The One Ring second edition turns travel, negotiation, and fear into procedures that create decisions at the table. Journeys track roles, distance, Travel Fatigue, and events; Councils structure meetings with important people; and Shadow rules model the Enemy’s psychological and moral pressure.
This guide explains how those systems fit together, what the official corrections change, and which rulebook or aid makes sense for a new group. Exact test formulas and outcome tables can vary by printing, so use the current Core Rules and its errata for procedure-level adjudication.

What edition of The One Ring does this guide cover?
The focus is Free League Publishing’s second edition of The One Ring, the official Middle-earth tabletop roleplaying game. Its stated scope centers on Eriador and presents Journeys, Councils, Combat, the Shadow, and the Eye of Mordor as connected core procedures.

How Journeys, Councils, and Shadow effects differ
These procedures all make a part of the fiction mechanically visible, but they apply pressure in different ways.
| Procedure | Fiction | Primary pressure | Visible tracker | Typical consequence |
|---|---|---|---|---|
| Journey | Crossing Middle-earth | Distance, terrain, and interruptions | Journey Role and Travel Fatigue | Delay, fatigue, or a travel complication |
| Council | Negotiating with a person or community | Purpose, attitude, and persuasion | The stated objective and Council result | Assistance, a restriction, or a changed relationship |
| Shadow effect | Fear, corruption, or the Enemy’s influence | Shadow points, Dread, and tests | Shadow and Hope-related state | Conditions such as daunted in the cited errata example |
The distinction matters in play. A Journey asks how the company crosses a dangerous landscape. A Council asks what the company can obtain from someone who has reasons to resist. A Shadow effect asks what fear or corruption does to the heroes’ choices and resources. One scene can involve more than one procedure, but each tracker answers a different question.

A Journey is not simply a narration that the company walked from one location to another. It is a structured overland phase that converts map distance and terrain into assignments, fatigue, and events. The Loremaster establishes the route, the company chooses or receives Journey Roles, travel advances across the map, and Journey Events interrupt the trip with complications.
1. Establish the route and terrain
The Loremaster identifies the company’s origin, destination, route, and the kinds of land crossed. The route determines how much distance must be covered and which Journey Event treatment applies. Keep the map visible: players make better decisions when they can see whether a shortcut crosses a more dangerous region or whether a safer path costs additional time.
An official correction specifies that each Loremaster map hex is 20 miles wide. Use that scale when converting the map into travel decisions. Do not substitute an older estimate from an unofficial map or an earlier printing.
2. Assign Journey Roles
Each traveller receives a Journey Role. The role tells the player what part of the expedition they are responsible for, such as leading the route, scouting, hunting, or managing the company’s practical needs, according to the options in the group’s current Core Rules.
Do these 3 things before closing this tab:

Filling it in before the first leg prevents a common table problem: everyone assumes somebody else was watching the route, supplies, or hazards. Rotate roles between journeys when the fiction supports it, and record the change rather than relying on memory.

The public product material does not expose the complete role-by-role test formulas. Use the current rulebook for the relevant attribute, difficulty, and consequences instead of importing a procedure from a different edition.
3. Advance across the map
Resolve travel in the units used by your Core Rules, moving the company from hex to hex or across the stated route. The important decision is not merely “How many miles did we cover?” but “What did this pace cost us, and what did we risk by choosing it?” A route through difficult land can create more fatigue or event exposure than an apparently similar route through safer terrain.
Mark progress on the map and keep the Journey Log beside it. When the company changes direction, stops, or abandons a route, update the log immediately so the next calculation starts from the actual position.
4. Track Travel Fatigue
Travel Fatigue is the Journey’s cumulative pressure. It represents the wear of long marches, poor conditions, exposure, and the effort required to keep moving. Every traveller has a Travel Fatigue field on the official log, so record each character separately rather than using one party-wide number.
Fatigue is valuable because it gives travel a cost that remains relevant after a single event is over. A company may reach its destination but arrive less capable of handling a fight, a negotiation, or another forced march. Before choosing a faster or more hazardous route, compare the immediate time saved with the condition of the least resilient traveller.
Do not invent a universal fatigue threshold from a summary. Recovery, thresholds, and the exact effects of fatigue belong to the current Core Rules and any applicable errata.
5. Resolve Journey Events
Journey Events interrupt movement with a situation that demands a response. They can turn a routine leg into a choice about speed, caution, supplies, exposure, or whether to accept a dangerous opportunity. Record the event and its result in the Journey Log; the log provides a dedicated Journey Events area for this purpose.
The official FAQ corrects how event tables are selected by land type. Wild Land events use Border Land treatment, while Dark Land events use Wild Land treatment. The same correction also confirms the 20-mile map-hex scale. These changes are easy to miss if a group uses an older summary, so check the FAQ before preparing a travel cheat sheet.

