That distinction matters. A prediction that more capital may be raised is not evidence that funds have secured commitments; a fundraising target is not capital already available; and a fund mandate is not proof that investments have been made.

Direct investments: about €100 million

How it fits with Europe’s other late-stage funding effort
The Commission places the proposed Scaleup Europe Fund alongside the European Technology Champions Initiative. The distinction is structural: the Scaleup Europe Fund is described as making direct investments, while the Champions Initiative addresses late-stage funding through an indirect fund-of-funds approach.

The proposed Scaleup Europe Fund would be established as a dedicated EIC Fund compartment. The European Investment Bank would act as investor of record for the Horizon Europe contribution, while an investment adviser and portfolio manager were still to be identified in the programme description. This describes the planned arrangement, not proof that the fund has begun operating.

A large fund could give promising companies access to substantial capital without requiring them to rely entirely on investors outside Europe. The Commission’s proposal is explicitly designed to draw private co-investment into major European-led rounds. But a target capitalization alone cannot show whether enough capital will ultimately be available, whether it will reach the companies that need it, or whether it will change where successful firms grow and raise future rounds.

To assess any claimed progress, distinguish between the fund’s target and committed capital, commitments and cash available for investment, and announced investments and completed deployments.
