T-Mobile says its Regulatory Programs & Telco Recovery Fee (RPF/TRF) is scheduled to rise on October 12, 2026. The increase is $1 per voice line and $0.50 per mobile internet line each month. As of October 3, it has not yet taken effect. T-Mobile describes the surcharge as its own fee—not a government tax—which makes the change a pointed contrast with the company’s 2017 Un-carrier promise that “the price you see advertised is actually the price you pay.”
That contrast supports the argument that the Un-carrier ideal has lost force. It does not establish that the brand is officially dead: no authority has made such a declaration, and the 2017 promise was specifically about T-Mobile ONE, not every plan T-Mobile has sold since.

What T-Mobile says is changing on October 12
T-Mobile’s billing-support page lists these monthly RPF/TRF amounts and scheduled changes:
| Line type | Listed amount now | Scheduled amount from October 12, 2026 | Monthly increase per line |
|---|---|---|---|
| Voice line | $4.49 | $5.49 | $1.00 |
| Mobile internet line | $2.10 | $2.60 | $0.50 |
These are the amounts and effective date shown on T-Mobile’s support page; the company says the fee can depend on service type and location. The change does not necessarily translate into the same increase on every customer’s bill: T-Mobile says some plans include recurring taxes and fees in the plan price. Check your plan details and bill to see how the fee applies to your account.

Is the RPF/TRF a government tax?
No. T-Mobile says the RPF/TRF is collected and retained by the company, and is “not a government tax or imposed by the government.” The company says its Regulatory Programs component helps cover costs tied to government mandates and obligations, such as E911 and local number portability. Its Telco Recovery component helps recover certain carrier interconnection, facilities, operations and service costs.
The distinction is between the costs a carrier says it faces and the surcharge it chooses to put on a customer’s bill: a cost may relate to regulatory obligations without the customer-facing fee itself being a government-imposed tax. T-Mobile’s service agreement likewise distinguishes the RPF/TRF on non-tax-inclusive plans from government-required taxes or charges.

Why the amounts on T-Mobile’s pages do not match
T-Mobile’s service agreement displays a different fee schedule—$3.18 for voice lines and $1.16 for mobile internet lines—than its support page’s current amounts. Those figures should not be combined into a single schedule or assumed to apply to every account type. The support page is the source for the October 12 change described here; check the terms and bill that apply to your own plan.

In its 2017 Un-carrier Next announcement, T-Mobile presented T-Mobile ONE as including taxes and monthly wireless service fees. The company said, “Now, the price you see advertised is actually the price you pay,” and promised of T-Mobile ONE: “T-Mobile will never change the price you pay for your T-Mobile ONE plan.” A separately itemized, carrier-retained surcharge scheduled to increase is difficult to square with the spirit of that marketing: customers are again being asked to look beyond a headline plan price to understand what they will pay.

- "Triple-cut" SIM Card can be punched out for the desired size. Universal, 3-in-1 SIM.
- GSM Technology. Compatible with 3G, 4G and 4G LTE devices.
- Compatible with postpaid cellular service.
- No annual contract.
- SIM card only.
The qualification matters. The announcement’s guarantee was about T-Mobile ONE and its stated pricing, not a blanket commitment covering every later plan or every surcharge. It is evidence for a criticism of how the Un-carrier ideal has aged, not proof that every current customer was promised an all-inclusive price or that T-Mobile has broken the specific T-Mobile ONE pledge.
The same 2017 release said wireless customers paid “Billions extra every year” in surcharges, taxes, monthly fees and carrier price hikes. That was a claim in T-Mobile’s own promotional announcement, attributed to then-president and CEO John Legere—not an independent, current measure of industry charges. It illustrates the rhetoric T-Mobile used at the time, but should not be treated as a present-day statistic.

What T-Mobile’s recent revenue figures do—and do not—show
In its Q1 2026 Form 10-Q, T-Mobile reported postpaid average revenue per account of $151.93 for the quarter, compared with $146.22 in Q1 2025. The company described the $5.71, or 4%, rise as partly reflecting rate-plan optimization and higher fee revenue, including adoption of plans that exclude taxes and fees. It also cited more customers per account and said promotional activity partially offset the increase.
That filing offers context for the company’s broader movement toward fee-exclusive plans and higher fee revenue. It does not show that the October 2026 surcharge increase had already generated revenue: the announced change was still in the future when the figures were reported.
What to check before deciding whether your bill will rise
- Identify your line type. The announced increase differs for voice and mobile internet lines.
- Check whether your plan includes recurring taxes and fees. T-Mobile says some plans include them in the plan price; the service agreement distinguishes tax-inclusive from non-tax-inclusive plans.
- Compare the fee shown on your own bill with the applicable plan terms. T-Mobile’s support page and service agreement display different amounts, so do not assume one figure applies to every account.
- For a carrier comparison, compare the total monthly cost. Include taxes, surcharges, plan inclusions, coverage where you use service, line type and eligibility conditions. The fee schedule alone cannot establish which carrier is cheaper.
Is the Un-carrier dead?
“Officially dead” goes further than the evidence. What the scheduled increase demonstrates is a real tension between T-Mobile’s current carrier-retained fee and the all-in-price message it used to promote T-Mobile ONE in 2017. Whether that means the Un-carrier identity is dead is a judgment about the brand, not an official finding—and it should not erase the limits of the original plan-specific promise.
