The setting is Data Roaming. Apple describes it this way: it “permits internet access over a cellular data network in regions that are not covered by your carrier’s network.” Turn it off and your phone should stop using other operators’ networks for mobile data, which is the usual source of surprise bills abroad.
There is a catch. With roaming off and no other data source, you have no mobile internet abroad. Whether you should flip the switch depends on your plan, your destination, and whether you use a travel eSIM. This guide covers each case.

How to turn off Data Roaming
iPhone
- Open Settings > Cellular (on some versions, Cellular Data).
- On a dual-SIM or dual-eSIM iPhone, select the number you want to change.
- Tap Cellular Data Options.
- Switch Data Roaming off.
Apple notes that some carrier plans include international roaming at no extra fee. Check your plan before you change anything.
Google Pixel
Google’s route is Settings > Network & internet > SIMs. Select the SIM, then use its roaming control. If the phone has more than one SIM, check which one is selected for mobile data.

Other Android phones
Labels and locations vary by manufacturer and Android version, and Google says as much. If the Pixel path doesn’t match your phone, use your manufacturer’s support instructions or search the settings for “roaming”.
The trade-off: off means offline (unless you have another data source)
If your home plan doesn’t cover your destination, switching roaming off can prevent roaming data charges, but it also stops mobile internet. You would then rely on Wi-Fi. Roaming off is not a complete safeguard on its own. Plan terms, destination, which line is selected and the type of network all affect what you are charged.

Check your carrier plan first
Apple advises contacting your carrier about international options. Some plans include roaming, and others charge extra or sell day passes. If your plan covers your destination, leaving roaming on is the point of the plan. If it doesn’t, ask what the pass costs and how it is triggered.
Triggers can be surprising. EE’s Travel Data Pass terms (a June 2024 document, so check the current version) say apps running in the background may use data and start the daily charge in an included country. That is one carrier’s terms, not a rule for all of them, but it shows why “I never opened the browser” is not always a defence.

If you use a travel eSIM or local SIM
Apple lists travel eSIMs and local SIMs as options. Setup differs by device and provider, so follow the provider’s instructions. The common pattern on a dual-SIM phone is:
- Select the travel eSIM as the line for mobile data.
- Turn data roaming on for the travel eSIM if the provider says it is required, because its network is foreign to the eSIM’s own profile.
- Stop the home line from using data, and leave its roaming switched off.
This is why a blanket “turn roaming off” instruction can be wrong for you. Roaming controls are per SIM, and so is the choice of data line.

When comparing a home-carrier pass with a travel eSIM, look at:
- coverage in your destinations
- total included data and any fair-use limits
- validity period
- what happens once the allowance runs out
- voice and SMS support
- whether your phone is compatible and not carrier-locked
- whether roaming must be enabled on that line
Europe: where the rules protect you, and where they don’t
EU “roam like at home” rules apply only in participating destinations and are subject to fair-use limits and specific conditions. The European Commission says Ukraine and Moldova joined the roaming area from 1 January 2026. Don’t assume the rules cover all of Europe, or any destination outside it.

The Commission also describes a safeguard that automatically stops mobile services once additional charges reach €50 or another predefined limit, unless you specify otherwise. That is an EU consumer protection, not a worldwide cap. Your Europe’s 2026 FAQ gives €1.30 per GB as a possible surcharge in the scenario it describes, which is an EU example and not a current global rate.
Commissioner Thierry Breton summed up the old habit: “Remember when we had to switch off mobile data when travelling in Europe – to avoid ending up with a massive roaming bill?” Inside the EU roaming area that habit is largely obsolete, subject to your plan’s fair-use terms.
Cruises and ferries: the satellite exception
EU price rules apply when you’re connected to a terrestrial mobile network, not to a ship’s satellite network. Your Europe advises switching off roaming or using flight mode while at sea to avoid satellite charges. This is one case where turning roaming off is clearly the right call, even if your plan covers the countries you are visiting.

- Find out from your carrier whether your plan covers your destination, and what it costs if not.
- Decide on your data source: home plan, carrier pass, travel eSIM or local SIM.
- Set Data Roaming on or off per SIM to match that choice.
- On dual-SIM phones, confirm which line is selected for mobile data.
- Use flight mode on ships and ferries, or switch roaming off.
- Download maps and media on Wi-Fi before you leave, so you need less data abroad.
No independent study of how often travellers receive unexpected roaming bills was found, so no prevalence figure is given here. Menus, plans, rules and rates change, so confirm the details with your carrier and manufacturer before you travel.
