Tech-Sector ETF vs. Broad-Market ETF: Which Is Less Risky During Volatility?

For most investors, a broad-market ETF is the less risky choice during volatile markets. It spreads exposure across more industries and companies, reducing the damage that a single technology shock or a handful of holdings can cause. A technology-sector ETF can move much more sharply because it concentrates on one industry and may be legally nondiversified. That does not make a broad-market fund safe or loss-proof: it is still an equity investment, and large technology companies can represent a substantial share of its value.

The practical comparison is not “risky versus risk-free.” It is concentrated equity risk versus more broadly distributed equity risk. Vanguard Information Technology ETF (VGT) and Vanguard Total Stock Market ETF (VTI) illustrate the distinction, but you should use each fund’s current prospectus, holdings, shareholder report, trading costs and your own time horizon before investing.

What “less risky” means in this comparison

During a selloff, investors usually mean one or more of four things by “risk”: how violently a fund’s price moves, how far it can fall from a peak, how likely a sector-specific event is to hurt it, and how difficult it is to recover if money is needed soon. A broad-market ETF generally scores better on concentration-related measures because its returns are drawn from multiple industries and business models. It can still lose money every trading day, however, because diversification does not remove stock-market risk.

The U.S. Securities and Exchange Commission (SEC) states that “the more volatile the fund, the higher the investment risk.” The SEC also warns that “a mutual fund or ETF won’t necessarily provide diversification, especially if it is narrowly focused (such as on one industry sector).” Those statements describe the central trade-off: owning more securities helps only when those securities represent genuinely different sources of risk.

How a technology-sector ETF differs from a broad-market ETF

Sector concentration

A technology-sector ETF owns companies classified within information technology rather than attempting to represent the entire investable stock market. Its results therefore depend heavily on technology demand, software and hardware cycles, semiconductor supply, enterprise spending, competition, regulation, interest rates and the valuations investors assign to expected growth.

VGT is designed to track the MSCI U.S. Investable Market Information Technology 25/50 Index. Vanguard says it invests at least 80% of assets in securities in that index, includes large-, mid- and small-cap U.S. information-technology companies, and is considered nondiversified under the Investment Company Act of 1940. Nondiversified status allows a fund to have more of its assets in fewer issuers than a diversified fund. It does not guarantee that VGT will always hold only a few companies, but it permits greater issuer concentration and therefore greater company-specific risk.

Broad-market exposure

A broad-market ETF owns companies across sectors such as technology, health care, financials, industrials, consumer businesses, energy, utilities and real estate. The economic drivers are more varied: a weakness in one industry can be partly offset by strength elsewhere. This is why a broad-market fund is commonly used as a core equity holding, while a sector fund is more often a satellite position added for a deliberate tilt.

VTI is a useful broad-market example. Its June 30, 2026 fact sheet reports that its ten largest holdings represented 33.4% of net assets. That figure is a reminder that “broad market” does not mean equal weighting, no technology exposure or immunity from mega-cap concentration. A few very large companies can still influence returns, even when the fund owns companies from many industries.

VGT and VTI at a glance

Attribute VGT: Vanguard Information Technology ETF VTI: Vanguard Total Stock Market ETF
Primary exposure U.S. information-technology companies Broad U.S. stock market
Company size range Large-, mid- and small-cap technology companies Companies across the market, with weights varying by market capitalization
Diversification classification Nondiversified under the Investment Company Act of 1940 Broad-market structure; inspect the current prospectus for its legal classification and limits

Historical calendar-year examples -29.67% in 2022 and 52.67% in 2023, as reported by Vanguard Comparable figures were not stated in the supplied product facts

The table is not a forecast or a performance ranking. It shows why the funds can behave differently: VGT places a large share of portfolio risk in one industry, while VTI distributes risk more widely but still gives significant weight to its largest companies.

Why sector concentration can amplify volatility

One shock can affect many holdings at once

Technology companies may share customers, suppliers, financing conditions and valuation assumptions. A change in corporate information-technology budgets, chip availability, privacy rules, artificial-intelligence regulation or interest-rate expectations can affect many holdings simultaneously. Holding dozens of technology stocks does not eliminate this common-factor risk because they may respond to the same event.

Valuation sensitivity

Many growth-oriented companies derive a substantial portion of their value from profits expected years in the future. When interest rates rise, the present value of those future cash flows can fall, even if a company’s current revenue is growing. A sector fund can therefore decline rapidly when market expectations about rates or growth change.

