Choose based on the job the policy must do. Term life insurance is usually the lower-cost way to cover a defined period, such as working years, a mortgage term, or dependent children’s upbringing. Whole life is permanent, cash-value insurance intended to continue for life when its premiums and other requirements are met. It normally costs more in the early years but can build cash value under the contract.
Neither type is universally better. Start with how long your family or business needs a death benefit, then test whether you can reliably afford the required premium schedule. The National Association of Insurance Commissioners (NAIC) summarizes term coverage this way: “Term life insurance is designed to provide lower-cost coverage for a specific period.” Read the NAIC consumer overview.

Term or whole life: the short answer
Term life generally fits a temporary financial obligation. You select a stated period and a death benefit; if the insured dies while the policy is in force, the beneficiary receives that benefit. If the term ends while the insured is alive, coverage normally ends unless the contract provides a renewal or conversion option.

It is a form of permanent insurance. Premiums are commonly higher than term premiums at the beginning because the policy is designed to remain in force for the insured’s lifetime and to accumulate cash value. The exact guarantees, premium duration, cash-value schedule, loan rules and surrender results are controlled by the policy contract, not by the label alone.

- Favor term for a finite need: You need income replacement while children are dependent, during a working career, or while a debt is scheduled to be repaid, and you want the lowest initial cost for a specified amount of coverage.
- Consider whole life for a lasting need: You need coverage that may continue for life, can afford the higher required premiums, and understand the contract’s guaranteed and non-guaranteed cash-value features.
- Do not decide from a sales illustration alone: Compare guaranteed values, assumptions that are not guaranteed, renewal and conversion provisions, and the consequences of missed payments or surrender.
These are comparison prompts rather than personal recommendations. Health, age, policy design, underwriting, state rules and the amount of insurance all affect the actual offer.
What each policy covers
Term life insurance
A term policy names a coverage period, often expressed as a number of years. The death benefit applies during that period, subject to exclusions, payment of premiums and the other conditions in the contract. Term insurance is commonly used when the financial need has an expected end date: replacing a wage until retirement, supporting children until they are independent, covering a loan balance, or protecting a business obligation that will be reviewed later.
Term insurance generally has no cash value to withdraw or borrow. Its lower initial cost is therefore buying a death benefit for the selected period rather than a cash-value feature. A policy may be level-premium for its initial term, but that does not mean a later renewal will use the same premium.
Whole life insurance
Whole life is cash-value insurance intended to provide lifetime coverage when the contract’s premiums and other requirements are satisfied. A portion of premiums, after insurance costs and fees, can accumulate as cash value. Depending on the policy, the owner may be able to borrow against that value or surrender the policy, but both actions can reduce what beneficiaries receive and can trigger charges or other consequences.
“Whole life” does not by itself tell you whether premiums are payable for life or for a limited period, how quickly cash value grows, or which values are guaranteed. Those details must be shown in the policy and its illustration. The NAIC describes whole life and other permanent policies, including cash-value accumulation and policy loans, in its life insurance topic guide.

Side-by-side comparison
| Comparison | Term life | Whole life |
|---|---|---|
| Coverage period | A stated term; the death benefit applies during that period. | Intended to last for the insured’s lifetime, subject to contract requirements and premiums. |
| Early cost pattern | Generally lower cost for a specified period. A later renewal can cost more than the original premium. | Generally higher early premiums. A level-premium design spreads cost over the intended policy duration. |
| Cash value | Generally none. | Builds under the policy’s terms after fees and insurance costs; access may be through loans or surrender. |
| Main items to inspect | Term length, level-premium period, renewal availability and age limit, renewal schedule, conversion deadline and conversion choices. | Guaranteed premium and cash-value schedule, non-guaranteed assumptions, loan interest and repayment rules, surrender charges, missed-premium provisions, and whether premiums are payable for life or a limited period. |
| Typical use to evaluate | A defined obligation or period of income support. | A long-duration need where the cash-value design and premium commitment are affordable. |
The comparison reflects general product characteristics described by the NAIC Life Insurance Buyer’s Guide and the California Department of Insurance consumer guide. Individual contracts can differ substantially.
How premiums and total costs differ
Official consumer guidance consistently describes term as lower-cost for a particular period and generally more affordable than permanent insurance, especially in early policy durations. That is a general comparison, not a quote or a promise of savings. No universal premium, return rate or break-even age applies to every applicant.

