Serhii “Flash” Beskrestnov, an adviser to Ukraine’s president on defence technology development, says one to three Russian MESH radio relays may be operating in Kyiv to give Shahed drones a temporary online control channel. Ukrainska Pravda reported his assessment on 3 October 2026, attributing it to a Facebook post; the outlet said the allegation had not been independently confirmed.
What Beskrestnov says the relays could do
Beskrestnov’s assessment is that ground-based MESH radio relays could provide a temporary link for online control of Shahed drones, potentially allowing their strikes to be adjusted. The reported estimate of one to three relays is his estimate, not a verified count of equipment in Kyiv.
He said one earlier guided strike occurred when no other Shahed was airborne to serve as a relay. He also said Ukrainian experts examining Russian drone wreckage had not found other communications equipment that could account for this kind of control. These are elements of his reasoning; neither establishes that ground relays exist in Kyiv or identifies their location.
Why he warned about bridges and air defences
Beskrestnov warned that real-time online control could make bridges and nearby air-defence assets vulnerable. His statement describes a possible consequence of the capability, not confirmation that any particular target was hit using an alleged Kyiv relay.

What is confirmed—and what remains uncertain
The reported facts are that Beskrestnov made the assessment, offered the reasoning above, and warned about possible target risks. Ukrainska Pravda explicitly said the presence of relays operating in Kyiv had not been independently confirmed. The report does not establish whether the alleged link is ground-based, how it would work in practice, or where any relay might be.
The report also placed the allegation in the context of Russia’s attack on the night of 2–3 October 2026: it said 157 attack drones—including Shaheds, Gerberas and decoys—were used, and strikes were recorded at 12 locations. Those figures describe the reported attack; they do not verify the relay claim.