Small- and mid-cap exposure

Vanguard’s VGT prospectus notes that small- and mid-cap stocks have historically been more volatile than large-cap stocks. VGT includes all three capitalization groups. This mix can broaden the opportunity set, but it can also increase price swings, especially when financing becomes expensive or investors move toward the largest, most liquid companies.

Nondiversified legal status

Vanguard’s prospectus explicitly says, “The Fund is considered nondiversified, as defined under the Investment Company Act of 1940.” That legal designation is important because issuer limits do not provide the same diversification buffer investors may expect from a diversified fund. Read the current holdings and prospectus rather than assuming the number of line items alone tells you how concentrated the risk is.

What VGT’s dated returns show—and what they do not

Vanguard reported a VGT calendar-year return of -29.67% in 2022 and 52.67% in 2023. The two consecutive results demonstrate how widely a technology-sector fund’s annual outcome can swing. The figures are historical observations for those calendar years, not promises, targets or estimates for the next downturn.

A one-year return does not tell you the maximum drawdown, the path of the decline, or how long an investor would have needed to wait for recovery. It also does not isolate whether the result came from earnings, valuation changes, dividends, currency effects or index rebalancing. Use the figures as evidence of range, then examine a common measurement period for both funds.

How to compare volatility and drawdown properly

Comparing a tech ETF with a broad-market ETF requires the same dates, return frequency and calculation method. Looking at one fund’s daily chart and another fund’s annual return can produce a misleading conclusion.

Standard deviation

Standard deviation measures how widely periodic returns have varied around their average. Calculate it over the same daily or monthly interval for both funds. A higher value indicates wider historical fluctuations, not a guaranteed future result. Make sure the period includes the same market events and that distributions are treated consistently.

Worst calendar-year return

The worst calendar-year result is easy to communicate but can hide a sharp decline that began late in one year and continued into the next. It is useful as one data point alongside, not instead of, drawdown and recovery analysis.

Peak-to-trough drawdown

Drawdown measures the percentage decline from a previous high to the subsequent low. Check the largest drawdown over an identical period and note whether the calculation uses adjusted prices that include distributions. Investors who may need cash during a downturn should pay particular attention to the depth and duration of drawdowns.

Downside capture and recovery time

Downside-capture statistics compare a fund’s performance during months when a chosen benchmark falls. Recovery time asks how long it took to regain the prior high. These measures can reveal whether a fund participates disproportionately in declines, but the result depends on the benchmark and dates selected.

Diversification is more than a holdings count

A fund can own hundreds of securities yet remain exposed to a small number of independent risk drivers. For each fund, inspect:

  • The largest individual position and the combined weight of the ten largest positions.
  • Sector weights and whether several “different” companies depend on the same customers, suppliers or technology cycle.
  • Market-cap exposure, including the share in small- and mid-cap companies.
  • Geographic and currency exposure if the fund owns non-U.S. companies.
  • Factor tilts such as growth, momentum, profitability or size.
  • Index methodology rules that cap, rebalance or otherwise constrain positions.

VTI’s 33.4% top-ten weight is a concrete example of why a broad-market label is not a guarantee of even weighting. The remaining holdings still add exposure to other industries, which can reduce the impact of a technology-specific event, but they cannot prevent a broad recession, credit shock or market-wide repricing from hurting the fund.

Costs and trading mechanics matter during a selloff

Expense ratio

VTI’s reported expense ratio is 0.03% in Vanguard’s 2026 fact sheet. An expense ratio is deducted from fund assets and lowers returns relative to the portfolio before expenses. Compare the current figure for any sector fund with the broad-market alternative; a small annual difference compounds over long holding periods, although it does not determine which fund will fall more in a particular week.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bid-ask spread and liquidity

The price you pay when buying an ETF is the ask, and the price available when selling is the bid. The difference can widen when markets are stressed, when the underlying securities are difficult to trade or when normal market makers step back. Check the live spread and average trading volume rather than assuming that a low expense ratio means low transaction cost.

Premium or discount to net asset value

An ETF’s market price can trade above or below its net asset value (NAV), especially during fast markets or when the underlying holdings are themselves thinly traded. A premium means the exchange price is above the estimated per-share value of the portfolio; a discount means it is below. Review the fund’s current premium/discount data and understand that an order executed during a volatile period may differ materially from the last quoted price.

