Swiss Voters May Get a Say on Lifting the Ban on New Nuclear Reactors

Switzerland’s Parliament has approved a change that would lift the country’s legal ban on building new nuclear power plants. The change could face an optional referendum, but no confirmed referendum filing or popular-vote date is established in the available official records. Even if the law change takes effect, it would reopen the possibility of new reactors—not approve or fund a specific project.

What Parliament approved

On 19 June 2026, both chambers approved an amendment to the Nuclear Energy Act that would remove the restriction on building new nuclear power plants. The National Council voted 106 to 88, with five abstentions; the Council of States voted 28 to 14, with two abstentions. These are parliamentary votes, not measures of public support. Swiss Parliament’s final-vote record documents the decisions.

The amendment was advanced as an indirect counterproposal to the popular initiative “Jederzeit Strom für alle (Blackout stoppen)” (“Electricity for all at all times (Stop the blackout)”), which was filed in February 2024. Parliament recommended rejecting the initiative itself and extended its deadline to 16 August 2027. The Federal Council’s message on the initiative and counterproposal was dated 13 August 2025. Parliament’s record sets out the votes and deadline.

What voters may be asked to decide

The statutory amendment is subject to an optional referendum. That means opponents can seek to put the law change to a popular vote by following the referendum process. The Greens had announced a referendum campaign, but the official records available as of 7 October 2026 do not establish whether a request was subsequently filed and validated or set a ballot date. It is therefore accurate to say a vote may happen, not that one is scheduled.

The initiative and the counterproposal are related but legally distinct. The initiative would amend the Constitution; the counterproposal changes ordinary federal law. A parliamentary committee argued that the law change was the better way to lift the new-build ban. Its report said withdrawal of the initiative was considered likely if voters accepted the counterproposal, while passage of a comparable constitutional initiative could be difficult if voters rejected it. Those were political assessments at the time, not settled outcomes. The committee’s account explains its position.

What lifting the ban would—and would not—do

It would reopen a route to authorization

The committee proposal removes the Nuclear Energy Act restriction that bars new nuclear plants, allowing them to be considered again under the applicable legal framework. The committee rejected proposals to limit eligibility to Generation IV reactors and to delay general licences until 2036 unless a 2034 report found nuclear construction indispensable for supply security. Those were legislative positions during the process, not separate questions for voters. The committee’s report describes the proposals and its decisions.

It would not approve a plant or provide its funding

Changing the law does not select a site, authorize a particular reactor, or commit public money to construction. In the June debate, the National Council rejected a motion to return the matter to the Federal Council for more information on financing. Separately, the parliamentary committee requested a report on financial consequences by the end of 2026. That request is not a financing commitment. The parliamentary debate report distinguishes the law change from the request for financial analysis.

How this fits Switzerland’s nuclear policy

In 2011, the government and Parliament decided to phase out nuclear energy by prohibiting new plants, while allowing existing plants to continue operating as long as they remained safe, according to the Swiss Federal Nuclear Safety Inspectorate’s 2025 national report. The 2017 Energy Strategy 2050 referendum approved a policy package that the Federal Council described as a gradual withdrawal from nuclear energy alongside reduced consumption and expanded renewable energy. The current proposal would revisit the ban on new construction; it is not an order to shut down operating plants. ENSI’s 2025 national report and the Federal Council’s Energy Strategy 2050 summary provide that context.

This is also distinct from the 2016 “orderly phaseout” popular initiative, which sought both a ban on new plants and limits on the operating lives of existing plants. Voters considered that separate initiative on 27 November 2016. The Federal Council’s record of the 2016 vote describes its proposal.

What remains unsettled

  • Whether an optional-referendum request has been filed and validated.
  • Whether and when a popular vote on the statutory amendment will be held.
  • Whether the separate constitutional initiative will be withdrawn or proceed.
  • How any future reactor project would be proposed, authorized, located, and financed.
