The agent-to-agent (A2A) economy is an emerging machine-mediated market in which people and companies delegate limited authority to AI agents. Those agents can discover services, negotiate or select options, place orders and trigger payments for one another, subject to rules set by the human or business. The basic capability already exists; identity, authorization, security and accountability are what determine whether it can scale.
What the agent-to-agent economy means
In a conventional online purchase, a person operates the website or app and confirms payment. In an agent-delegated model, the buyer grants an AI agent authority to shop and make payments on the buyer’s behalf. A buyer agent can ask another agent or a merchant system for inventory, prices, delivery terms or software capabilities, then complete an approved transaction without a person handling every screen.

“Agent-to-agent” does not mean that machines have independent legal or financial authority by default. The useful model is bounded delegation: the user or business defines what the agent may buy, for whom, at what price, through which payment method and under which conditions. A reliable system must also preserve a record showing the user’s intent, the agent’s identity, the authorization it received and the result.

Several 2026 measurements show that automated commerce is moving from experiments into production traffic and payment flows:

These figures measure different things: payment volume, merchant observation and automated traffic. Together they show adoption pressure, not proof that a universal agent marketplace or a settled standard already exists.
How an agent-mediated purchase works
- Set the mandate. A person or business specifies the task, budget, eligible merchants or categories, delivery constraints, expiration time and whether the agent may complete payment automatically.
- Discover capabilities. The buyer agent finds a merchant, service or specialist agent that can provide the requested product or action. Discovery systems need machine-readable descriptions of capabilities, prices, availability and required inputs.
- Exchange context and tools. Agents share only the context needed for the task and call approved tools or APIs. The receiving system must distinguish an authorized tool call from an arbitrary request that merely looks like one.
- Verify identity and intent. The merchant or payment provider checks which agent is acting, which principal it represents and whether the proposed action matches the mandate. High-risk actions may require a fresh user confirmation.
- Authorize and pay. The payment rail applies spending limits, credential controls, fraud checks and any required step-up authentication. Settlement can use ordinary card acquiring or machine-speed systems such as x402 for eligible micropayments.
- Record and support the outcome. Both sides retain an audit trail of the mandate, agent identity, request, authorization decision, receipt, delivery status and any cancellation or dispute.
The standards and payment layers
No single protocol currently covers the entire transaction. The emerging stack separates communication, authorization, merchant interoperability, payment credentials and settlement.

Can AI agents actually buy from other agents?
Yes, when the participating systems expose compatible interfaces and the buyer’s authority is explicit. An agent could, for example, ask a travel-planning agent for itineraries, have a booking agent check availability, and authorize a purchase only when the total remains below a defined limit. The agents are coordinating services, but the payment still needs a recognized principal, a valid credential and a mechanism for resolving mistakes.

Autonomy should therefore be graduated rather than absolute. A low-value, recurring purchase may be completed automatically. A high-value order, a new merchant, a change in shipping address or a regulated item can require a human confirmation. Mandates should expire, be revocable and be narrow enough that a compromised agent cannot repurpose them for unrelated purchases.
Trust and security are the gating issues
Every implementation should answer four questions before it optimizes speed:
- Who is the agent? Use verifiable agent identity and distinguish the software operator from the human or company represented.
- What authority was granted? Preserve the original intent, amount, category, merchant and time limits, and reject actions outside those conditions.
- Did the action reflect the user’s intent? Show the material terms the agent used, including price, recurring charges, delivery and cancellation conditions.
- Who is accountable? Define liability, refunds, chargebacks, dispute handling and support when an agent is wrong, manipulated or hijacked.
The Akamai findings make API security a practical prerequisite: an organization that cannot identify which interfaces expose sensitive data cannot reliably authorize an agent to use them. Controls should include least-privilege tokens, scoped tool access, rate limits, anomaly detection, secret rotation, isolation between customers and detailed logs. Prompt injection and poisoned tool output also need treatment as security events, not merely model-quality problems.

Mastercard’s framing is consistent with this approach: clear user intent, secure credentials and verifiable agent identity are necessary for agentic payments. A polished conversational interface is not a substitute for those controls.

Make the catalog machine-readable
Publish stable product or service identifiers, prices, availability, taxes, delivery promises, eligibility rules and return terms. Agents cannot make dependable choices from information that is visible only as a changing visual layout.
Separate discovery from permission
Allow an agent to read public catalog data without granting it order-writing or payment privileges. Require a distinct, auditable authorization for checkout, refunds, account changes and access to customer data.

Implement an agent-aware checkout
Accept the agent identity and mandate as transaction data, validate limits server-side and return a structured receipt. Do not treat a user-agent claim in a header as proof of authority.
Prepare operations and disputes
Support cancellations, partial fulfillment, refunds and human escalation. Staff should be able to trace a disputed order from the final payment back to the exact mandate and tool calls that produced it.

Track agent visits, authenticated sessions, authorized orders, failed mandates, fraud attempts, conversion and post-purchase outcomes separately. The PayPal survey’s distinction between partial visibility and complete understanding is important: seeing an AI agent is not the same as knowing what it was allowed to do.
How to evaluate an agent-commerce system
When comparing a protocol, vendor implementation or internal design, use the same questions for each option:

| Fraud protection | What detects account takeover, prompt injection, replayed mandates, unusual tool use and credential theft? |
What happens next
The near-term economy will likely be hybrid. Agents will automate search, comparison, scheduling and low-risk replenishment while people approve expensive, unusual or consequential actions. Standards such as A2A, AP2, UCP and MCP can reduce integration friction, but they do not by themselves establish trust or liability.
Visa and Cloudflare Chief Strategy Officer Stephanie Cohen summarized the shared-responsibility problem in a 2025 statement: “Securing the future of commerce is a shared responsibility, especially as AI agents begin to act on behalf of consumers.” That principle matters more than any individual protocol name. The agent-to-agent economy becomes dependable only when every automated action remains bounded by intent, verifiable identity, secure credentials and a practical path to correction.
