A Reform UK politician appeared to deliver a five-minute Senedd speech without looking at his notes while lights flashed in his spectacles, prompting suspicion that smart glasses were displaying prompts. The device, its capabilities and any recording have not been confirmed. The episode has nevertheless intensified calls for clearer rules at Westminster, where camera-, microphone- and AI-enabled glasses are now covered by updated filming and photography guidance.
What happened in the Senedd
Jason O’Connell, a Reform UK member of the Senedd for Pontypridd Cynon Merthyr, spoke for about five minutes without visibly consulting notes. Periodic flashes appeared in his spectacles, and observers suspected that the lenses were being used as a teleprompter or prompt display.

The Guardian report does not identify a make or model. It also says there was no suggestion that the glasses were recording. O’Connell was contacted for comment and later wrote on X: “Trialling some new glasses for the chamber this week. Apparently my last ones caused quite a stir.” That post does not establish whether the glasses displayed text, used artificial intelligence, contained cameras or microphones, or breached any Senedd rule.

Why Westminster politicians want explicit guidance
Liberal Democrat MPs wrote to Commons Speaker Lindsay Hoyle amid what they described as increasing use of smart glasses on the parliamentary estate. Anna Sabine warned that debates could become increasingly “managed” if it were difficult to tell how much of an MP’s contribution came from artificial-intelligence glasses rather than the speaker’s own preparation and judgment.
That transparency question is distinct from the privacy issue. A speaker using glasses to view private prompts is not necessarily recording anyone. Conversely, glasses with cameras or microphones could capture people, papers or conversations discreetly even when their wearer is not using them as a teleprompter.
“Smart glasses can record video and take photographs discreetly … creating a particular risk to the existing rules on the parliamentary estate [limiting recording and photography].”

The concern is practical as well as political: ordinary-looking eyewear can be difficult for staff, visitors and other parliamentarians to distinguish from recording-capable hardware, especially in crowded rooms.
Are smart glasses banned in Westminster?
There is no evidence in the available parliamentary record of a blanket ban. A House of Lords written answer dated 15 September 2026 says new filming and photography guidance covers camera, microphone and AI-enabled smart glasses. Recording is not permitted without appropriate authorisation.
The same answer says Parliament is conducting a specific policy review. It brings together expertise in filming and photography, physical and information security, privacy and data protection, and accessibility and reasonable-adjustment requirements. The stated objective is to balance “security, privacy, operational needs and accessibility considerations.”

That means the operative question is currently whether a device is being used in a way covered by authorisation rules, not simply whether a wearer owns or enters with smart glasses. The review could produce more detailed restrictions, but its eventual recommendations and timetable were not specified in the written answer.

What rules and laws may apply
Recording and photography rules
Parliament’s updated guidance treats camera, microphone and AI-enabled glasses as part of the equipment covered by its filming and photography regime. Recording without appropriate authorisation is not permitted. Enforcement depends on staff being able to identify the equipment and establish whether it is active, which is one reason lawmakers are seeking explicit operational guidance.
Privacy and data protection
In Commons Hansard on 9 September 2026, Women and Equalities Minister Bridget Phillipson said: “Covert filming using smart glasses can raise serious privacy concerns.” She also noted that existing offences, including voyeurism, and duties under online-safety or data-protection legislation may apply to harmful uses. The relevant legal consequence depends on what was captured, where, why and how it was shared; wearing smart glasses alone does not prove an offence.

Parliamentary privilege and confidential material
Parliamentary rooms contain sensitive documents, private conversations and information about constituents. A policy that controls recording must therefore address microphones and still cameras as well as visible video, and must cover areas beyond the chamber where informal conversations or papers may be exposed.
The four issues behind a possible restriction
| Issue | Question policymakers must answer |
|---|---|
| Privacy and confidentiality | Can glasses capture people, documents or conversations without meaningful notice? |
| Security and enforceability | Can staff identify recording-capable glasses and apply authorisation rules consistently? |
| Debate integrity and transparency | Should undisclosed prompting or real-time AI assistance be declared so audiences understand how a contribution was produced? |
| Accessibility | Would restrictions remove captions, visual assistance or other adjustments that some disabled users need? |
Why a blanket ban could create accessibility problems
The same hardware that can display prompts may provide captions, visual descriptions, navigation help or other assistance. The official review specifically includes accessibility and reasonable-adjustment requirements, signalling that a simple prohibition could disadvantage disabled parliamentarians, staff or visitors.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsA workable policy may therefore need distinctions between recording-capable devices and assistive functions, declared use and covert use, and authorised accommodation and general convenience. It could also require a visible indicator, prior registration, restrictions on camera and microphone functions, or supervised use rather than banning every form of smart eyewear. The published material does not say which safeguards Parliament will choose.

What is still unknown about O’Connell’s glasses
- The exact make and model have not been identified.
- It has not been established whether the glasses had a camera, microphone, display or artificial-intelligence features.
- No recording has been reported.
- There is no confirmed finding that O’Connell breached a Senedd rule.
- It has not been established whether any text or AI output was supplied remotely, stored locally or generated on the device.
Until O’Connell or the Senedd provides a direct account, describing the incident as confirmed teleprompter use would go beyond the evidence. The defensible description is that flashing eyewear prompted suspicion and a wider policy debate.
What happens next
Parliament’s policy review is the immediate next step. Its scope covers filming and photography, physical and information security, privacy, data protection and accessibility. Any resulting guidance will need to explain what counts as recording, when authorisation is required, how staff can challenge or inspect a device, how confidential material is protected, and how reasonable adjustments are approved.
For now, the Westminster position is narrower than a ban: unauthorised recording is not permitted, AI-enabled smart glasses are within the updated guidance, and a broader review is under way. The Senedd episode has exposed a transparency question, but it has not established that a recording occurred or that the politician broke a rule.
