Since October 1, 2026, Ontario’s general minimum wage has been $17.95 an hour, while the special student minimum wage is $16.90—$1.05 less. The lower rate does not apply to every student: it is for qualifying employees under 18. Toronto residents interviewed by Now Toronto objected to the difference, but their comments are individual views, not a representative measure of public opinion.
How much is the student wage gap in Ontario?
Ontario’s rates for October 1, 2026 through September 30, 2027 are $17.95 an hour for the general minimum wage and $16.90 for the student minimum wage. The difference is $1.05 an hour. In the previous rate year, from October 1, 2025 through September 30, 2026, the rates were $17.60 and $16.60, respectively, a $1.00 gap. The latest change raised the general rate by 35 cents and the student rate by 30 cents.
The province says its 2026 increase reflects a 1.9 per cent rise in the Consumer Price Index. Its announcement said more than 700,000 workers were expected to benefit from the general minimum-wage increase; that figure is not a count of student workers or of people affected by the gap. Ontario also estimated that a person working 40 hours a week at the general minimum wage would receive about $728 more in annual pay. That is the province’s estimate for a general-rate worker, not a student-rate estimate.
Who qualifies for Ontario’s lower student rate?
Being enrolled in school does not by itself mean a worker receives the student rate. Ontario’s special rate applies to an employee under 18 who works 28 hours a week or less while school is in session, or who works during a school break or holiday. Students who are 18 or older normally receive the general minimum wage, unless a separate exemption or special rule applies.

A further exception matters for homeworkers: if an employee qualifies for Ontario’s homeworker minimum wage, that higher rate takes precedence over the student rate. Workers unsure which rate applies can check the province’s minimum-wage guidance and the specific rules covering their job and schedule.
Why does Ontario have a student minimum wage?
Ontario’s Employment Standards Act policy interpretation manual says the special rate was introduced to facilitate employment for younger people. The stated rationale is that younger workers may be at a competitive disadvantage compared with older students who have more work experience and may be perceived by employers as more productive. That is the government’s explanation for the policy; it does not settle whether the distinction is fair or reflect the views of workers quoted in local reporting.

What are Toronto residents saying about the difference?
In an article published around October 2, 2026, the day after the new rates took effect, Now Toronto asked residents whether students should still be paid less. Several interviewees focused on expenses, equal pay for equal work and the cost of education.
- Wuu H. pointed to rent and phone bills, saying young people can have substantial expenses and questioning the assumption that under-18 workers have fewer costs.
- Alfred T. argued that people doing the same job should be paid equally, regardless of whether one is a student.
- Mike T. said it was unfair for two people doing the same work to receive different minimum rates, and noted students need to save for education.
Now Toronto also reported criticism from the Workers’ Action Centre that annual cost-of-living adjustments lag behind workers’ needs. The article presented this as wording from the caption of an Instagram post, not as a formal study quantifying the shortfall. The street interviews likewise do not establish how Toronto residents generally feel: the article does not report a survey sample or polling method.

What is at stake in the fairness debate?
The dispute is not only about the size of the $1.05 difference. It turns on competing considerations: equal pay for people doing the same work, the government’s youth-employment rationale, and whether age or school status says enough about a worker’s experience, expenses or financial independence. The residents interviewed by Now Toronto emphasized expenses and equal treatment; the government manual emphasizes younger workers’ competitive disadvantage.
Ontario indexes minimum-wage rates annually to inflation. It publishes the next rates on or before April 1, and they take effect October 1. Inflation indexing describes how the rates are adjusted; it does not resolve the Workers’ Action Centre’s separate criticism that the increases do not keep pace with what workers need.

What happens when the rate changes during a pay period?
Ontario’s law treats a pay period that straddles a minimum-wage change as two periods for calculating minimum pay. The applicable rate must be paid for the work on each side of the change date. For the 2026 rates, that means the new rate applies to work performed on or after October 1, 2026—not retroactively to earlier work in the same pay period.