Order choice

A market order prioritizes execution but not price. A limit order sets the highest price you will pay or the lowest price you will accept, but it may not execute. During a rapid selloff, use a limit price only if you understand the possibility of a partial fill or no fill, and avoid treating a momentary quote as a reliable estimate of fair value.

Choosing a role for each type of ETF

When a broad-market ETF fits a core allocation

A broad-market ETF is generally the more appropriate starting point when your goal is long-term U.S. equity exposure, you do not have a strong view about one industry, and you want one holding to represent many sectors. It can reduce the consequences of an industry-specific mistake and simplify rebalancing. You still need a time horizon long enough to tolerate equity losses and a plan for cash needs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a technology ETF may be a satellite position

A technology-sector ETF can serve as a satellite allocation when you deliberately want more technology exposure, accept larger fluctuations and can tolerate a prolonged period of underperformance relative to the broad market. Size the position so a severe sector drawdown would not force you to sell essential assets or abandon your investment plan.

Why the answer depends on the investor

An investor with a long horizon, stable income and a diversified portfolio outside the brokerage account may accept more sector concentration than someone saving for a near-term purchase. Tax circumstances, account type, emergency savings, debt and existing employer-stock exposure also affect the decision. A fund that is “less risky” in isolation may increase total household risk if it duplicates an already concentrated technology position.

A practical process for deciding between VGT and VTI

  1. Define the money’s job. Separate emergency cash and near-term spending from money intended for long-term equity growth. Do not choose an all-stock fund for a liability that must be paid during a foreseeable downturn.
  2. Measure your existing exposure. Add workplace shares, individual stocks, options, other funds and retirement accounts. Identify how much technology exposure you already own indirectly through broad-market funds.
  3. Read the current documents. Open each ETF’s prospectus, fact sheet and shareholder report. Confirm the index, diversification classification, principal risks, expense ratio, turnover and distribution policy.
  4. Record concentration data. Note the largest holding, top-ten percentage, sector weights and market-cap mix on the same date. Do not substitute a stale website snapshot for current documents.
  5. Compare risk over matching periods. Calculate or obtain standard deviation, worst calendar-year return, maximum drawdown and recovery time using identical dates and total-return data.
  6. Estimate trading costs. Check the current bid-ask spread, typical volume and premium or discount to NAV. Use a limit order if price control matters more than immediate execution.
  7. Set a maximum allocation. Decide in advance how much sector exposure you can hold without changing strategy after a large decline. Write down the rebalancing rule and review date.
  8. Test a downturn scenario. Ask whether a 30% or larger fall in the sector sleeve would affect rent, tuition, debt payments or your ability to stay invested. If the answer is yes, reduce concentration or increase safer assets before buying.

Common mistakes during volatile markets

Assuming a recent rebound will continue

VGT’s move from a 29.67% loss in 2022 to a 52.67% gain in 2023 shows why chasing the latest winner can create poor timing. Neither result predicts the next calendar year.

Confusing more holdings with independent diversification

Several hundred companies can still react to the same technology, interest-rate or credit shock. Review business exposures and position weights, not just the security count.

Calling a broad-market ETF “safe”

VTI can fall materially because it owns equities and its largest companies make up 33.4% of assets according to the June 30, 2026 fact sheet. Broad exposure lowers some concentration risks; it does not eliminate market-wide losses.

Ignoring the fund’s legal and operational documents

Index names, portfolio weights, fees and classifications can change. A current prospectus and shareholder report are more authoritative than an old article, a social-media summary or a screenshot taken during a previous market cycle.

Selling solely because the price is moving

Before acting, determine whether the move changes the fund’s role, your time horizon or your ability to meet obligations. If none has changed, an automatic sale can convert a temporary market loss into a permanent one. Conversely, a planned rebalance may be appropriate if concentration has exceeded the limit you set.

What to check before placing an order

  • Current net asset value, market price and premium/discount information.
  • Bid-ask spread at the time you intend to trade, not only the historical average.
  • Expense ratio and any stated fee waivers or changes.
  • Top holdings, sector weights and market-cap distribution from a current date.
  • Principal risks, including sector, nondiversification, small-cap and market risks.
  • Whether the investment horizon matches the possibility of a prolonged equity drawdown.
  • Whether your total household portfolio already has a technology concentration.
  • Your written allocation and rebalancing rule, including what would cause you to change it.

Use the SEC’s investor education material and each fund sponsor’s current prospectus and shareholder report to verify details before investing. ETF prices can differ from NAV, and fees reduce returns, so an apparently small implementation detail can matter when markets are moving quickly.
