Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteThe best free budgeting tool depends on what you need: Empower offers a broad financial dashboard and spending overview; Rocket Money has a continuing free tier for subscription tracking and up to two custom budget categories; EveryDollar offers a free web budget with important U.S. availability limits; and the FTC’s worksheet lets you budget without an app. YNAB is a trial, not a free ongoing service.
These choices are based on current official product descriptions, not hands-on testing. The key distinction is what “free” means for each option: a continuing tier, a limited web version, a capped feature set, or a time-limited trial.

Which free budgeting tool should you choose?
| Tool | What is free | Best fit | Important limit |
|---|---|---|---|
| Empower Personal Dashboard | Ongoing free dashboard and financial tools, including budgeting and cash-flow tracking | People who want a broad view of spending, accounts, investments, and financial planning | Its breadth is a financial overview; the available information does not establish that it supports every style of detailed category budgeting. A separate advisory service is paid. |
| Rocket Money | Ongoing Free Tier with subscription and bill tracking, spending and income tracking, transaction categorization, and up to two custom category budgets | People who want to monitor recurring subscriptions and a small number of budget categories | Unlimited budgets/categories and cancellation assistance are paid features. |
| EveryDollar | A free budget on EveryDollar.com using a computer or laptop; the inspected help page does not detail all free-tier features | People who want a web budget in the Ramsey ecosystem, including eligible international users | The mobile app and Premium are U.S.-only. Premium is listed at $17.99 monthly or $79.99 yearly. |
| YNAB | 34-day trial; direct signup does not require a credit card | People who want to try an intentional, every-dollar-has-a-job budgeting method before subscribing | It is not a continuing free plan. Eligible college students may qualify for a 365-day trial. |
| FTC budget worksheet | Free guidance and worksheet from consumer.gov | People who prefer a written budget and do not want to start with an app | You update and compare the plan with actual spending yourself. |
What makes a budgeting tool genuinely free?
Check whether the product stays free after a trial, what its free tier omits or caps, and whether its budget method suits you. A spending dashboard can help you see where money went; a category-based plan asks you to assign money before spending it. They solve related but different problems.

- Free web version: EveryDollar’s help page says international users may create a free budget on its website with a computer or laptop. It does not enumerate all free-version capabilities.
- Trial: YNAB’s 34 days are a chance to try the service, not an ongoing free plan.
- No-app method: The FTC worksheet is free and does not require a budgeting app.
Empower: best for a broad financial overview

Its listed tools cover budgeting and cash flow, expense tracking with automatic transaction categorization, portfolio analysis, retirement planning, net worth, savings, debt paydown, and emergency-fund planning. It says users can connect retirement, investment, loan, mortgage, bank, and credit-card accounts. See Empower’s financial tools.

EveryDollar: a free web budget with regional limits
EveryDollar’s support page says international users can make a free budget at EveryDollar.com using a computer or laptop. The mobile app and Premium are available only in the United States. The Ramsey Solutions Help Center page, updated September 28, 2026, lists Premium at $17.99 per month or $79.99 per year and says new Premium users can receive a four-day free trial. Those prices and trial terms describe Premium, not the ongoing free web budget. Check the EveryDollar Premium subscription cost page for its current details.
YNAB: a paid budgeting method you can try first
YNAB offers a 34-day trial, not a general free plan. The company says direct signup does not require a credit card, but third-party app stores may require one; it says it will not charge you unless you subscribe after the trial. Its method asks you to give every dollar a job, making it a different approach from simply reviewing categorized spending.

Budget without an app using the FTC worksheet
The Federal Trade Commission’s consumer.gov guide explains a written monthly budget and provides a worksheet. Its basic method is to write down income and expenses, subtract expenses from income, then use the budget each month to compare the plan with actual spending.