Premiums depend on the applicant’s age, health, tobacco use, occupation, coverage amount, underwriting class, policy design, payment frequency, state and insurer. A term policy can become expensive if it is renewed after the initial period, particularly as the insured gets older. A whole-life policy can require a substantial premium for many years; stopping payments or allowing a policy to lapse can produce results very different from simply “ending” term coverage.
Make an apples-to-apples comparison
- Hold the death benefit constant. Compare proposals with the same or closely matched benefit amount.
- Match the relevant time horizon. If the need is 20 years, first compare a 20-year term with the period for which the permanent policy is expected to be maintained; do not compare unrelated benefit periods.
- Separate guaranteed from non-guaranteed figures. Ask which premiums, cash values and benefits are contractually guaranteed and which depend on assumptions.
- Show the payment schedule. Identify the premium now, when it can change, the last required payment, and what happens if a payment is missed.
- Model exit choices. Request the values for keeping the policy, surrendering it, taking a loan, reducing coverage or allowing nonforfeiture options to apply.
- Review renewal and conversion costs. A low initial term premium does not establish the cost of future renewal or conversion.
The NAIC advises consumers to ask which parts of the premium or policy value are not guaranteed and whether minimums apply. Request the insurer’s current illustration and the contract before relying on a projection.
Term renewal and conversion: provisions to verify
Renewal
Some term contracts are renewable, sometimes without new medical underwriting even if the insured’s health has changed. That convenience can carry a much higher premium. Ask for the actual renewal premium schedule, not only the first-year price, and ask whether renewal stops at a specified age. A policy described as nonrenewable may require a new application to continue coverage after the term.

Conversion
Some term policies permit conversion to a permanent or cash-value policy during a stated conversion period. Conversion premiums will generally be higher than the term premium. The deadline, eligible permanent products, underwriting rules, amount that may be converted and any age limits are policy-specific. A conversion provision is valuable only if you know when it expires and what choices it actually provides.

Before buying, ask the insurer to place these answers in writing:
- What is the exact initial term and level-premium period?
- Is renewal automatic, optional or unavailable?
- What is the premium at each renewal age, and when does renewal end?
- Can the policy be converted without new medical evidence?
- What is the conversion deadline and which permanent policies are available?
- Will conversion change the death benefit, waiting periods, exclusions or other terms?
Whole-life cash value, guarantees and risks
What cash value means
Cash value is an internal policy value, not a separate bank account. Premiums are allocated after insurance costs, fees and other contract charges. The policy specifies how value is credited and when it becomes available. A cash-value figure shown in an illustration may be guaranteed, non-guaranteed or a combination of both.
Loans and withdrawals
A policy loan generally uses the cash value as collateral and accrues interest under the contract. An unpaid loan can reduce the death benefit and cash value and can contribute to lapse. A withdrawal or partial surrender can have similar effects and may alter guarantees. Ask how interest is charged, whether it compounds, how repayment affects benefits, and what happens if the outstanding balance approaches the policy value.
Surrender and lapse
Surrendering a policy can produce less than the premiums paid, particularly in early years or while surrender charges apply. The California Department of Insurance recommends obtaining the method used to determine cash value from guaranteed values. Ask for a year-by-year surrender schedule and the amount available if you stop paying at each point.

