Plan on roughly $1.1 million a year for a five-person Brooklyn studio built around New York’s reported $106,000 average game-industry wage. That is an illustrative planning model, not a quoted market price: your total changes sharply with founder pay, office choice, contractors, launch spending and tax eligibility. A remote-first team can reduce fixed overhead, while Manhattan may require higher compensation and workspace spending to recruit and retain the same people.
New York is expensive, but it offers a dense talent pool, investors, publishers, universities, events and public programs. The decision is whether those advantages produce enough value to justify the extra burn and whether you can keep a flexible cost base while revenue is still uncertain.

What actually drives the bill
People are the largest controllable expense. The NYC Mayor’s Office of Media and Entertainment’s 2021 digital-games study, using data primarily from 2020, reported average industry wages of $106,000. That is a useful staffing benchmark, not a mandatory salary: a founder may take less cash, while a senior engineer, technical artist or producer may cost more.
A separate benchmark shows why a New York hiring plan can feel expensive. The New York State Office of the State Comptroller reported average private-sector pay of $129,030 in 2025 in a 2026 report. The two figures measure different populations and should not be blended into one “game developer salary,” but together they show the level of compensation against which a studio competes.

Salary is only the first line. Employer payroll taxes, health coverage, retirement contributions and paid leave add a substantial load. The Comptroller also identifies above-national-average employer benefits, commercial electricity rates above national averages, Manhattan office rents that remain the highest in the country, and the nation’s highest nominal combined corporate tax rate in New York City.
Indie scale changes the economics. More than half of NYC game firms were independent solo developers or teams of fewer than five people. At that size, founders commonly perform production, marketing, fundraising and business-development work themselves. A five-person headcount therefore does not mean five separate departments; buying specialist help at the right moments is part of the plan.
A realistic five-person Brooklyn planning model
The table below is an illustrative cash-planning scenario for one year. It uses five people paid at the $106,000 industry-wage benchmark, a Brooklyn coworking or incubator setup and moderate contractor and launch activity. The non-salary figures are assumptions for budgeting, not published NYC averages. Replace them with quotes before signing commitments.
| Line item | Illustrative annual amount | Monthly equivalent | How to use it |
|---|---|---|---|
| Founder and employee cash compensation | $530,000 | $44,167 | Five paid roles at $106,000 each; change this for founder deferral or different seniority. |
| Payroll taxes, health, retirement and paid leave | $132,500 | $11,042 | A 25% planning load; obtain an insurance and payroll quote. |
| Contractors and specialist freelancers | $96,000 | $8,000 | Art, audio, QA, localization, legal and accounting hired by milestone. |
| Workspace, desks and meeting rooms | $54,000 | $4,500 | Five desks plus meeting access in a flexible Brooklyn arrangement. |
| Utilities and internet | $9,600 | $800 | Separate this from headline desk or lease pricing. |
| Hardware depreciation and replacement | $24,000 | $2,000 | Workstations, test devices, storage, networking and replacements. |
| Software, cloud, source control and collaboration | $30,000 | $2,500 | Licenses, build machines, storage, hosting and communications. |
| Insurance and professional services | $30,000 | $2,500 | General liability, cyber cover, legal work and accounting. |
| Marketing, events and travel | $48,000 | $4,000 | Press materials, conferences, showcases, demos and travel. |
| Distribution and platform reserve | $36,000 | $3,000 | A cash reserve; platform revenue shares and fees are often variable. |
| Taxes, registrations and compliance | $24,000 | $2,000 | Planning allowance, excluding taxes on eventual profit. |
| Contingency | $100,000 | $8,333 | Approximately 10% of the preceding production and operating plan. |
| Total illustrative cash need | $1,114,100 | $92,842 | Round up when setting a runway target. |
This model keeps production spending visible instead of hiding it inside a single “burn” number. It also separates launch and corporate costs: marketing, events, distribution reserves, insurance, accounting and compliance can rise even when the game’s production schedule does not.

How to adapt the model
- Founder-led version: reduce cash compensation only if founders have a documented personal runway. Deferred pay is still an economic cost and can create a later cash cliff.
- Contractor-heavy version: keep a smaller core team and move art, audio, QA or localization into milestone contracts. This lowers fixed payroll but increases scheduling and vendor-management risk.
- Remote-first version: replace most desk costs with home-office support, periodic meeting rentals and travel. Preserve a collaboration budget rather than assuming remote work is free.
- Launch year: increase marketing, certification, localization, customer support and platform reserves. Do not fund these from the production contingency.
Manhattan, Brooklyn or remote: what you buy with the overhead
There is no single “NYC studio cost.” Compare each configuration on total annual cost and the access it buys, not on rent alone.
| Configuration | Workspace and fixed-cost pattern | Recruiting and collaboration | Runway implication |
|---|---|---|---|
| Manhattan dedicated office | Highest exposure to rent, deposits, utilities and commuting-related benefits; a longer lease adds inflexibility. | Convenient for some investors, publishers and talent networks, but convenience does not guarantee better hiring. | Usually the shortest runway unless the office directly supports revenue, recruiting or partner access. |
| Brooklyn coworking or incubator | Flexible desks and meeting rooms can avoid a large build-out and reduce the risk of unused space. | Brooklyn is identified by the official industry study as an indie-development hotspot because studio and residential rents are more affordable than Manhattan. | Often the strongest balance for a small team that needs regular in-person work. |
| Outer-borough hybrid | Potentially lower fixed occupancy cost, but budget for transit, meeting rooms and occasional team days. | Works when the team is distributed across the city and does not require daily co-location. | Can extend runway if attendance rules are explicit and travel does not erase the savings. |
| Remote-first with a small NYC presence | Minimal permanent space; spend on secure equipment, home-office support and scheduled gatherings. | Broadens hiring geography but may reduce spontaneous collaboration and some local-network benefits. | Lowest fixed burn, with more variable travel and coordination costs. |
A coworking or incubator desk should be compared with a dedicated lease on the full annual commitment: deposits, furniture, insurance, utilities, internet, cleaning, meeting rooms, fit-out, exit penalties and the cost of empty seats. A cheap lease can be the expensive option if the team shrinks or works remotely for six months.
What the five-person budget must cover
Compensation and benefits
Build a role-by-role plan rather than multiplying one average wage indefinitely. Identify which positions are full-time, which are milestone-based and which are founder responsibilities. Add employer payroll taxes, health insurance, retirement contributions, paid leave and recruiting costs. Benefits are not optional overhead in a competitive market; underbudgeting them simply moves the shortfall into hiring delays or turnover.

