That gap is a puzzle of timing, adoption, measurement and distribution—not proof that innovation itself is slowing growth.
Why isn’t AI boosting productivity yet?
Because progress in AI and progress in an economy’s measured productivity are different things. A model may help a worker complete a task faster, or a company may spend heavily on AI, without producing a detectable increase in output per hour across an entire economy.

In April 2024, the OECD concluded that the acceleration of AI development and diffusion had not been associated with higher productivity growth at the macroeconomic level in the evidence it reviewed. The finding describes the record available at that time; it does not establish that AI cannot raise productivity, or that no individual firm or task has benefited.

It helps to distinguish the measures involved:
- Task- or firm-level productivity concerns the output or time savings observed in a particular activity or organization.
- Labour productivity measures output per hour worked across a firm, sector or economy.
- Total factor productivity (TFP), also called multi-factor productivity (MFP) tries to account for several inputs, such as labour and capital, when measuring how efficiently they produce output.
A gain in one task is not automatically a gain in national output per hour. And neither measure, on its own, tells us how widely the gains are shared.

What the aggregate numbers do—and don’t—show
The most recent aggregate figures in the sources cited here add nuance, but do not settle the question of AI’s contribution. The OECD’s Compendium of Productivity Indicators 2026 reports that labour productivity growth across OECD countries was 1.2% in 2024, up from 0.6% in 2023. It also reports that economy-wide MFP growth remained slow in 2024. The change in labour productivity cannot be attributed to AI on these figures alone; the report notes other possible drivers.
The distinction between an observed statistic and a modeled scenario matters, too. In November 2024, the OECD estimated that AI could potentially add 0.25–0.6 percentage points to annual aggregate TFP growth under the assumptions in its analysis. That is a conditional model estimate, not a measured contribution already realized in the economy.
There is no single settled figure in these sources for how much AI has already added to macroeconomic productivity after separating its effect from other changes. A claim such as “AI raised growth by X” would imply more certainty than the evidence supports.

Why can a general-purpose technology take years to show up in productivity?
Firms need complementary changes, not just access to AI
A new tool often pays off only after workplaces change around it. AI may require redesigned processes, staff training, new responsibilities, reliable data and complementary technology. Those changes take time and can require substantial investment before output improves. The gains may also be hard to identify while an organization is still experimenting or running old and new systems in parallel.
In their 2017 analysis, economists Erik Brynjolfsson, Daniel Rock and Chad Syverson identify implementation lags and complementary innovations as important explanations for a productivity paradox. The implication is not that delayed gains are guaranteed. It is that a period of rapid technical progress can precede the organizational changes needed to realize and spread its benefits.
Some productive investments are difficult to count
Training, workflow redesign and organizational change can help a company use AI more effectively. Yet these intangible investments may not be captured in conventional accounts in the same way as purchases of physical equipment. If both the gains in output and the inputs required to achieve them are measured imperfectly during adoption, measured productivity can lag behind real changes in how work is done.

Measurement is a possible part of the explanation, not a reason to assume that hidden gains must be large. AI can also fail to deliver the gains its users expect.

Adoption can be uneven
Early adopters may concentrate in particular companies, sectors or countries. Their improvements can be meaningful without moving economy-wide statistics much, especially if many other organizations have not adopted the technology or cannot yet use it effectively. The OECD’s 2024 analysis identifies uneven adoption and concentration as policy concerns.
Does more R&D lead to faster productivity growth?
Not by itself. Research and development can create useful technologies, but the amount spent on research does not guarantee that its results will become widely adopted, produce more output, or support broad-based growth.

In a September 2024 article for the IMF’s Finance & Development, economist Ufuk Akcigit argues that market concentration can shape the direction and effects of R&D. Dominant firms may use research to defend their position, while market power can make it harder for smaller entrants and their innovations to gain a foothold. This is one structural explanation for why innovation spending might not translate into stronger economy-wide productivity; it is not a complete account of the productivity slowdown.
The wider lesson is that the link between invention and growth runs through incentives, competition, diffusion and implementation. Research that strengthens an incumbent’s position may produce a private advantage without creating a comparable increase in economy-wide output. Conversely, an innovation with broad potential may contribute little if it remains confined to a few early adopters.
How much investment is happening—and what can it tell us?
Stanford HAI reported $252.3 billion in corporate AI investment in 2024 in its 2025 AI Index Report: Economy. That figure measures investment, not productivity gains. Investment can signal expectations and resources committed to a technology; it does not establish how much additional output those resources have produced, or how widely any gains have spread.

| Evidence | What it measures | What it does not establish |
|---|---|---|
| Stanford HAI: $252.3 billion of corporate AI investment in 2024, reported in 2025 | Corporate investment in AI | The resulting change in economy-wide productivity |
| OECD: potential contribution of 0.25–0.6 percentage points to annual aggregate TFP growth, modeled in 2024 | A conditional estimate under the model’s assumptions | An observed or guaranteed contribution |
| OECD: labour productivity growth of 1.2% in 2024 versus 0.6% in 2023, reported in 2026 | Observed change in output per hour across OECD countries | How much of that change AI caused |
These measures answer different questions, so they cannot be combined into a single score for the AI revolution. Investment is an input; productivity is an economy-wide outcome relative to inputs. The latter depends on what organizations produce, how much labour and capital they use, and how the effects spread beyond early adopters.
Is innovation making economic growth slower?
The evidence cited here does not show that faster innovation causes slower growth. It shows a gap between fast-moving technological development and a macroeconomic productivity payoff that has not yet been clearly established in aggregate data. Several explanations are plausible—slow implementation, hard-to-measure intangible investment, uneven diffusion, concentrated market power and overoptimistic expectations—but the sources do not identify one as the sole cause.
Nor are productivity and economic growth interchangeable. Productivity is one source of growth, but overall economic output can also change as the amount of labour or capital used changes. A period of weak productivity growth is therefore not, by itself, proof that innovation has reduced total economic growth.

The pattern has a historical precedent. Economist Robert Solow’s 1987 quip, later cited by the OECD, was: “You can see the computer age everywhere but in the productivity statistics.” It is an analogy for the lag between visible technological change and its appearance in aggregate measures—not evidence that the current AI cycle will follow the same path.
What would show that AI is raising productivity broadly?
A stronger case would require more than reports of AI investment or improvements in selected tasks. Useful evidence would show persistent productivity gains in firms using AI, identify the complementary changes that enabled those gains, and demonstrate that they are spreading across sectors and appearing in economy-wide measures. It would also need to distinguish AI’s contribution from other changes in labour, capital and production.
Until then, the careful conclusion is narrower than either “AI has already transformed productivity” or “AI cannot improve it”: the macroeconomic payoff remains uncertain, while the mechanisms that could delay, limit or distribute it unevenly are real possibilities.
