The Four Biggest Risks of Agentic AI—and How Enterprises Can Manage Them

For enterprises, the four most important agentic-AI risk areas are prompt injection, excessive agency, data exposure, and weak evaluation and incident governance. This is a practical synthesis of recurring risks—not a universal ranking: the right priority depends on what an agent can access, what it can do, and how quickly its actions can be detected or undone.

What are the four biggest risks of agentic AI for enterprises?

Unlike a system that only generates text, an AI agent may use tools, retrieve information, and take actions across connected applications. That makes its risk profile depend on its permissions and operating environment as much as on its model. OWASP’s guidance discusses risks including prompt injection, excessive agency, and security failures around tools and data; NIST highlights the need to evaluate agent hijacking and manage generative-AI risks throughout deployment. These sources inform the four categories below, but do not establish a single ranking that applies to every enterprise.

  1. Prompt injection and goal hijacking: hostile instructions in content an agent reads can divert it from its intended task.
  2. Excessive agency: an agent may have more tools, permissions, or freedom to act than its task requires.
  3. Data exposure and trust-boundary failures: sensitive information can leak through integrations, outputs, logs, or persistent memory.
  4. Weak evaluation, oversight, and incident governance: an organization may not be able to detect, reproduce, contain, or learn from harmful behavior.

These categories overlap. For example, an injected instruction becomes more consequential when an agent has broad permissions, and an incident is harder to manage when tool calls and approvals are not recorded.

1. Prompt injection can hijack an agent’s goal

Prompt injection occurs when instructions in a prompt or in external material influence a model in ways that conflict with the task or its governing instructions. An agent need not be directly addressed by an attacker: a malicious instruction might be embedded in a webpage, email, or document the agent is asked to read. NIST’s Center for AI Standards and Innovation describes this indirect attack pattern as agent hijacking; OWASP also identifies direct and indirect prompt injection as risks. NIST’s January 17, 2025 discussion of agent-hijacking evaluations and the OWASP AI Agent Security Cheat Sheet address the threat.

What’s more, it also comes with 1x standard PCIex16 slot(PCIe4.0x4) inside.

How enterprises can reduce the risk

  • Treat user-provided and retrieved material as untrusted input. Keep trusted task instructions structurally separate from content the agent is meant to inspect.
  • Give the agent only the tools needed for its task. A document-reading workflow should not inherit unrelated capabilities to modify records or send messages.
  • Require human confirmation before irreversible or high-impact actions, such as deleting data or making an externally visible change.
  • Record the action and the context that triggered it, so investigators can identify which input influenced the agent.
  • Test with adversarial content before release and after material changes to prompts, tools, retrieval, memory, or models. Filtering suspicious text can help, but should not be treated as a complete defense.

2. Excessive agency gives mistakes too much reach

OWASP uses “excessive agency” for cases where unexpected, ambiguous, or manipulated model output can trigger damaging actions. It identifies three common causes: excessive functionality, excessive permissions, and excessive autonomy. A read-only task paired with a tool that can delete records, an integration authenticated with an overprivileged identity, or a deletion action that proceeds without confirmation are examples of the mismatch. See OWASP’s LLM06:2025 Excessive Agency guidance.

How enterprises can reduce the risk

  • Remove unneeded tools and functions, and scope each remaining tool to the smallest set of operations it needs.
  • Use least-privilege credentials, preferably tied to the requesting user where practical, rather than a broad shared identity.
  • Enforce authorization in the application or downstream service. Do not rely on the model to decide whether a user is allowed to perform an operation.
  • Set approval requirements according to the action’s impact and reversibility. Low-impact, reversible work may need less friction than a payment, deletion, or customer-facing change.
  • Use logging and rate limits to make unusual activity visible and limit the damage from mistakes or abuse.