Small studios rarely carry every skill permanently. Reserve separate envelopes for concept and 3D art, animation, audio, quality assurance, localization, accessibility work, legal review and accounting. Tie payments to accepted deliverables, define ownership of source files and keep enough schedule slack for revisions.

Technology and equipment
Hardware spending includes development workstations, graphics cards, test consoles or mobile devices, networking, backup storage and replacement cycles. Software and cloud spending includes engine or tool licenses, build automation, source control, issue tracking, communication, backups, hosting and telemetry. Track recurring subscriptions per seat so an unused license is visible.
Launch and corporate costs
Marketing, events, public relations, trailer production, localization, certification, distribution, platform fees, insurance, accounting, legal work and corporate compliance should sit outside the core production budget. They arrive at different times and are not all eligible for New York production incentives.
New York’s digital-game tax credit: what it can and cannot do
New York guidance cited by the Department of Taxation and Finance describes a digital-gaming credit with a $50,000 minimum production-cost threshold, eligible wages capped at $200,000 per person, a $5 million qualified-cost cap per production and a requirement that at least 51% of production costs be incurred in New York. Those figures are from the 2025 tax summary and can change; confirm current rules with Empire State Development or a qualified tax adviser before committing money on the assumption that a credit will arrive.
The qualification boundary matters. The cited Article 9-A guidance says distribution, marketing, promotion, advertising and executives’ salaries are not qualified costs. Keep production payroll and eligible production invoices coded separately from launch and corporate spending. A studio can meet the overall budget target yet fail the credit test if its New York share or eligible-cost calculation is wrong.

A practical eligibility workflow
- Define the production entity, game and accounting period before spending begins.
- Create cost codes for eligible production wages and other qualified production expenses, with New York location documentation.
- Track each employee’s eligible wage amount against the $200,000 per-person limit.
- Exclude marketing, promotion, advertising, distribution and executive compensation from the qualified-cost ledger.
- Test the $50,000 minimum, the 51% New York share and the $5 million per-production cap using current state guidance.
- Have a tax professional review records and filing timing; do not treat a projected credit as cash until eligibility and processing are confirmed.
City programs and ecosystem support
NYCEDC currently reports 380 digital-gaming firms, $2.6 billion in annual economic impact, 7,900 jobs and a 65% share of small indie firms. These figures describe the city’s ecosystem, not a guarantee that a particular studio will receive funding or find a publisher.
The one-year NYC Game Design Future Lab is the clearest documented space-and-support option for an early team. It provides desk space, staff support, academic and industry mentorship, networking, investor guidance and tailored workshops. Check the current application window, eligibility and selection terms before relying on it in a lease plan.
NYCEDC and the Mayor’s Office of Media and Entertainment announced more than $1 million in 2025 investments, including support for Play NYC, GDC programming and the Made in NY Developer Grant Award. These programs can lower first-year cash needs or improve visibility, but grants are competitive, time-limited and often reimbursement-based. Treat them as upside until an award is signed.

Best Value
How much runway should you hold?
Using the illustrative $92,842 monthly burn, six months requires about $557,000 and twelve months about $1.11 million, before adding a major scope change, an unplanned hire or a delayed launch. Those are arithmetic extensions of the scenario, not universal requirements.
Set runway around milestones rather than calendar optimism. A sensible release plan identifies a playable prototype, vertical slice, production completion, certification submission and launch. At each gate, compare remaining cash with the next gate’s committed payroll, contractor invoices and launch costs. If the game misses a gate, decide whether to cut scope, pause hiring, renegotiate vendors or raise capital before the cash balance becomes the decision-maker.
Common budgeting mistakes and fixes
- Using gross salary as total labor cost: add benefits, payroll taxes, paid leave, recruiting and equipment.
- Signing a large office too early: start with flexible space or a sublease and model the cost of empty seats.
- Mixing production and launch money: keep separate ledgers and approval limits for each.
- Counting a tax credit before eligibility is proven: maintain cash coverage without the credit and document costs from day one.
- Ignoring founder labor: record deferred compensation and decide when it becomes payable.
- Underfunding QA, localization and support: schedule them before certification and reserve cash for post-launch fixes.
- Treating grants as guaranteed revenue: model them as zero until an award and payment schedule are confirmed.
Bottom line for an NYC indie founder
New York is not automatically too expensive, but it punishes vague planning. A five-person Brooklyn studio built around the documented $106,000 wage benchmark can easily approach $1.1 million in annual cash needs once benefits, contractors, workspace, technology, professional services and launch activity are included. Brooklyn, flexible space, disciplined contractor use and a remote option can extend runway. The city’s talent density, investor access and support programs may justify the premium when they directly improve hiring, financing or production speed.
