T-Mobile and SpaceX Expand Satellite-to-Phone Coverage: What the FCC Approvals Mean

Yes, the FCC approved the regulatory path for T-Mobile and SpaceX to provide satellite coverage to compatible phones—but this is supplemental coverage, not a replacement for the cellular network. The key milestones were the FCC’s November 26, 2024 authorization for SpaceX’s U.S. Supplemental Coverage from Space (SCS) service and its July 1, 2025 handset waiver. The consumer product is now marketed as T-Satellite with Starlink, offering messaging, location sharing and selected low-bandwidth apps when a phone has no terrestrial signal and a clear view of the sky.

Which FCC approval does the headline mean?

“Approved to expand coverage from space” compresses several separate events into one headline:

  1. August 25, 2022: T-Mobile and SpaceX announced their Direct to Cell partnership.
  2. November 26, 2024: The FCC authorized SpaceX to provide U.S. Supplemental Coverage from Space using up to 7,500 previously authorized Gen2 Starlink satellites, subject to technical and interference conditions. The authorization also addressed certain operations outside the United States where local regulators approve them. FCC authorization (PDF)
  3. July 1, 2025: The FCC granted waivers that made it easier for additional T-Mobile-network phones— including certain handsets certified on or before June 29, 2024 but not separately authorized for Part 25 satellite operation—to use SCS. FCC handset-waiver order (PDF)

The 2025 decision is especially relevant to claims that the number of compatible phones was expanding. Neither decision gave SpaceX permission to operate an unrestricted nationwide cellular network on any spectrum it chooses.

What “Supplemental Coverage from Space” means

SCS is an FCC framework in which a satellite operator works with a terrestrial wireless carrier and uses that carrier’s licensed spectrum from orbit. In this arrangement:

  • T-Mobile provides access to its licensed cellular spectrum and network relationship.
  • Starlink satellites use direct-to-cell hardware that can communicate with compatible LTE phones.
  • The satellite functions broadly like a cellular base station in space.
  • The satellite link fills gaps in T-Mobile’s ground network; it does not replace towers or provide ordinary satellite broadband.

SpaceX describes Direct to Cell as designed for existing LTE devices, while T-Mobile says supported phones can connect automatically. No Starlink dish, external antenna or dedicated satellite handset is required for an eligible phone. Compatibility still depends on the model, software, plan, geography and feature being used. What works today on T-Satellite with Starlink?

T-Mobile’s current consumer service supports limited connectivity rather than normal 4G or 5G performance.

Feature Current status Limitation
SMS, MMS and RCS Supported on eligible phones Delivery can be delayed or time out.
Photo messages and location sharing Supported Speed and reliability depend on satellite visibility and network conditions.
Satellite-optimized apps Selected mapping, weather, outdoor and safety apps Ordinary apps may not load or may have reduced functionality.
App-based voice chat Some services, including WhatsApp, are advertised This is not unrestricted native cellular voice calling.
Web browsing, streaming and video calls Not equivalent to ordinary mobile data Limited speeds, delays and timeouts make high-bandwidth use unreliable.
Text to 911 by satellite Text-only emergency communication Messages can be delayed, location accuracy can vary and routing may go to a national response center.

T-Mobile says a connected phone may display “T-Mobile SpaceX” or “T-Sat+Starlink.” A satellite indicator is not a promise that every app or feature will work.

Which phones and plans are eligible?

The FCC waiver removed an authorization obstacle for some existing terrestrial handsets, but it did not make every smartphone satellite-capable. T-Mobile directs customers to check device eligibility; its current materials describe support on the majority of phones from the last four years, subject to model and feature requirements.

T-Satellite is included with certain T-Mobile plans. As of August 18, 2026, T-Mobile also listed a $10-per-month-per-line add-on for qualifying customers, described as a limited-time price. Plan inclusion, eligibility and pricing can change, so confirm the live offer on T-Mobile’s T-Satellite page before enrolling. Customers on other carriers may see separate availability or enrollment conditions.