A practical Journey loop
- Route: The Loremaster identifies the destination, path, and terrain.
- Roles: The company assigns and records one Journey Role per traveller.
- Movement: The company advances through the map using the current rules’ travel unit.
- Fatigue: Add and record Travel Fatigue as the procedure requires.
- Event: Resolve any Journey Event, record its consequence, then continue, rest, or change course.
This loop keeps travel from becoming a single narration roll. Players can decide whether to push onward, accept a complication, alter the route, or preserve strength for what waits at the destination.
How Councils work in The One Ring 2e
A Council is a formal social encounter with an important person, leader, or community. It is used when the company needs more than ordinary conversation: safe passage, information, supplies, an alliance, permission, or another outcome that can change the adventure.
1. Define the company’s purpose
Before anyone speaks, state what the company wants from the meeting. “We talk to the chieftain” is a scene premise; “We want guides through the pass and a promise that the settlement will not shelter our pursuers” is a Council objective. A precise purpose lets the Loremaster judge whether an argument, concession, or success actually advances the negotiation.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
2. Establish the personality and the approach
The Loremaster frames who holds authority, what that person knows, and how receptive or suspicious they are. The company then decides who speaks, what evidence it offers, and whether it uses courtesy, urgency, trade, shared history, or another approach supported by the fiction.
Different heroes can contribute, but the group should understand who is acting as its principal representative. A persuasive speech that ignores the personality’s priorities should not be treated the same as a well-targeted appeal simply because both were delivered confidently.
3. Resolve the meeting and its consequences
The Council procedure turns the company’s purpose, the personality’s attitude, and the heroes’ persuasive actions into a result. Success can produce assistance or access; a limited result can impose conditions; failure can restrict the company, alter the relationship, or create a new complication.
Free League’s product descriptions identify Council as a named core procedure, and the Starter Set includes condensed Council rules. The public descriptions do not provide the complete resistance values, success thresholds, or outcome tables. For those numbers, follow the exact Core Rules or Starter Set in use rather than combining snippets from different editions.

Failure does not have to end the campaign or make the NPC permanently hostile. It should change the company’s position. The personality may demand a service, refuse one part of the request, insist on an escort, reveal less information, or send the heroes to a rival. The Loremaster should make the cost concrete enough that players can choose whether to accept it, seek another route, or return with stronger leverage.

Shadow points, Dread, and Shadow tests
Shadow is the campaign’s accumulating moral and psychological danger. It covers the pressure of the Enemy, exposure to terror, and the temptation or corruption that can follow from surviving in a hostile world. The Core Rules group Shadow and the Eye of Mordor with Journeys, Councils, and Combat, making it a central system rather than an optional mood rule.
Shadow points and Dread
Shadow points are a measurable consequence. Dread is a rules term used for fear-driven Shadow in the corrected Thing of Terror example. Do not treat one monster’s value as a universal schedule for every frightening scene; the errata corrects that specific ability.
The correction states: “At the start of the first round of the battle all Player-heroes in sight of one or more creatures with this ability gain 3 Shadow points (Dread). Those who fail their Shadow test are daunted and cannot spend Hope for the rest of the fight.” This is an immediate table effect: the heroes gain Shadow, make a test, and a failed test changes both their condition and their access to Hope during that fight.
What a Shadow test changes
A Shadow test is not merely a private measure of a character’s feelings. In the cited errata example, failure makes a hero daunted and prevents Hope spending for the rest of the fight. That combination matters because it removes a resource option at the moment the company is under pressure.
When a test is called for, tell players what triggered it and what the relevant consequence is before they roll. Record new Shadow points immediately, mark any condition, and note when the restriction ends. This avoids arguments about whether a Hope spend occurred before or after the test result.
Do not overgeneralize the Shadow schedule
The available public product pages and correction do not publish a complete list of every Shadow source, a universal Miserable threshold, or all recovery rules. Use the current Core Rules together with its errata for those details. A concise table or screen reference is useful only when it is built from the exact printing your group is playing.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How the three systems combine during play
Middle-earth adventures often move through all three pressures in sequence. A company may accumulate Travel Fatigue on the way to a settlement, face a Council to gain entry, then confront a source of Dread that adds Shadow and restricts Hope during combat.
Recommended Free Tools
Keep the trackers separate. Travel Fatigue describes the cost of movement; a Council result describes the company’s social position; Shadow points and conditions describe fear or corruption. Combining them into one generic “penalty” erases the choices the rules are designed to create.

