Short answer: upgrade the Google provider in stages, pin the intended version in required_providers, commit the dependency lock file, and review a plan before applying. terraform init selects provider packages; it does not change infrastructure. A plan is a review of proposed actions, not a backup. Rolling back the provider is usually enough after only init or plan, but a refresh or apply can change state, and an apply can change Google Cloud resources. Recovery then depends on the state backend and on whether resources were created during the intervening apply.

Start by identifying the exact version transition

Google provider upgrade instructions are tied to a specific major-version hop. The official 7.0.0 upgrade guide, for example, covers moving from the final 6.x series to 7.0.0. It is rendered in the provider’s 7.24.0 documentation, but it is not a complete change list for every later release.

Before changing configuration, record the version constraint and the version selected in .terraform.lock.hcl. Check both hashicorp/google and, if your configuration uses it, hashicorp/google-beta. The beta provider is an alternate release channel and can have its own requirement and lock-file entry. Read the guide for the precise source and target versions you run; do not assume that a note written for 6.x to 7.0.0 applies unchanged to another major upgrade.

HashiCorp’s guidance is to move to the latest release in your current major series first, make the changes called out by that major-version guide, and obtain a plan without unexpected changes or remaining deprecation notices. Only then should you move to the next major version. The earlier 5.0.0 upgrade guide illustrates the same version-specific approach.

The 7.0.0 guide describes the scope plainly: “The 7.0.0 release of the Google provider for Terraform is a major version and includes some changes that you will need to consider when upgrading.” That statement is from the official Google provider 7.0.0 Upgrade Guide, maintained by the Google Terraform Team and the Terraform team at HashiCorp.

Pin the provider and understand the lock file

Declare the provider source and a deliberate version constraint in the root module. A minimal pattern is:

terraform {
  required_providers {
    google = {
      source  = "hashicorp/google"
      version = "~> 6.34"
    }
  }
}

Use the constraint that matches your migration plan; the example above is illustrative rather than a recommendation for every configuration. Provider requirement syntax and source addresses are documented in HashiCorp’s Provider Requirements reference.

After initialization, Terraform records the selected package and its checksums in .terraform.lock.hcl. Commit that file with the configuration. It allows teammates and automation to use the same provider selections instead of independently resolving a different package.

There are two different version-selection behaviors to keep straight:

  • Change the constraint, then run terraform init: Terraform selects a version that satisfies the new constraint while respecting the lock file’s existing selection when that selection remains valid.
  • Run terraform init -upgrade: Terraform disregards the provider selections recorded in the lock file and selects the newest available version that satisfies the configured constraints. This is appropriate only when you intentionally want Terraform to reconsider the locked version.

The terraform init command reference documents the -upgrade behavior. Review the lock-file diff after either operation, especially when multiple providers or platforms are involved.

A controlled upgrade procedure

  1. Inventory the current selection. Capture the root-module constraints, the selected google and google-beta versions, the backend type, and the exact major-version transition you intend to make. Keep a copy of the current lock file and ensure your normal state-backup or versioning process is working.
  2. Read the matching migration guide. Follow the guide for the exact major-version pair. Resolve renamed arguments, removed features, changed defaults, and deprecations that the guide identifies before attempting the next major.
  3. Finish the current major series first. Move to the latest release in the major version you already use. Run a plan and investigate every unexpected resource action or deprecation notice. A plan with changes you cannot explain is a stop signal, not a reason to proceed quickly.
  4. Edit the root constraint for the target series. Make the smallest configuration change that expresses the intended target. Keep unrelated module, resource, and formatting changes out of the same review so provider-induced actions are easy to recognize.
  5. Reinitialize deliberately. Run terraform init for an ordinary constraint change. Use terraform init -upgrade only if you intend to reconsider the lock-file selection within the constraint. Review the resulting .terraform.lock.hcl diff and commit it with the constraint change.
  6. Generate and inspect a plan. Run terraform plan in the same workspace and backend context used for the eventual apply. Check for unexpected creates, destroys, replacements, updates, provider errors, and deprecation messages. Resolve migration issues and repeat the plan until the actions are understood.
  7. Apply only after review. A clean or expected plan is a review point; it is not a state backup and cannot automatically reverse a later apply. Preserve the plan output according to your change-control process, then apply through your normal approval path.

What init, refresh, plan, and apply do to state

These commands have different consequences, which is why “I ran Terraform” is not enough information to choose a rollback.

Action Provider package selection State and cloud effects Rollback implication
terraform init Installs or selects packages according to constraints and the lock file. Does not modify Terraform state or Google Cloud resources. Pin the prior compatible version and reinitialize.
terraform init -upgrade Ignores existing lock selections and chooses the newest versions satisfying constraints. Does not itself modify state or cloud resources. Restore the prior constraint and lock selection, then reinitialize.
terraform plan Uses the selected provider to read configuration and produce proposed actions. The plan is not an apply. The provider guide’s rollback guidance treats init/plan-only activity as leaving state unmodified. Downgrading the provider is generally sufficient when no refresh or apply occurred.
Refresh or refresh performed while planning Uses the selected provider to read remote objects. State can be rewritten with values read from the API, even though no resource change is applied. Assess state history and backend versioning before assuming a simple downgrade is enough.
terraform apply Uses the selected provider to execute the approved actions. Can change both state and live Google Cloud resources. Provider downgrade, state recovery, and resource reconciliation may all be required.

