No. The statistic records criminal charges in Sweden during 2019; it is not a change in copyright law, a declaration that unauthorized sharing was permitted, or a blanket amnesty. Nor does it establish that there were no investigations, civil copyright claims, or other copyright disputes that year.

Swedish authorities describe unauthorized file-sharing as an offense for which an allegation alone is generally not enough to support an indictment. Investigators may need evidence such as witness interviews, seized devices, or technical analysis. The Swedish Prosecution Authority’s 2022 explanation describes the evidentiary and investigative demands involved.
Why can piracy cases take time to prosecute?
Establishing who operated a service or shared protected material can require technical investigation and evidence beyond an initial report. Authorities also say evidence may be located abroad, requiring mutual legal assistance and potentially lengthening an investigation. A low number of charges in a particular year therefore does not, by itself, show that authorities considered the activity lawful or that enforcement had stopped.

Charges over a film-sharing site in 2018
In February 2018, Sweden’s Prosecution Authority announced charges against two men accused of administering rarat.org and making 113 films available to the public without authorization. The authority’s announcement shows that file-sharing charges had been brought shortly before the zero-charge year.
An illegal-IPTV conviction reported in 2026
In a 2026 notice, Sveriges Domstolar reported a conviction involving illegal IPTV activity: unauthorized public transmission of films and aiding unauthorized retransmission of protected broadcasts. The court system’s notice is evidence of enforcement after 2019, though it concerns different conduct from the file-sharing and streaming charge statistic.

What Sweden’s authorities identify as current piracy issues
The Prosecution Authority has described illegal film streaming and file-sharing as significant intellectual-property problems, while noting a shift in technology from torrent services toward streaming and illegal IPTV. Its 2022 account says about 80% of Swedish intellectual-property cases concern copyright infringement. That figure concerns the authority’s IP cases, not the share of all piracy activity that is prosecuted. The authority’s 2022 overview provides that context.
