The Best Settings for Lowering AI Agent Token Usage and API Costs

The most effective way to cut an AI agent’s bill is to control every billed token and every repeated model hop. Measure input, cached-input, output, and reasoning tokens first. Then use the lowest reasoning effort that passes your quality checks, set task-specific output ceilings, keep a stable cacheable prompt prefix, load only relevant tools, remove repeated context, and impose hard limits on turns and retries.

A short visible answer is not proof of a cheap request. Reasoning tokens can be hidden from the displayed response while still counting toward output usage and billing, and an agent may resend the same context several times while calling tools.

Why an agent can be expensive even when its answer is short

AI-agent billing is usually driven by the complete request history, not only the text a user sees. OpenAI separates usage into input tokens, cached-input tokens, output tokens, and reasoning tokens. Reasoning tokens are hidden from the visible answer but count toward output usage and are billed as output tokens. A response containing two sentences may therefore have consumed a much larger internal budget.

Every tool round can add another copy of the conversation, tool definitions, and instructions. A plan that calls a search tool, then a database tool, then a formatter can cost more than a single long response, even if the final message is brief. Retries after timeouts or malformed tool calls add further requests.

Do not select a model solely by its advertised price per million tokens. OpenAI notes that models tokenize the same text differently and may generate different quantities of output or reasoning. The useful comparison is total cost for a successful representative task.

Usage category What it includes Why it matters
Input tokens Instructions, conversation history, user data, tool definitions and schemas, and other supplied context Large histories and repeated tool results can dominate cost.
Cached input Input matching a provider’s reusable prompt prefix Usually costs less than uncached input, but only when the rendered prefix remains identical.
Output tokens Visible answer plus provider-counted internal reasoning where applicable Reasoning can make a short displayed answer expensive.
Reasoning or thought tokens Hidden deliberation generated by reasoning-capable models Higher effort can improve difficult-task accuracy while increasing usage.

Start with a real cost baseline

Before changing settings, capture usage for a fixed set of tasks. Include easy requests, long-context requests, tool calls, failures, and tasks where correctness is difficult. A single “average request” hides the cases that drive the bill.

  1. Record per-request input, cached-input, output, reasoning or thought tokens when the provider exposes them, total tokens, latency, and API cost.
  2. Record the number of model turns, tool calls, retries, timeouts, truncations, and validation failures.
  3. Label whether the task succeeded without human repair. A cheap failed attempt is not a saving.
  4. Aggregate the same fields by task type, model, effort level, and deployment version in a dashboard.
  5. Keep this workload unchanged while testing one setting at a time.

OpenAI’s Help Center guidance emphasizes inspecting per-request usage and aggregate dashboards. Google’s usage metadata similarly exposes token counts for cached content and long-decode requests. Use the provider’s own accounting rather than estimating cost from character count or visible response length.

Choose the lowest reasoning effort that still passes

Reasoning effort is a quality-versus-usage control, not a universal “better” switch. OpenAI’s reasoning-model guidance states: “Lower effort favors speed and lower token usage, while at higher effort the model thinks more completely to provide higher quality responses.” Google exposes an analogous thinking_level control and recommends lowering it when fewer tokens are needed.

Use low effort for bounded, routine work

  • Routing a request to a known workflow
  • Classification against a fixed label set
  • Extraction into a schema
  • Formatting, rewriting, or field validation
  • Selecting a tool from a small, unambiguous set

These tasks should also use concise instructions and strict structured output so the model has little opportunity to elaborate.

Reserve medium or high effort for measurable difficulty

Use more effort when the task requires multi-step planning, nontrivial code generation, conflicting constraints, formal reasoning, or synthesis across many documents. Raise the setting only when your evaluation set shows a meaningful improvement in correctness, fewer tool errors, or fewer retries.

Test effort as a quality budget

  1. Run the same representative task set at low, medium, and high effort.
  2. Measure success rate, factual or rule violations, tool-call validity, retries, truncations, latency, and total billed tokens.
  3. Choose the least expensive level that meets your acceptance threshold.
  4. Keep a small sample of difficult cases in every future regression run; optimizing only easy requests can conceal failures.

Do not infer quality from a single impressive answer. The right setting is the one that minimizes cost per successful task for your workload.

