Yes—an AI chatbot can be used in an election influence operation, both as a content factory and as a place to plant or repeat false answers. Foreign-linked campaigns have already used chatbots to write political articles and comments, invent personas, generate images, translate and rewrite messages, analyze public profiles and test when to post. Voters can also ask a chatbot for a registration deadline, polling place or candidate claim, turning an incorrect answer into a direct information hazard.
The evidence so far does not show that AI-enabled disinformation changed the outcome of the 2024 U.S. presidential election. It does show cheaper, faster production of deceptive material and measurable effects on political discourse and polarization. The practical response is to treat chatbot answers as leads, verify election facts with officials, and investigate coordinated behavior rather than judging a single image or video in isolation.

How an AI-assisted influence campaign works
Documented operations fit a pipeline. Generative AI lowers the cost of each stage, while the operators still rely on familiar political manipulation tactics.
1. Choose a live dispute
Operators attach themselves to subjects that already command attention: tariffs, energy prices, immigration, war, election administration or artificial-intelligence policy. OpenAI’s 2026 reporting describes China-linked clusters testing narratives about U.S. AI infrastructure and tariffs. Using an existing dispute gives fabricated material a ready-made context.

2. Produce large volumes of material
Chatbots can draft long articles, short comments, translations and rewrites. Image tools can supply profile pictures, logos and other persona material. OpenAI reported China-origin accounts using ChatGPT for polarized comments, posting-time optimization, persona images and social-platform data analysis.
3. Build personas and target audiences
Operators create fictitious identities, scrape or analyze public profiles and adjust language for different communities. The same operation may test progressive and conservative framings of a dispute, looking for whichever version travels farther.
4. Distribute across multiple channels
Content can be posted on several websites and social networks, sometimes through accounts pretending to represent opposing political outlets. Cross-platform repetition can make a claim look independently confirmed when the accounts are actually connected.

5. Attempt amplification
Coordinated accounts can request optimal posting times, rewrite replies to fit local idioms and push the same narrative repeatedly. In the operations publicly described so far, many accounts failed to build an authentic audience. That is a useful warning, not a safety guarantee: a smaller campaign can still hit a deadline, a crisis or a vulnerable community.
6. Attack the question-and-answer layer
Voters increasingly ask conversational systems for registration rules, polling locations, candidate information and claims about results. Platforms have begun routing some election questions to authoritative sources, but a chatbot response remains an answer generated from its available information, not a legal determination by an election office.

CETaS’s assessment covered a year in which more than 2 billion people in at least 50 countries voted and drew on workshops with 47 cross-sector experts. Its conclusion is a statement about available evidence, not a forecast that the next operation will fail.
Why a spectacular deepfake is not the only danger
Microsoft Threat Analysis Center wrote on April 4, 2024, that high-production synthetic videos of world leaders and candidates had not caused mass deception or broad confusion. The more practical risk is a believable, well-timed piece of content that reaches a narrow but important audience.

Microsoft’s analysis therefore gives audio, private-setting fabrications, crisis timing and impersonation of less famous people special attention. Meta’s enforcement approach likewise emphasizes coordinated behavior and deception, not simply whether a piece of content was made with AI.

How to check an election answer from a chatbot
Use a chatbot for orientation or a list of questions to investigate. Do not use it as the final authority for a date, location, eligibility rule or result.
- Identify the jurisdiction. Write down the country, state or province, county and municipality. Election rules can change at each level.
- Ask for the source and date. A confident answer without a publication date or official citation is a warning sign. Treat an uncited answer as unverified.
- Check the election office directly. Use the relevant national, state or local election authority’s official website or telephone number. Confirm registration deadlines, early-voting hours, identification rules and polling locations there.
- Verify urgent changes twice. If the chatbot says a polling place moved, voting was extended or a result was overturned, look for a matching notice from the election office and a second reputable news organization.
- Separate facts from interpretation. Ask the system to label what is a rule, what is a reported event and what is analysis. Then verify each factual claim independently.
- Save the exchange. Keep the prompt, response, timestamp and any cited links. This helps an election office or journalist investigate a recurring error.

- Record URLs, account handles, timestamps, screenshots and downloaded copies of relevant media.
- Map relationships among accounts: shared domains, profile photographs, repeated phrases, identical errors, synchronized publication and common administrators.
- Check publication history. A newly created account that instantly posts on several unrelated political disputes deserves more scrutiny than an established local organization with a traceable record.
- Compare the same claim across unrelated channels. Repetition is meaningful only when the channels are genuinely independent.
- Inspect provenance where available: original files, edit history, disclosure labels, reverse-image matches and a credible chain of custody.
- Prioritize authentic reach and behavioral evidence over view counts. Look for real local discussion, attendance, donations, registration activity or voting behavior, while avoiding claims that correlation proves persuasion.
- Share indicators with platform safety teams, election authorities and appropriate government reporting channels. OpenAI says it shares threat intelligence with governments, campaigns and industry partners.

Counter engagement
Rapid, specific corrections are most useful when they point to the controlling election record instead of merely repeating the false claim. Campaigns and newsrooms should prepare verified contact lists and correction procedures before a crisis.

Voters need digital-literacy training, accessible election-office information and clear ways to report suspicious content. Journalists should explain uncertainty and evidence quality rather than presenting an AI label as proof that a claim is false.
What remains unknown
No cited source can forecast the reach or vote-changing effect of the next campaign. Operations that attracted little attention in public reports may not resemble a future effort that has better local knowledge, stronger distribution or a carefully chosen moment. CETaS specifically says more empirical work is needed to connect online engagement with large-scale voting intentions.
The defensible position is therefore neither “deepfakes will decide the election” nor “AI influence does not work.” AI already assists political manipulation, but measurable election-result effects have not been established in the 2024 U.S. case. Verification, provenance, coordinated-behavior analysis and trusted election sources are the safeguards that matter most when the next campaign reaches a chatbot—or your inbox.