Where can it connect?

T-Mobile lists service in the continental United States, Puerto Rico, Hawaii, parts of southern Alaska, Canada, New Zealand and Japan. The listed footprint is not the same as guaranteed availability for every customer. Local approvals, roaming arrangements, plan rules and handset support differ by country.

A clear view of the sky is central to the experience. Dense forest, steep terrain, buildings, vehicles and other obstructions can block the satellite link. Satellite handoffs, congestion, weather and limited capacity can also create gaps or delays. Check T-Mobile’s current coverage information rather than assuming that a location inside a shaded area will work continuously.

How a satellite message reaches the network

  1. Your compatible phone loses terrestrial service and begins searching for an available satellite connection.
  2. A Starlink satellite with direct-to-cell equipment detects the handset.
  3. The satellite uses T-Mobile’s approved spectrum arrangement to carry the message or supported data.
  4. Traffic is routed through the Starlink and carrier networks to the recipient or application.
  5. As satellites move, the phone may hand off between spacecraft; obstructions or weak visibility can interrupt the session.

Emergency use: useful backup, not a guarantee

Text to 911 by satellite can help when no terrestrial signal is available, but it is not a satellite voice call. T-Mobile warns that messages may be delayed, location information may be imperfect and some texts may reach a national response center instead of the local dispatch center. State your location, situation and callback details clearly, and continue looking for another way to reach responders.

For remote expeditions, a dedicated emergency beacon or two-way satellite communicator remains a better choice when guaranteed SOS workflows, voice capability or dependable messaging are essential. T-Satellite should not be treated as a substitute for an emergency plan.

What to do when it does not connect

The phone never finds the satellite network

  • Confirm that the model and plan are eligible.
  • Install the latest phone software and carrier settings.
  • Move outdoors into an unobstructed area with a broad sky view.
  • Remain in place while the phone acquires a satellite; moving under trees or beside buildings can interrupt acquisition.

A message stays pending

Satellite handoffs and weak visibility can delay delivery. Stay in an open area, avoid sending repeated copies and do not assume a pending message was received.

An app opens but cannot load content

Satellite data is restricted to supported or optimized applications, with limited throughput. Ordinary cellular functionality, unrestricted browsing and streaming should not be expected.

International service is missing

Review the current T-Mobile coverage map, roaming terms and local authorization. A SpaceX carrier partnership does not mean every customer or plan has active service in that country.

Is this the same as Starlink broadband?

No. T-Satellite connects an eligible phone directly to satellites without a dish. Starlink’s fixed, maritime, aviation and business broadband products use separate hardware, plans and service characteristics. A business satellite link can be appropriate for a remote site or vehicle, but buying a Starlink dish does not activate T-Satellite on a phone.

What SpaceX says may come next

SpaceX’s Direct to Cell materials describe a progression toward more data, voice and international capability. Those are development and partnership goals, not guarantees that every current T-Satellite customer has unrestricted voice, broadband speeds or identical service abroad. Present consumer capabilities remain those T-Mobile lists for the customer’s phone, plan and location. SpaceX Direct to Cell overview

Who benefits most?

  • Rural residents and travelers: A useful communications fallback beyond tower coverage.
  • Hikers, campers and outdoor users: Messaging, location sharing and selected weather or mapping tools can add a layer of safety.
  • Emergency-preparedness users: Helpful for text updates after storms or disasters, provided the sky is visible.
  • Urban users: Less compelling if terrestrial coverage is reliable and satellite features are rarely needed.
  • Businesses needing broadband: T-Satellite is not a replacement for a high-throughput satellite connection or a service-level agreement.

The practical verdict is straightforward: the FCC approvals made carrier-integrated satellite coverage legally and technically possible, and T-Mobile now sells a limited version of it. Your phone may remain connected for essential messages when towers do not reach, but “coverage from space” does not mean continuous cellular service, full-speed internet or guaranteed emergency communications everywhere.
