TeraWulf says its planned Muskie Data Campus in eastern Kentucky now has agreements for 1 gigawatt (GW) of contracted power capacity, up from 500 megawatts (MW). The company is targeting 2028 for the first 500 MW to begin ramping and 2029 for delivery of the second 500 MW. The later phase still depends on Kentucky Public Service Commission approval and Kentucky Power’s construction schedule; the campus is not yet an operating 1 GW data center.
What TeraWulf announced
In an October 5, 2026 announcement, TeraWulf said it amended its electric service agreement with Kentucky Power, raising the Muskie campus’s contracted power capacity from 500 MW to 1 GW. The change brings forward the planned second phase from 2030 to 2029.

The 1 GW figure describes contracted power capacity—not electricity already being delivered, a completed campus, or necessarily 1 GW of critical IT load. The project is planned in phases, with targets rather than completed milestones.
How the project timeline changed
| Milestone | Plan or status |
|---|---|
| Original site plan | TeraWulf’s May 26, 2026 SEC filing described an approximately 285-acre site, an initial 500 MW expected to ramp in the second half of 2028, and another 500 MW targeted for the second half of 2030. SEC filing |
| First phase | The first 500 MW remains targeted to begin ramping in 2028, according to TeraWulf’s October announcement. |
| Second phase | The second 500 MW is now targeted for delivery in 2029, moved up from the earlier 2030 target. This timing is subject to Kentucky Public Service Commission approval and Kentucky Power’s construction schedule. |
| Announced contracted capacity | TeraWulf says the amended agreement increases contracted power capacity from 500 MW to 1 GW. |
“Begin ramping” does not mean the first phase will be at full capacity from day one. The 2029 date likewise describes a planned delivery target, not a guaranteed opening date.

Why the utility buildout matters
The Muskie campus is planned for eastern Kentucky. TeraWulf’s October announcement describes a 765-kV / 345-kV substation connected to the regional transmission network to serve it. The company’s May filing described Kentucky Power’s work on a 345-kV substation connected to the existing 765-kV transmission network. Utility construction and regulatory approval are therefore material to the second phase’s schedule.
Is a 2 GW expansion confirmed?
No. TeraWulf said it is evaluating whether the site could support up to 2 GW over time, subject to further utility planning, infrastructure, and agreements. That is a longer-term possibility, not capacity secured by the October amendment.

Are customers or tenants confirmed?
TeraWulf Chairman and CEO Paul Prager said, “Customer interest in Muskie has been tremendous, and power availability is central to those conversations.” The company’s announcement does not name a Muskie customer or announce a signed lease, so the comment should be understood as the company’s description of prospective interest.

Why TeraWulf’s site page shows different figures
As of October 7, 2026, TeraWulf’s Our Sites page lists Muskie as “Planning & Permitting,” with “Total Capacity: 800 MW” and “Contracted: 0 MW,” while also describing expected capacity above 1 GW over time. Those fields do not transparently align with the newer announcement of 1 GW in contracted power capacity. The company’s public materials do not explain the discrepancy, so the figures should not be combined as though they use the same definitions or reflect the same update.