3. Data exposure can cross trust boundaries

An agent may handle sensitive information through tool calls, API requests, generated outputs, or logs. Risks are not limited to a single conversation: OWASP also identifies memory poisoning, in which hostile information persisted in memory may influence later sessions or users, and supply-chain risks involving third-party tools, APIs, or data sources. The possible exposure depends on the agent’s data access and integrations.

How enterprises can reduce the risk

  • Map which data each agent can access for each task, and remove access that is not required.
  • Avoid putting secrets or unnecessary sensitive information in prompts, persistent memory, or logs.
  • Separate memory by user and trust level so that untrusted or user-specific information cannot silently influence other users’ sessions.
  • Review the permissions and security of third-party tools, APIs, and data sources before connecting them.
  • Apply access controls in the systems that hold the data, then monitor where information moves through agent workflows.

These practices follow the least-privilege, tool-security, and testing principles in the OWASP AI Agent Security Cheat Sheet; they are operational safeguards, not a guarantee that data cannot be exposed.

4. Weak evaluation and governance make failures harder to contain

If an organization cannot reconstruct what an agent received, which tools it called, or who approved an operation, it may struggle to detect a failure or respond effectively. OWASP recommends structured security testing before production and after material changes to prompts, tools, memory, retrieval, policies, or model providers. NIST’s Generative AI Profile identifies governance, pre-deployment testing, content provenance, and incident disclosure as primary risk-management considerations; it also notes that additional human review, tracking, documentation, and management oversight may be warranted.

How enterprises can reduce the risk

  • Maintain an inventory of agents and integrations, and assign an accountable owner to each deployment.
  • Define permitted actions, approval points, and escalation paths before deployment.
  • Evaluate realistic and adversarial scenarios before release and after material changes.
  • Log plans, relevant inputs, tool calls, approvals, and outcomes so an incident can be investigated.
  • Monitor for anomalous behavior and establish incident response and rollback procedures that fit the systems the agent can affect.

NIST’s AI Risk Management Framework is voluntary guidance intended for use across AI design, development, use, and evaluation. NIST says the framework is being revised; it is a risk-management framework, not a certification or a guarantee of safety. NIST published its cross-sectoral Generative AI Profile, AI 600-1, on July 26, 2024, as a companion resource to AI RMF 1.0.

How should an enterprise prioritize agentic-AI controls?

Do not prioritize by the agent’s label or sophistication alone. Assess the consequences of its access and actions. The axes below are a practical decision aid derived from OWASP’s discussion of reach, permissions, autonomy, impact, logging, and rate limits; they are not a standardized scoring method prescribed by the sources.

Axis Question to ask Why it matters
Reach Which data, applications, identities, APIs, or other agents can it access? Broader access creates more paths for unintended disclosure or action.
Impact Could its actions disclose information, change records, spend money, or affect customers or infrastructure? Higher-impact actions call for stronger authorization and oversight.
Autonomy How many steps can it execute without human review? More unattended steps can allow a mistake or manipulation to propagate.
Reversibility Can an action be contained or undone before material harm occurs? Hard-to-reverse actions warrant tighter controls and earlier approval.
Detectability Will logs, alerts, and clear ownership make abnormal actions visible in time? Weak visibility can delay containment and hinder investigation.

As a practical rule, require stronger approval and monitoring when an agent combines broad reach, high impact, substantial autonomy, low reversibility, or poor detectability. Reduce its permissions or redesign the workflow if a high-risk action cannot be adequately authorized, observed, or contained.

What external guidance can—and cannot—tell you

NIST AI RMF 1.0 was released on January 26, 2023, for voluntary use across the AI lifecycle. Its Generative AI Profile was published on July 26, 2024. OWASP announced its Top 10 for Agentic Applications on December 9, 2025, highlighting behavior hijacking, tool misuse or exploitation, and identity or privilege abuse. That Top 10 is a taxonomy resource, not proof that the same risks rank in the same order for every organization. Use these frameworks to structure risk work, then set controls based on your own agent’s access, action authority, and operating context.