Set an output ceiling for each task

Use the provider’s generation limit instead of allowing every request to consume a generous default. In the OpenAI Responses API the control is max_output_tokens; Chat Completions uses max_completion_tokens. Other providers expose equivalent limits. Add a stop condition when the format has a clear endpoint and the API supports one.

The ceiling must cover all tokens counted in that provider’s output budget. Google documents that its max_output_tokens limit combines thinking and visible output. Setting it too low can terminate a response while the model is still thinking. For a hard task, increase the ceiling or lower the thinking level rather than assuming a tiny limit will make reasoning efficient.

Task Starting policy Adjust when
Classification or extraction Small fixed ceiling, strict structured output, and a stop condition if supported Raise only when valid fields are being truncated.
Tool selection or routing Small-to-medium ceiling with low reasoning effort Raise when arguments are incomplete or the wrong tool is selected.
Coding or multi-step planning Medium ceiling with an explicit completion format Raise after observing truncation or incomplete plans.
Long research or formal reasoning Larger ceiling plus a wall-clock and spend budget Stop when the success criteria are met; do not let open-ended exploration run indefinitely.

Distinguish truncation from quality failure

Log the provider’s finish reason and validation result. A response that reaches the ceiling is a capacity problem; a complete response with invalid content is a quality or prompt problem. Those cases require different fixes. Raising the ceiling for every invalid answer can increase cost without improving correctness.

Make prompt caching actually reusable

Prompt caching works only when the rendered prefix matches. OpenAI includes instructions, developer messages, tool definitions, schemas, and conversation history in the rendered context. Put stable material at the beginning and changing values at the end.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build a stable prefix

  • Keep system and developer instructions byte-for-byte stable where possible.
  • Place shared policies, reference material, and stable examples before user-specific content.
  • Keep tool names, descriptions, schemas, and ordering unchanged across turns.
  • Append new conversation turns instead of rewriting earlier history.
  • Put timestamps, user IDs, retrieved snippets, random identifiers, and other changing values after the stable section.

For GPT-5.6 and later, OpenAI documents a minimum visible cacheable prefix of 1,024 tokens. Its listed pricing gives cache writes at 1.25 times the uncached input rate and cache reads at 0.1 times the uncached rate on most listed models; GPT-6.1 Sol is listed at 0.05 times for cache reads. A write surcharge means caching is not automatically cheaper for a prefix used only once. Monitor reuse frequency and realized cost.

Google’s context-caching guidance likewise recommends placing large, common content at the beginning and reports cached-token counts in usage metadata. Google also gives a documented long-decode example in which repeated input is automatically discounted by 95% through implicit caching. Treat that as an example of the provider’s documented behavior, not a universal discount for every model or workload.

Find cache-breaking changes

Compare the first differing token between two rendered requests. A changed schema, reordered tool, inserted timestamp, or rewritten history can invalidate the reusable prefix from that point onward. After any context-management change, inspect both total tokens and cache-hit rate; reducing input while destroying cache reuse can produce a worse bill.

Keep tools stable, but do not load every tool every time

Tool definitions are part of the context and can be cached. A large catalog of rarely used tools adds input tokens to every early turn. Keep definitions stable for tools that remain available, and restrict the allowed set when the request clearly belongs to one domain.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use deferred or staged loading

  1. Start with a small router or capability list.
  2. Classify the request using low effort.
  3. Load only the schemas needed for the selected workflow.
  4. Keep the loaded subset’s order and wording stable across turns.
  5. Disable tool calling for requests that should produce a direct answer, while preserving cache continuity when your provider’s context rules make that useful.

Do not rebuild the full tool list on every turn. A changed description or schema can break the cacheable prefix and force the agent to pay for the entire context again.

Remove repeated context before removing useful context

OpenAI recommends shortening or preprocessing large inputs, dividing oversized material, and summarizing or preprocessing text before sending it. Start with duplication that does not improve correctness:

  • Repeated tool results copied into later prompts
  • Stale instructions that no longer apply to the current workflow
  • Duplicate documents or overlapping retrieval chunks
  • Verbose logs when only a status or error code is needed
  • Conversation turns that have been superseded by a verified summary

Keep the facts required for the model to make the right decision. A summary can remove a crucial exception, identifier, or table row. Store full source material outside the prompt and retrieve the smallest relevant slice when the workflow permits.

Handle compaction carefully

Compaction or summarization can change the first differing token and therefore reduce cache reuse. Compare the before-and-after cache-hit rate, not just the number of input tokens. If a compacted history is cheaper but causes more retries or tool mistakes, evaluate cost per successful task rather than raw context size.

