disrupted while access is secured or a replacement is configured. The time and impact vary by organization, so a universal hours estimate would be misleading.

Data and customer response

If information may have been exposed, the organization may need investigation or forensic work, legal review, data recovery, customer support, notification, or other remediation. These are conditional costs, not automatic consequences of losing a phone. The FTC’s business breach-response guide advises organizations to mobilize the appropriate response team and determine what information and people may be affected.

Insurance is policy-dependent

Some cyber policies may cover specified forensic, legal, notification, recovery, or interruption costs. Whether a particular incident is covered depends on the policy’s wording, exclusions, limits, and facts; a lost phone is not automatically an insured claim. The FTC’s small-business cybersecurity guidance describes insurance as one consideration, not a guarantee of payment.

Why the phone’s access matters more than its sticker price

A device can expose an organization through the accounts, networks, systems, and information it could access—not only through files saved locally. NIST Special Publication 800-124 Revision 2, published in 2023, addresses securing mobile devices throughout deployment, use, and disposal, including both organization-provided and personally owned devices. The FTC’s guidance on protecting personal information also emphasizes knowing what information an organization holds and where it is kept.

That is why two missing phones can lead to different responses. Relevant questions include whether the device was locked and encrypted, which work accounts were signed in, what information was accessible, and whether the organization can manage the device remotely. Safeguards can reduce risk and improve response options, but they do not prove that no data was exposed.

What broad breach statistics can—and cannot—tell you

IBM reported a USD 4.88 million global average cost for studied data breaches in 2024. That is a broad breached-organization benchmark, not an estimate of the cost of one lost phone. IBM also reported that 70% of 604 organizations surveyed experienced significantly or moderately disrupted operations; this describes those breached organizations, not the likelihood or expected impact of a lost-device incident. See IBM’s 2024 Cost of a Data Breach report.

Likewise, Verizon’s 2024 DBIR preview reported that 68% of breaches involved a non-malicious human element, including examples such as error and social engineering. That is broad breach context, not a work-phone-loss statistic. Verizon’s 2023 Mobile Security Index says device loss outweighed theft within lost/stolen-assets breaches, but that comparison is not a probability that a particular employee will lose a phone. See Verizon’s DBIR resources and Verizon’s Mobile Security Index.

What to do if a work phone goes missing

Follow your organization’s incident process; the appropriate actions depend on the device, its configuration, and what it could access. The FTC’s response guide says, “Mobilize your breach response team right away to prevent additional data loss.” This is guidance to act promptly, not a universal legal deadline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Report the loss promptly. Use the employer’s established channel so the responsible team can assess access and exposure.
  2. Establish what was at risk. Identify the accounts, systems, and information the device could access or store. The organization should determine what information and people may be affected.
  3. Secure the device and accounts. Use the organization’s device-management and account controls to lock the phone, protect access, or wipe it when appropriate. The right action depends on configuration and whether the phone is personally owned.
  4. Assess possible exposure and notification needs. Investigate whether information was accessed and consider whether affected people or authorities must be notified. Requirements vary by incident and applicable law; qualified counsel can advise on a specific event.
  5. Track costs separately. Record the replacement and setup work separately from staff response time, recovery, and any customer or data response. This gives the organization a more useful incident record without assuming every category applies.

How preparation changes the response

Mobile security is a lifecycle and management issue, not just a handset purchase decision. NIST’s mobile-device guidance covers organization-provided and personally owned devices across deployment, use, and disposal. The FTC recommends considering encryption on mobile devices that connect remotely, keeping software current, and securing remote access. Verizon’s 2023 mobile-security guidance includes automatic lockout and remote-wipe capability among recommended controls for portable end-user devices.

Employer-issued phone or BYOD: different control and privacy questions

An employer-issued phone can generally be managed under the organization’s device policies and management setup. A personally owned phone used for work adds a privacy boundary: the organization needs to secure work access without assuming it can inspect or erase the entire personal device.

NIST treats bring-your-own-device programs as a distinct security challenge. An inadequately secured personal device can create data-loss or privacy risks for both the organization and the employee. What an employer can see or erase depends on the device setup, technology, policy, and applicable law; do not assume that work use alone gives an employer unrestricted access to a personal phone.
