The Block’s 2026 GCCI: Why Korea’s Crypto Market Is Strong but Harder to Operate In

South Korea combines strong crypto-market demand with weaker scores for operating and expanding a crypto business across borders. In The Block’s 2026 Global Crypto Competitiveness Index (GCCI), Korea ranked sixth for market context but 12th overall, 13th for domestic regulation, and last for cross-border openness. Those are rankings within The Block’s 15-jurisdiction index—not universal measures of adoption, market size, or whether Korean users can trade internationally.

What Korea’s GCCI rankings say

The rankings describe a gap between a market’s commercial appeal and the conditions for building a business there. Korea’s strong market-context result reflects demand; its lower overall position reflects the other conditions the index weighs, including regulation, access, and cross-border activity.

GCCI measure Korea’s 2026 result What it indicates
Overall 12th of 15 jurisdictions Combined result across the index’s categories.
Market context 6th of 15 jurisdictions Comparatively strong demand-related conditions.
Domestic regulation 13th of 15 jurisdictions A comparatively weak result for domestic operating conditions as assessed by the index.
Cross-border openness Last of 15 jurisdictions The index’s assessment of international operations and investment—not a claim that Korean users or firms cannot operate internationally.

These are The Block’s rankings, published in its Korea profile on October 8, 2026. They should be read as one publisher’s comparative framework, not as a regulator’s classification or a forecast of investment returns.

How the index evaluates a crypto market

The Block says the GCCI assesses 17 factors across four categories. It gives more weight to regulation and access than to market context, so high trading activity alone cannot offset substantial barriers to operating or doing business internationally.

  • Genuine Check: confirm your signer is authentic during setup with the Ledger Wallet app.
  • Protect your signer: keep it in mint condition at all times with a bespoke Pod or Case to avoid scratches and everyday wear and tear.
Category What it considers
Market context Demonstrated demand, including trading volume and ownership.
Industry The established business base, talent, and capital.
Regulation and access Licensing, banking, custody, and permitted products.
Cross-border openness International operations and investment.

This structure explains why a country can have active traders and liquid local markets yet score poorly as a base for companies serving customers or moving capital across borders. The GCCI is useful for comparing those dimensions; it does not replace jurisdiction-specific legal diligence.

Why Korea developed a large retail market

The Block’s profile traces Korea’s early crypto surge to a digitally connected population, an active retail-investor base, familiarity with tradable digital goods through online gaming, and ready access to won-denominated altcoin markets. In the profile’s account, buyers could often purchase altcoins directly with won instead of first converting through bitcoin, reducing friction for retail participation.

The profile reports that a December 2017 Saramin survey found 31.3% of 941 surveyed office workers had invested in virtual currencies. Their average reported position was 5.56 million won, and 54.2% cited “the fastest way to make money” as a reason. It also reports that won-denominated trading represented about 21% of global crypto volume by December 2017. These are historical figures reported by The Block from 2017 sources, not current market measurements or independently audited estimates.

How policy and banking shaped market access

The 2017 token-issuance ban and 2018 shift

The Block describes a September 2017 government action as prohibiting token issuance, amid concerns about speculation and ICO-related fraud. According to the profile, the prohibition applied to issuing entities; some Korean teams moved foundations offshore while continuing to operate from Korea. In January 2018, a proposed exchange shutdown became a public controversy. The profile says that by February the government had opted for regulation rather than closure and introduced real-name trading accounts. This is The Block’s summary of the historical sequence, rather than a substitute for the underlying government documents.

Real-name accounts made banks gatekeepers

Under the system described by The Block, customers needed verified accounts in their own names, and exchanges needed commercial-bank relationships to handle won deposits. Banks therefore had considerable influence over access to the fiat on-ramp while carrying anti-money-laundering responsibilities.

The profile says Upbit could not onboard new won-account customers for a period before it secured K Bank as its partner in June 2020. It reports that Upbit added 4.2 million users from June 2020 to July 2021, compared with Bithumb’s 820,000, and held about 80% of Korean trading volume by August 2021. Those are historical figures reported by The Block, not current user growth or market share. The episode illustrates how access to banking could shape exchange competition: a market’s demand does not ensure every operator has the same route to customers.

Investor protection after Terra-Luna

The Block says the 2022 Terra-Luna collapse accelerated a shift from access controls and virtual asset service provider (VASP) registration toward investor protection and market conduct. Its profile describes the Virtual Asset User Protection Act as passed in June 2023, with safeguards for customer assets, cold-storage requirements, insurance or reserves, prohibitions on specified unfair trading, and supervisory powers for the Financial Services Commission.

This is a high-level summary of the law as presented in the profile. The profile alone does not establish current implementing details, thresholds, or how a particular business must comply. Companies making operational decisions should check current Korean rules and regulator guidance with qualified legal counsel.

What has changed for companies and institutions

The Block reports two developments pointing toward greater—but still bounded—corporate participation. First, a qualified-investor pilot allowed 3,500 companies and investment corporations to register for investment-purpose real-name accounts. Second, it reports that BitGo Korea became the first global entity to register as a VASP in summer 2026 and could provide custody services to Korean companies and institutions.

These reports suggest a possible widening of institutional access; they do not by themselves establish that every company qualifies, that every service is permitted, or that broader corporate access is settled. Eligibility and service permissions need confirmation in current official records.

Policy questions still open as of October 2026

The profile identifies several developing areas, but its account should not be mistaken for confirmation that a product or law has launched. As of The Block’s October 8, 2026 profile:

  • Spot Bitcoin ETFs: The profile described them as targeted for later in 2026. That is a reported target, not confirmation of availability.
  • Won-denominated stablecoins: Issuer governance remained under debate, including a bank-led proposal; the profile does not establish a settled framework.
  • Second phase of the Digital Asset Basic Act: The profile treated it as a developing policy question, not enacted law.
  • Tokenized equities: The profile reported phased rollouts beginning in February 2027, initially focused on privately placed assets. That was a future plan as of the profile’s publication, not evidence that a rollout subsequently occurred.

The current official status of these proposals and timelines is not established by the profile. Check Korean regulator and government announcements before relying on them for a launch, investment, or compliance decision.

How to interpret Korea’s business opportunity

Korea’s appeal and its operating constraints belong in the same assessment. Local participation and liquidity can offer a meaningful customer base, while banking access, licensing, custody, product permissions, and rules for international activity can increase friction or limit a company’s options.

For a practical comparison with another jurisdiction, assess the same four questions the GCCI raises:

  1. Demand and liquidity: How deep is the local market, and what evidence supports that assessment?
  2. Business ecosystem: Are there established firms, relevant talent, and available capital?
  3. Operating access: What licensing, banking, custody, and product permissions would the specific business need?
  4. Cross-border activity: Can the business serve its intended clients and move capital under the applicable rules?

Korea’s 2026 GCCI profile is a snapshot of how The Block weighs those conditions, not a blanket verdict on every crypto activity in the country. For a market entrant, the central distinction is between finding demand and obtaining permission, banking, and infrastructure to serve it.