A useful planning question is: Which pressure is the next scene testing? If it is distance, discuss route and pace. If it is social leverage, clarify the Council’s purpose and spokesperson. If it is fear, explain the Shadow trigger and the effect of a failed test. Players can then spend attention and resources deliberately instead of discovering the stakes after the roll.
Errata and version discipline
Before running a campaign, compare the physical or digital rulebook with the current Free League errata and FAQ. Two corrections are particularly relevant to this article:
- Each Loremaster map hex is 20 miles wide.
- Journey Event table treatment shifts by land type: Wild Land uses Border Land treatment, and Dark Land uses Wild Land treatment.
- The corrected Thing of Terror wording grants 3 Shadow points (Dread) to visible heroes at the start of the first combat round; failed Shadow tests make them daunted and block Hope spending for that fight.
If your group owns an older summary, annotate these points directly on the map and encounter notes. Free League also offers an Unbound digital Core Rules edition whose page describes a digital toolset containing the physical compendium’s content and a Game Compendium with 138 key rules. Treat that as a digital access option, not as evidence that every interface displays the same layout as the printed book.
Which One Ring rulebook should you buy?
The right purchase depends on whether you need the complete reference, a guided entry point, or a tracking aid.
| Product | Best for | What it provides | Important qualification |
|---|---|---|---|
| The One Ring RPG Core Rules 2nd Edition | Groups that want the complete rules reference | Journeys, Councils, Combat, Shadow, Eye of Mordor, and the wider rules framework | Use the current printing together with official errata and FAQ. |
| The One Ring Starter Set | New players who want a packaged introduction | Condensed rules, maps, pregenerated heroes, Wargear Cards, Journey Role and Combat Stance Cards, two D12 Feat Dice, and six D6 Success Dice | Condensed rules are easier to start with but are not a replacement for the full reference. |
| Over Hill and Under Hill Starter Set | Players using that specific introductory adventure material | Advertised condensed Council rules and an entry-focused presentation | Check compatibility with the edition and other books at your table. |
| Unbound digital Core Rules | Groups that prefer a searchable digital toolset | The physical compendium’s content in the digital toolset, plus a Game Compendium listing 138 key rules | Confirm the digital product’s included content and access model before purchase. |
| Official Journey Log | Any group running regular overland travel | Dedicated spaces for Journey Roles, Travel Fatigue, and Journey Events | It is a tracking aid; it does not replace the Core Rules. |
Free League’s catalogue also includes setting and campaign expansions, a White Dice Set, and the Loremaster’s Screen & Rivendell Compendium. Those are additions for groups that already know which setting material or table reference they need, not substitutes for learning the core Journey, Council, and Shadow procedures.
Asmodee UK lists the physical Core Rules under Free League SKU FLFTOR001. Availability, format, and stock can vary by region, so verify the listing before ordering.
A table-ready checklist
- Write the Journey destination and route on the map.
- Confirm the 20-mile hex scale and the corrected land-type event treatment.
- Assign and record one Journey Role per traveller.
- Track each character’s Travel Fatigue separately.
- Record every Journey Event and its lasting consequence.
- For a Council, state the company’s objective and identify the principal speaker.
- Describe the important personality’s priorities and attitude before the first roll.
- For Shadow, announce the trigger, record points, and state what a failed test changes.
- Check the current errata before using an older cheat sheet or adventure reference.
Used this way, the rules make the company’s route, relationships, and resilience visible. The resulting decisions—not a hidden travel calculation or a single social roll—shape how the company reaches the next chapter of its Middle-earth story.