Put hard limits on the agent loop

Set maximum model turns, retry counts, tool-call timeouts, and a per-task spend ceiling in the orchestrator. Providers do not publish one universal loop limit; these are engineering controls based on the fact that every hop can resend context and generate new output or reasoning tokens.

Stop on a verifiable success condition

Define what completion means for each workflow: a validated JSON object, a successful database write, a test suite passing, or a response that satisfies a required field list. Stop immediately when that condition is met. An agent that continues “checking” after success can spend more than the original task.

Make retries selective

  • Retry transient transport failures with a small maximum count.
  • Do not blindly retry schema or argument errors; repair the generated call or route to a fallback.
  • Use timeouts for tools that can hang.
  • Cache deterministic tool results where the underlying data has not changed.
  • Abort when the task reaches its spend or wall-clock budget and return a diagnosable partial result.

Track retries separately from ordinary turns. A configuration that looks inexpensive per call can be costly when its first attempt fails often.

Compare configurations by cost per successful task

When two configurations both meet your quality requirement, compare them on the complete operating profile rather than a single token number.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison axis What to measure
Cost efficiency Total API cost divided by successfully completed tasks, including retries and tool calls
Cache performance Cache-hit rate, cached-token volume, and stability of the cacheable prefix
Quality Task-success rate, validation failures, factual errors, and human corrections
Latency Time to first token, total completion time, and tool wait time
Reliability Truncations, timeouts, failed tool calls, and retry frequency
Operations Complexity of routing, observability, cache management, and fallback behavior

A practical optimization sequence

Apply changes in an order that preserves visibility into cause and effect.

  1. Instrument. Capture all token categories, cost, turns, tools, retries, latency, and success.
  2. Separate workloads. Group routing, extraction, coding, planning, and long-form tasks instead of averaging them together.
  3. Lower effort. Test low effort first on routine tasks, then increase only where quality measurements justify it.
  4. Set ceilings. Add task-specific output limits and stop conditions; monitor finish reasons for truncation.
  5. Stabilize the prefix. Move invariant instructions and schemas ahead of changing values and preserve ordering.
  6. Trim context. Remove duplicate results, stale instructions, and irrelevant documents while retaining correctness-critical facts.
  7. Stage tools. Route with a small set, then load only the schemas needed for the selected workflow.
  8. Bound loops. Enforce turn, retry, timeout, wall-clock, and spend limits.
  9. Re-evaluate. Run the same representative workload and keep a change only when cost per successful task improves without unacceptable quality or latency regression.

Troubleshooting common cost surprises

The answer is short, but output usage is high

Inspect reasoning or thought tokens and the configured effort level. Lower effort for that task if the evaluation set shows no unacceptable quality loss, then set a realistic output ceiling.

Input tokens fell, but the bill did not

Check whether cache hits fell after compaction, reordering, or a prompt rewrite. Also check whether retries or tool turns increased. Total cost includes both the smaller request and the operational behavior around it.

A low output limit causes incomplete responses

Determine whether the provider combines thinking and visible output in the same limit. If it does, either raise the ceiling for hard tasks or lower thinking effort when the task can tolerate less deliberation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Caching shows few or no hits

Compare rendered prefixes, not source-template files. Look for timestamps, changing IDs, reordered tools, altered schemas, inserted retrieval text, or rewritten conversation history before the intended breakpoint. Ensure the stable prefix is long enough for the provider’s minimum; OpenAI’s documented threshold for GPT-5.6 and later is 1,024 visible tokens.

The agent keeps spending after it has solved the task

Add an explicit success predicate and stop the loop immediately when it validates. Then set maximum turns, retries, timeouts, and a per-task budget so an unusual tool or model behavior cannot run indefinitely.

Recommended default policy

Use low reasoning effort, a small fixed output ceiling, and strict structured output for routing, extraction, classification, and formatting. Keep medium effort and a larger ceiling for coding or multi-step plans, raising either only after observing truncation or quality failures. Use high effort and a generous but finite budget for genuinely difficult reasoning, with a wall-clock cutoff.

Place stable instructions, shared references, and tool schemas first; put changing user data and timestamps later. Load only relevant tools, remove repeated context, cache deterministic results, and stop at a validated success condition. Review the resulting cost per successful task after every material change.
