The Next Phase of AI Is About Doing, Not Answering

AI agents are designed to do more than answer a prompt: they can take a goal, plan steps, use software tools, check what happens and continue—or ask a person for help. That shift makes delegation possible, but it does not mean today’s agents can reliably handle any task on their own. Consumer deployments remain early and bounded, and actions such as sending a message, changing a record or making a purchase need controls matched to their consequences.

What does it mean for AI to “do” something?

Anthropic defines an agent as “an AI model that directs its own processes and tool use when accomplishing a task.” Rather than returning only a suggested answer, an agent can decide how to pursue a goal: plan, act through a tool, observe the result, adjust and repeat until it finishes or needs human input. The defining idea is a combination of capabilities, not one magic feature, as the UK Department for Business and Trade explains in its consumer report.

The distinction is easiest to see alongside chatbots and traditional automation:

  • A chatbot primarily responds to a prompt with information or generated content.
  • Traditional automation follows predefined rules and steps.
  • An agent can pursue a higher-level goal, choose or sequence tool use, react to results and, in some cases, work across services. Its autonomy depends on the tools, permissions and safeguards it has been given.

Anthropic’s receipt-submission example shows how this works: an agent transcribes receipts, extracts amounts and vendors, categorizes expenses, submits them, and pauses for guidance if a policy limit blocks submission. Asking a person is not necessarily a failure; it can be the right next step when the system reaches a boundary.

What can an AI agent actually do today?

Official documentation describes agents that write and execute code, manage files, use a browser for tasks such as ordering groceries or booking reservations, and coordinate bounded business workflows in areas such as customer operations, commerce, software and IT. These examples show what systems can be built to attempt; they do not establish that agents reliably complete arbitrary tasks from start to finish.

The UK government describes current consumer-facing uses as narrow and often confirmation-based—for example, early shopping agents that search and compare options or initiate simple actions with the user’s approval. A demonstration, a constrained workflow and a reliably deployed end-to-end service are different things. Claims that agents will handle complex outcomes should therefore be treated as potential, not as a description of what consumers can already count on.

The practical promise is less coordination and follow-through: instead of gathering information, moving it between services and performing each step yourself, you may be able to delegate a bounded objective. Whether that saves time or produces a good outcome depends on the agent’s reliability on that particular task. The government report does not establish a broad, comparable productivity gain across users or tasks.

Why taking action raises the stakes

A wrong answer can mislead. A wrong action can also send information to the wrong person, expose private data, make an unauthorized transaction or delete something difficult to recover. The more consequential the tool access, the more important it is to consider not just what an agent can do, but what it is allowed to do and when it must stop.

  • Misread intent: an agent may misunderstand a request and take an action the user did not mean to authorize.
  • Prompt injection: untrusted text or data—such as content encountered in a webpage—may try to override the agent’s instructions. OpenAI’s developer safety guidance describes this as a risk even when safeguards are in place.
  • Privacy leakage: an agent with access to sensitive information may expose it through an unintended data flow.
  • Mistaken or hard-to-reverse actions: issuing a refund, sending an email, making a financial transaction or deleting data can have consequences beyond an incorrect lookup. OpenAI’s Operator system card describes confirmation and human oversight at key steps; confirmation is one safeguard, not proof that an action is safe.

In that same January 23, 2025 system card, OpenAI reported that Operator refused 97% of tasks on an internal evaluation set involving new agentic harms. That figure describes performance on that specific evaluation—not a real-world safety rate or a guarantee about other tasks. The card cautions that evaluation results do not guarantee real-world performance.

What safeguards should an agent have?

Safeguards should match the permissions and consequences of the task. OpenAI’s guidance recommends keeping untrusted input out of privileged instructions, constraining data flow with structured outputs, using input guardrails, retaining tool approvals and evaluating agent traces. These measures can reduce exposure; they cannot ensure an agent will never make a mistake or be tricked.

Microsoft’s security guidance adds practical controls for the whole workflow: use least privilege and least action, require approval for high-risk or irreversible operations, provide reliable pause or stop controls, make plans and progress visible, and keep logs of actions and outcomes. It also flags risks such as agent hijacking, sensitive-data leakage, supply-chain weaknesses and unmanaged growth in the number of agents.

For an individual or organization deciding whether to delegate a task, useful questions include:

  • Can the agent access only the applications, data and permissions necessary for this job?
  • Which actions require approval, especially those that send, spend, publish, delete or change important records?
  • Can a person see what the agent plans to do, monitor progress and pause it?
  • Is there a record of the actions taken and their results, and can mistakes be reversed?
  • Has performance been evaluated on the intended task, rather than inferred from a polished demo or a result on a different evaluation?

How to judge an agent before trusting it with a task

Compare systems by the scope and reversibility of their actions, the tools and data they can access, where approvals are required, how clearly they show progress, whether they can be paused or undone, and what records they provide afterward. Also ask how the system was evaluated on the task you actually intend to delegate. A broad label such as “agent” does not tell you how much autonomy a particular product has or whether it is suitable for a consequential job.

The direction is meaningful: AI systems are moving from producing answers toward pursuing objectives through software. But the useful question is not simply whether an agent can act. It is whether its capabilities, permissions, approval points and recovery options are appropriate for the action you want it to take.