Terraform’s exact refresh behavior can vary with command and version, so treat any operation that contacted the API as a potential state change. The decisive distinction is whether refresh or apply occurred, not whether the command displayed a plan.

How to read the plan before approving the upgrade

Separate provider migration noise from real infrastructure change

First identify actions caused by your intentional configuration edits. Then inspect every action that appeared only after changing the provider. A provider upgrade should not be accepted merely because Terraform produced a syntactically valid plan. Confirm that replacements, destroys, and broad updates are expected for the target version and that no deprecation warnings remain from the migration guide.

Check both standard and beta resources

If modules use google-beta, inspect those resources separately. A standard-provider upgrade does not prove that the beta channel has the same compatibility or selected version. Keep both requirement blocks and lock-file entries visible during review.

Do not confuse “no changes” with recoverability

A no-op plan means Terraform currently sees no proposed resource action under that provider and state. It does not create a backup, preserve a previous state snapshot, or undo resources created by an earlier apply. Keep state protection and recovery decisions separate from plan review.

Rollback decision matrix

Choose the recovery path by combining three facts: which Terraform actions ran, whether the backend has versioned state, and whether the intervening apply changed cloud resources.

What happened Backend condition Recommended path
Only init, init -upgrade, or plan; no refresh or apply Any backend Pin the prior compatible provider series, run initialization, verify the lock-file diff, and plan. The provider guide says state was not modified by these actions.
Refresh occurred, but no resource-changing apply Local state or remote state without versioning Downgrade and refresh with the prior provider. The official guide says this is likely sufficient because the provider generally reads most state information from the API and the necessary properties were left unchanged. Treat “likely” as qualified guidance, then inspect the resulting state and plan.
Refresh occurred, but no resource-changing apply Remote backend with versioned state Compare the current snapshot with an earlier version and restore the appropriate state version if needed, then verify it against live resources using the downgraded provider.
An apply ran and changed only existing resources Any backend Pin the prior provider. If state is wrong and the backend supports versions, restore the appropriate earlier snapshot; otherwise refresh cautiously and reconcile differences with the live API.
An apply created resources during the upgrade window Any backend Restoring an earlier state snapshot does not delete those cloud resources. Delete them manually when safe, or import them into the restored configuration so Terraform manages them again.

The provider upgrade guides cover this distinction in their rollback and recovery sections. See the 7.0.0 guide and the 5.0.0 guide for the version-specific wording.

Recovery paths in detail

If you stopped after initialization or planning

Restore the previous compatible constraint, reinitialize, and confirm that the lock file selects the intended package. Because no refresh or apply ran, the provider guidance treats state as unmodified. Run a plan to verify that the configuration and state still agree. If the lock file was changed in version control, revert that change through your normal review process rather than deleting it manually without understanding the platform checksums.

If a refresh has already occurred

Determine whether your backend keeps historical state versions. With local state or a remote backend that does not provide versioning, the official guide says refreshing with the downgraded provider is likely sufficient: most state information is read from the Google Cloud API, and the migration left the necessary properties unchanged. This is not an unconditional guarantee for every resource or provider release. Examine the refreshed plan for drift, missing attributes, or forced replacement before applying anything.

If the backend has versioned remote state

Locate the state snapshot from before the upgrade activity and restore it using the backend’s documented version-recovery process. After restoration, compare the restored state with the actual resources in Google Cloud. A state snapshot is Terraform’s record; it is not a time machine for the cloud API. Any resource changed or created after that snapshot still exists until you deliberately reconcile it.

If an apply created resources

List the resources created during the intervening apply and decide whether each should remain. Resources that should not exist must be deleted manually, with the appropriate dependency and safety checks. Resources that should remain must be represented in the restored configuration and imported into the restored state so future plans do not attempt to create duplicates. Do not assume restoring state alone removes anything from Google Cloud.

Common upgrade mistakes and fixes

  • Jumping across major versions: Apply the migration guides in sequence and stage the work through the latest release of the current major series.
  • Using -upgrade by habit: Omit it when you only changed a constraint and want the lock file respected. Use it when reconsidering the locked selection is intentional.
  • Failing to commit .terraform.lock.hcl: Commit the lock file so automation and teammates resolve the same provider packages and checksums.
  • Ignoring google-beta: Audit its requirement and lock-file entry whenever modules use beta resources.
  • Treating a plan as a backup: Preserve state through backend versioning or your established backup process; a plan only describes proposed actions.
  • Assuming downgrade reverses an apply: A provider downgrade changes Terraform’s code, not cloud-side resources. Restore state and reconcile resources separately.
  • Restoring state without checking live infrastructure: Compare the restored snapshot with Google Cloud before the next apply, especially after an intervening create or replacement.

A practical go/no-go checklist

  • The exact source and target provider versions are identified.
  • The matching major-version guide has been read, and its deprecations are resolved.
  • The current google and google-beta constraints and lock selections are recorded.
  • The backend’s state-versioning and recovery capabilities are known.
  • The lock-file diff is reviewed and committed with the configuration change.
  • The plan contains no unexplained replacements, destroys, creates, or upgrade deprecations.
  • A rollback owner knows whether the next command will only select a provider, refresh state, or apply cloud changes.
