Tether signed a memorandum of understanding with Kazakhstan’s National Bank and the Alatau City Authority on October 7, 2026, to explore stablecoins, asset tokenization and decentralized finance. The agreement sets out research and possible pilot work—not a launched tenge stablecoin, a finalized tokenization product or a deployment date.

What did Tether agree to explore with Kazakhstan?

The MoU outlines several areas of study and potential development. Tether’s announcement says the parties will:

  • Study international stablecoin models, identify potential use cases, and prepare a concept and pilot proposal for a stablecoin pegged to Kazakhstan’s currency, the tenge.
  • Develop a framework for tokenizing assets in Kazakhstan, identify priority asset categories, and design a conceptual model. The parties may use Hadron by Tether and plan a tokenization pilot within Alatau City’s jurisdiction.
  • Hold workshops and training on stablecoin issuance, reserve management, digital assets and real-world-asset tokenization using distributed-ledger technology.
  • Explore decentralized finance (DeFi). The announcement does not specify a DeFi product, protocol or pilot design.

The announcement does not identify an issuer, reserve assets, redemption terms or network for the proposed tenge stablecoin. It also names no asset category or launch date for the possible tokenization pilot. Tether’s announcement describes areas for exploration, not settled product terms.

Will Kazakhstan get a tenge stablecoin?

The MoU proposes studying a tenge-pegged stablecoin and preparing a concept and pilot proposal. It does not announce that such a token has been issued or approved for launch. Whether a pilot proceeds, who would issue it, how it would be backed, and how holders could redeem it remain unspecified in the announcement.

What is Hadron in the tokenization plan?

Hadron by Tether is identified in the announcement as Tether’s tokenization platform. The parties may use it to help develop a tokenization framework and conduct a pilot in Alatau City. The announcement does not commit them to using Hadron, specify which assets might be tokenized or give a pilot date.

Who signed the MoU?

The parties are Tether, Kazakhstan’s National Bank (NBK) and the Alatau City Authority (ACA). The NBK is the country’s central bank. Tether describes the ACA as a specialized state administrative body responsible for public administration and regulatory development in Alatau under the city’s special legal regime.

Tether CEO Paolo Ardoino said the collaboration would support exploration of digital assets and sovereign-level financial infrastructure. He also referred to a “strategic reserve framework”; that is his statement, not evidence that the MoU establishes a state reserve or a reserve arrangement with Tether. NBK Deputy Governor Binur Zhalenov said the bank intends to study international practices while prioritizing financial stability, transaction transparency and investor protection. Both statements appeared in Tether’s announcement and are attributed views, not independent findings about the agreement’s eventual effects.

How does the agreement fit Kazakhstan’s digital-asset policy?

Kazakhstan’s broader policy framework provides context for the MoU, but it does not turn the proposed work into an issued product. The National Bank says a comprehensive framework for digital-asset circulation took effect on May 1, 2026, following legislative amendments. It classifies money-backed stablecoins, tokenized real assets and traditional financial instruments in digital form as digital financial assets. The NBK says it licenses, regulates and supervises specified digital-asset activity outside the Astana International Financial Centre (AIFC); the AIFC continues under its own jurisdiction and legal regime. The NBK’s framework announcement describes those roles.

Kazakhstan had already started sandbox work before the Tether MoU:

  • In July 2025, the NBK announced a special regulatory regime and initial pilot areas that included tenge-denominated fiat stablecoins, real-estate and other real-asset tokenization, and exchanges between unsecured digital assets and fiat money. The July 2025 announcement sets out those areas.
  • In September 2025, the NBK announced a sandbox pilot for a tenge-backed stablecoin launched by Intebix with Solana, Mastercard and Eurasian Bank. The bank presented it as a way to connect crypto-market activity with traditional financial infrastructure. The NBK’s pilot announcement names the participants.
  • A separate June 2025 NBK announcement discussed prospective pilots for national-currency-backed stablecoins, including the digital tenge, and tokenization of financial assets and real estate. It also described a crypto-card mechanism in which a client’s digital assets are sold at payment time and the value is credited to a standard payment card linked to a bank account. That earlier context does not establish a crypto-card product under the Tether MoU. The June 2025 announcement describes those proposals.

The MoU does not say whether its proposed work will replace, extend or connect to the Intebix pilot. The announcements describe different initiatives; the available terms do not establish a direct relationship between them.