Guaranteed versus illustrated values
Read the guaranteed column separately from any current-assumption or illustrated column. A non-guaranteed dividend, crediting assumption or projected value is not the same as a contractual promise. Ask what minimums apply, which assumptions can change, and whether the policy remains in force if those assumptions are lower than illustrated.
Start with the coverage horizon and amount
Before requesting quotes, write down the financial problem the death benefit must solve. The NAIC suggests considering how much income the insured provides and how obligations may change over time. A useful worksheet includes:
- People who depend on the insured’s income or unpaid work.
- Years until children, a partner or another dependent is expected to become financially independent.
- Mortgage, education, business or other debts that should be paid after death.
- Existing savings, investments, employer coverage and other resources.
- Final expenses and any one-time obligations.
- Income or services that would need to be replaced and for how many years.
- The maximum premium that remains affordable during job changes, retirement or other foreseeable disruptions.
Then decide whether the need ends on a known date. If it does, a term period can be matched to that date. If the need is expected to continue for life, evaluate permanent coverage, but only after confirming that the premium schedule is sustainable.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical process for comparing policies
- Define the objective. State the people, debts or obligations the policy should protect and the date or event that could end the need.
- Estimate the benefit. Combine income replacement, debts and one-time costs, then subtract resources that would be available to survivors. Treat the result as a planning estimate, not a quote.
- Set an affordable premium ceiling. Test the payment against ordinary expenses and likely changes in income. A policy that is affordable only under ideal circumstances is not affordable.
- Request comparable proposals. Ask for the same death benefit and relevant period, with premiums shown by policy year.
- Read the contract provisions. Verify exclusions, grace periods, reinstatement, renewal, conversion, premium guarantees, nonforfeiture options and the definition of lapse.
- Inspect the illustration. Mark every value as guaranteed or non-guaranteed and ask what assumptions produce the latter.
- Calculate exit outcomes. Obtain the surrender value, loan balance effect, reduced paid-up option and death benefit after any loan.
- Check jurisdictional help. For a dispute or policy-specific question, contact your state insurance department or a qualified licensed professional. State rules and available products differ.
- Keep records. Save the application, illustration, policy, amendments, premium notices and written answers from the insurer.
Questions to ask an insurer or agent
Questions about the need and design
- What coverage period does this policy solve, and what happens when that period ends?
- How was the proposed death benefit calculated?
- Is the premium level, annually increasing, or subject to another schedule?
- How long must premiums be paid, and what is the payment required at each stage?
Questions about guarantees
- Which premium amounts and death benefits are guaranteed by the contract?
- Which cash values, dividends or credits are not guaranteed?
- What minimum values or premiums apply if assumptions change?
- Can the insurer change charges, credited amounts or other assumptions, and how will notice be provided?
Questions about access and ending the policy
- When is cash value available, and what surrender charges apply?
- What interest rate and repayment rules apply to a policy loan?
- How would a loan or withdrawal change the death benefit, guarantees and lapse risk?
- What happens after a missed premium, during the grace period and on reinstatement?
- What nonforfeiture choices are available if payments stop?
Questions about term options
- Is the policy renewable, and what is the complete renewal premium schedule?
- At what age does renewal end?
- Is conversion available, until what date, and to which permanent policies?
- Will conversion require new medical underwriting or a new contestability period?
Replacing an existing policy without creating a gap
Do not cancel an existing policy merely because a new application has been submitted. Buy the replacement, receive confirmation that it is in force, and verify the effective date before ending old coverage. A change in health during the application process can affect eligibility or the premium for the new policy. The NAIC’s consumer guidance warns that replacing coverage can create a gap or leave you unable to obtain equivalent insurance.

Best Value
Common situations and how to think about them
Income protection while children are dependent
The need has a likely end point, but the date depends on family circumstances. A term period can be aligned with the years of expected dependency and reviewed after major changes such as a child leaving home, a career change or a new debt. The key test is whether the coverage remains adequate for the entire period, not whether the first premium is the lowest available.
Mortgage or other scheduled debt
Match the coverage period to the obligation only if the debt is actually expected to be repaid on that schedule. If repayment may be accelerated, refinanced or extended, reassess the term and benefit rather than assuming the original dates remain correct.
A permanent estate or final-expense need
If beneficiaries are expected to need a death benefit regardless of when death occurs, evaluate whole life or another permanent design. Confirm that the premium can be maintained for the required duration and that the guaranteed values meet the intended objective without relying on optimistic illustrated assumptions.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsUncertain future insurability
A renewable or convertible term policy may provide options if health changes, but the exact rights and deadlines matter. Obtain the contract’s renewal and conversion terms before treating them as part of the plan.
Warning signs in a proposal
- The illustration highlights a projected cash value but does not show guaranteed values clearly.
- The seller cannot provide the renewal premium schedule or conversion deadline.
- The premium is affordable only if a bonus, dividend or other non-guaranteed amount continues.
- Loan interest, surrender charges or lapse consequences are not explained in writing.
- You are urged to cancel existing coverage before replacement coverage is issued.
- The proposal compares different death benefits or coverage periods while presenting the result as a price comparison.
- Important answers are given verbally but not included in the policy, illustration or a written explanation.
How to reach a decision
Select term when the central requirement is a defined-period death benefit and the lower initial cost matters more than cash-value access. Select whole life only when the need is expected to last for life, the premium schedule is sustainable, and you have examined the contract’s guarantees, cash-value mechanics, loan terms and surrender outcomes.
For either type, the strongest comparison is not the lowest first-year premium. It is the policy that supplies the required benefit for the required period, under terms you understand and can keep in force. Review the policy after major changes in income, dependents, debts, health, employment coverage or estate plans.
