A company firewall still matters, but it no longer sits in front of every company resource or every person who uses one. Cloud services, remote employees, partners and distributed systems create access paths that a central office firewall may not see. NIST’s concise description is that “there is no single perimeter.” The practical answer is not to discard firewalls, but to use them as one layer in a broader security design.
Why the company perimeter has changed
A traditional perimeter assumes that important systems sit behind a boundary: traffic crosses that boundary, and security controls inspect it there. That model still applies to many on-premises networks. It is no longer a complete map of a company’s technology.

Organizations may operate several internal networks, use services hosted by multiple cloud providers, support remote work, and connect partners or devices. Applications may also be distributed into smaller services rather than running entirely inside one corporate data center. As a result, users can reach company resources without first routing all their traffic through a headquarters firewall.
NIST’s 2022 enterprise-network guide describes this shift and the resulting mix of traditional network appliances, cloud and endpoint security, zero-trust network access (ZTNA), and secure access service edge (SASE). In a June 2025 announcement, NIST put the boundary issue directly: “Nowadays a single organization may operate several internal networks, use cloud services, and allow for remote work — meaning there is no single perimeter.” NIST, June 11, 2025; NIST SP 800-215.

What a central firewall still does—and what it cannot do alone
A firewall can enforce rules on traffic that passes through its enforcement point. It remains useful for controlling network connections, segmenting environments, and applying policy at network boundaries. NIST still includes firewalls among the technologies relevant to securing enterprise networks; the limitation is that a central firewall is not automatically in the path of every relevant connection.
NIST’s zero-trust architecture publication explains why perimeter firewalls are less useful against attacks that originate inside a network, and why they cannot protect remote users, cloud services, or edge devices that sit outside the enterprise perimeter. If a user accesses a cloud application directly from a remote device, a firewall at the office may have no opportunity to inspect that session. Likewise, a boundary control cannot by itself establish that an already-connected user or device should be allowed to reach every internal resource.

Does a company still need a firewall if it uses the cloud?
Often, yes—but cloud use does not make an office firewall a universal shield, nor does it automatically make the firewall unnecessary. A company may still need firewalls for on-premises networks, network segmentation, or particular connections between environments. Cloud services and remote access need controls that operate where those resources and connections actually exist.

The useful question is not “firewall or cloud security?” but “which control covers this access path and resource?” NIST’s network guide and CISA’s network-access guidance describe a range of approaches, including traditional appliances, cloud and endpoint security, ZTNA, security service edge (SSE), and SASE. These are architectural options and combinations, not interchangeable products or universal replacements for firewalls. CISA and partner agencies, June 18, 2024; NIST SP 800-215.
Why remote workers need more than a perimeter firewall
Remote workers may connect from home or other networks and use cloud applications without sending their traffic through the corporate office. A perimeter firewall cannot enforce a policy on a connection it does not see. Traditional remote-access methods also require careful configuration: CISA’s 2024 guidance discusses risks associated with traditional remote access and VPN misconfiguration.

ZTNA and related approaches shift attention toward who or what is requesting access, the resource involved, and the policy that applies. That does not mean every organization needs the same remote-access architecture. It means remote access should be designed around actual users, devices, applications, and enforcement points rather than presumed to be protected simply because a firewall exists at headquarters. CISA and partner agencies, June 18, 2024; NIST SP 800-207.

Zero trust is an architecture, not a single appliance or a synonym for one vendor’s product. NIST’s model emphasizes authentication and authorization decisions rather than granting broad trust simply because a user or device is on an internal network. The relevant context can include identity and credentials, access management, device or endpoint state, operations, hosting environments, and the infrastructure connecting them.

That approach aims to constrain access to the resources a user or system needs, with policies applied at appropriate points across on-premises and cloud environments. It complements network controls: firewalls can still enforce network boundaries, while identity-aware and resource-focused controls address access paths that do not cross a single corporate edge.
NIST’s 2025 implementation guide, SP 1800-35, illustrates the breadth of the work. The NCCoE describes 19 example implementations assembled with 24 collaborators under cooperative research agreements. These figures describe the scope of the guide, not company adoption rates, measured security outcomes, or proof that one design is best. The examples use commercially available technologies to demonstrate implementation patterns; NIST does not present a single product purchase as a complete zero-trust deployment. NIST SP 1800-35, June 10, 2025.
How to think about the controls your company needs
Map controls to the access paths and assets they actually cover. A useful architecture review asks:
- Where is enforcement? Identify controls at network boundaries, on endpoints, in cloud environments, and at the applications or resources themselves.
- What is covered? Account for on-premises networks, cloud services, remote employees, partners, and connected devices rather than treating the office network as the whole estate.
- How much access is granted? Distinguish broad network access from policies that limit a user or device to particular resources.
- Do the controls work together? Consider how identity, endpoint state, policy enforcement, and security data are coordinated across systems.
- Can the organization operate the design? Distributed controls require policy coordination and ongoing management; adding technologies without integrating them can leave gaps or create conflicting rules.
NIST’s guidance covers multiple technologies and example patterns, while CISA’s recommendations discuss Zero Trust, SSE, and SASE in the context of network access. Neither establishes one universally correct firewall, vendor, budget, or deployment sequence for every company. The appropriate design depends on the organization’s systems, users, access requirements, and operational capacity. NIST SP 1800-35; CISA and partner agencies, June 18, 2024.
