The Union Cabinet has approved a substantial upgrade scheme with targets for institutes and trainees; those targets are not evidence that upgrades are complete or that learning, employment, or public attitudes have changed.
What ITIs teach—and what their credentials mean
Industrial Training Institutes (ITIs) deliver the Craftsman Training Scheme, which prepares students for practical trades. The Directorate General of Training (DGT), under the Ministry of Skill Development and Entrepreneurship, oversees the system; state and union-territory directorates manage day-to-day scheme operations through ITIs.

DGT’s 2025 affiliation norms describe 169 trades aligned with the National Skills Qualifications Framework (NSQF), from conventional trades to newer Industry 4.0 fields. Training is generally one to two years, though duration and eligibility vary by trade. Successful trainees take the All-India Trade Test and receive a National Trade Certificate (NTC). DGT describes the NTC as nationally and internationally recognized; that official description does not, by itself, establish its value with every employer or in every labor market.
What the approved makeover proposes
The Union Cabinet approved the National Scheme for ITI Upgradation and five National Centres of Excellence for Skilling. The Prime Minister’s Office announcement sets out an announced outlay of ₹60,000 crore: ₹30,000 crore from the central government, ₹20,000 crore from state governments, and ₹10,000 crore from industry.
#1 Best Overall
The scheme’s stated design is to upgrade 1,000 government ITIs in a hub-and-spoke arrangement, revise trades to match industry needs, augment five National Skill Training Institutes, and establish a National Centre of Excellence at each. Its five-year target is to skill 20 lakh young people. These are approved plans and targets, not counts of completed upgrades or trainees who have already gained jobs.
The announcement says the model aims to position public ITIs as government-owned and industry-managed, with an industry-led special purpose vehicle involved in implementation. It presents need-based investment as a response to the infrastructure needs of ITIs. That rationale describes the government’s policy case; it is not an independent assessment of earlier assistance or proof that the new management model will deliver better outcomes.
How the reform is supposed to improve training
The policy has plausible routes to better training, but each depends on implementation. Equipment, instruction, relevant trades, and real workplace exposure matter more to a trainee than an institute’s new designation alone.

Whether equipment is installed, maintained, and used well will need to be assessed at individual ITIs.
- Bring employers into training: The government describes Dual System of Training and Flexi MoU arrangements as ways to give trainees experience in an industry environment. The scheme also envisages industry participation in institute management. These mechanisms can connect training with workplaces, but their presence in policy descriptions does not show how consistently trainees receive meaningful work-based learning.
- Keep qualifications and courses relevant: Government measures include industry validation of qualifications and new-age courses in areas such as AI/ML, robotics, mechatronics, and drone technology. NCVET is described as the national regulator for quality standards in the wider technical and vocational education system. These steps do not mean every ITI offers each course, or that a course title alone guarantees employer demand.
- Help learners find opportunities: The government describes the Skill India Digital Hub as a place to access courses, jobs, and apprenticeship opportunities. Learners should check whether a specific trade is available at a nearby institute, whether they meet its eligibility rules, what credential it awards, and what evidence exists about completion and outcomes.
What enrollment and employment figures actually show
NITI Aayog’s 2026 analysis of ITI Public Dashboard data reports 13.3 lakh total ITI enrollments in 2024. It says 9.3 lakh, or 70%, were in rural areas and that engineering trades accounted for 85% of enrollment. The analysis also reports government ITI enrollments increasing from 1.2 lakh in 2020 to 5.8 lakh in 2024. These are dashboard figures analyzed by NITI Aayog, not results from a fresh independent survey of students.
Rank #3
NITI Aayog warns that the pandemic affected enrollment and completion in 2020 and 2021, and that apparent jumps in enrollment and pass rates may reflect data errors. The figures were under verification and could be revised. It reports a pass-rate increase from 7.1% in 2019 to 81.6% in 2024, but that series should not be read as proof of a sudden improvement in teaching given the stated data caveat.
A frequently repeated employment statistic also needs its date attached. The Ministry of Skill Development and Entrepreneurship’s 2018 ITI graduate tracer study found that 63.5% of ITI pass-outs were employed, including 6.7% who were self-employed. The Press Information Bureau restated the result in 2025, but the underlying study remains from 2018. The government summaries cited here do not provide a more recent ITI-specific graduate employment survey, so this figure cannot show the outcome of the newly approved scheme.

Counts in government reporting can refer to different stages and different groups. For example, a 2025 PIB table lists Craftsman Training Scheme candidates enrolled for sessions 2021–2024, while National Apprenticeship Promotion Scheme figures count apprentices engaged. Enrollment, training, certification, apprenticeship engagement, placement, and employment are distinct measures; one cannot be substituted for another.

Does the evidence show that ITIs are gaining prestige?
Not yet. The sources cited here do not measure how widespread concerns about vocational training’s status are among students, families, or employers, and they do not show whether the current upgrade scheme has changed those views.
NITI Aayog’s 2023 report, Transforming Industrial Training Institutes, offers a limited institutional clue: it notes that the National Institutional Ranking Framework (NIRF) includes a “Perception” parameter based on employer and professional preferences, while the ITI grading system does not. The report also says industry values NCVT certificates more than SCVT certificates. These observations concern a ranking approach and a reported difference in certificate preference; they are not a representative measure of public opinion or proof of how all employers, students, or families view ITIs.
The gap matters because prestige is not the same as a policy announcement, an enrollment count, or a placement claim. It concerns whether people see vocational study as a credible and worthwhile route, and whether employers treat its training and credentials as valuable. The available evidence does not establish a national baseline for those perceptions or a change attributable to the new scheme.
What would show that the makeover is working?
A credible assessment needs to follow the chain from investment to training and then to outcomes, while measuring perceptions separately. Useful evidence would include:
Recommended Free Tools
- ITI-by-ITI reporting on upgrades completed, equipment available and maintained, and how trainees use it.
- Trade-level completion figures and independent assessments of practical competency.
- Clear reporting on employer participation and the amount and quality of workplace learning trainees actually receive.
- Placement and longer-term employment data with transparent denominators, geography, trade, earnings, job quality, and self-employment distinguished.
- Evidence on whether credentials are portable and whether graduates can progress to further education or training.
- A representative perception survey repeated over time to test whether student, family, and employer views change.
- Comparisons with similar institutions or cohorts that have not yet been upgraded, to help distinguish scheme effects from broader economic changes.
Until that evidence is available, the fair conclusion is that the makeover has credible mechanisms for improving institutes and employer links, but its results—and any change in vocational training’s standing—remain unproven.
