Former employees of Anthropic, OpenAI and Google DeepMind warned New York City Council about AI safety and oversight on October 5, 2026. Their testimony adds to a public record that includes a 2024 open letter and later accounts compiled by an advocacy group—but those sources differ in who is identified and how much can be independently verified.
Who spoke publicly about AI risks?
Jacob Coxon, former Anthropic engineer
At the October 5, 2026, New York City Council hearing, former Anthropic engineer Jacob Coxon criticized what he described as a startup-style approach to developing powerful AI. “The companies run on a startup mindset: Move fast, break things, fix them later. That works for a photo sharing app. It does not work for building the most powerful technology ever built,” he told council members.

Coxon also gave a stark forecast: “On the current path, I think it is more likely than not that humanity loses control to these AIs and it could end in human extinction.” That is his stated view about a possible future, not a measured probability or an established outcome.

Former employees of OpenAI and Google DeepMind also testified at the hearing about AI safety and oversight. The Associated Press report republished by The Washington Post on October 5 identified those affiliations but did not provide their names in the material available here; it would be misleading to fill in names without a reliable attribution.

Company representatives offered a different emphasis
Representatives of OpenAI, Anthropic, Google and Meta also testified. They emphasized current benefits from AI systems and their companies’ safety work. In response to a question about catastrophic risk, OpenAI representative Morgan Dwyer said: “I don’t know — I also don’t think it matters whether it’s 1% or 10% or 20% chance that something catastrophic will go wrong. None of these levels is remotely acceptable. We should not train models that we cannot make an extremely strong case that we can keep under human control.” The percentages were examples in the exchange, not a published risk estimate.
The hearing put warnings and company responses in the same public forum. It did not, by itself, establish how likely catastrophic outcomes are or settle disagreements about whether current safeguards are adequate.

What other public warning efforts are part of the picture?
The 2024 Right to Warn letter
The National Whistleblower Center’s 2026 account says 13 AI whistleblowers issued the Right to Warn letter in 2024. It identifies Daniel Kokotajlo, a former OpenAI governance researcher, as one of the participants. This is a named-document trail: it records a public collective warning, though it is distinct from testimony at the 2026 city hearing and does not mean all AI employees share the signatories’ views.
Anonymous cases compiled by the AI Whistleblower Initiative
The AI Whistleblower Initiative’s case resource summarizes 16 anonymous cases concerning AI safety and leadership from March 2025 through February 2026. Its March 2026 synthesis describes recurring patterns, including insiders in most cases first raising concerns through internal channels and later escalating externally when those channels did not address the issue.

That is a pattern reported in the Initiative’s compilation, not a universal account of how AI whistleblowing works. The organization says it did not contact the companies to corroborate the accounts, and the resource may be updated. The summaries should therefore be read as allegations or reported accounts, not adjudicated findings.

These records should not be collapsed into one count of “whistleblowers.” A public witness, a named letter signatory and an anonymous account in a group’s case compilation are different kinds of evidence. Nor does a growing set of public examples, by itself, show how common these concerns are across the industry.

What protections were proposed for AI whistleblowers?
In a September 5, 2026, article, the National Whistleblower Center described the AI Whistleblower Protection Act bills S. 1792 and H.R. 3460 as pending. The Center said the proposed protections would cover specified disclosures concerning AI security vulnerabilities, violations of federal law, and substantial and specific dangers to public health, safety or national security, and would protect against retaliation.

Those were proposed provisions, not guarantees established by an enacted law. The bill’s status can change; the cited account describes it as pending as of September 5, 2026.
What the growing record does—and does not—show
There is a clear and varied public record of people connected to AI companies raising concerns: named testimony at a local-government hearing, a collective letter described by a whistleblower organization, and a separate compilation of anonymous cases. The record also includes company representatives emphasizing AI’s present-day benefits and their safety efforts.
What it does not provide is a single, verified tally of insiders, a consensus among company employees, or proof that any particular catastrophic forecast will come true. The most useful way to read the warnings is to keep each claim attached to its speaker and evidence: testimony as testimony, a public letter as a signatory document, and uncorroborated anonymous summaries as accounts that remain unverified.
