Swansea is forecast to have 5,350 fewer primary and secondary pupils by 2032 than at the time of the report, a reported decline of 17%. The figures, attributed to Swansea education officers by BBC Wales and the Local Democracy Reporting Service in 2026, point to potential pressure on smaller schools—but they are forecasts, not a decision to close or reorganise any school.
How many pupils is Swansea forecast to lose?
The report puts Swansea’s current combined primary and secondary pupil count at 32,028 and projects 26,678 pupils in 2032. That is a reported reduction of 5,350 pupils, or 17%. These are estimates attributed to Swansea education officers; the underlying council forecast report and its modelling assumptions were not independently available in the reporting reproduced by the source.
The reported breakdown is weighted toward primary schools: officers project 3,968 fewer primary pupils and 1,382 fewer secondary pupils. The report also says Welsh-language schools are expected to see a lower proportion of reductions. It does not provide school-by-school projections, so the figures cannot identify which individual schools would lose pupils or rank their exposure.
Why could smaller schools face more pressure?
The report describes a funding and staffing concern as enrolment falls. According to the council definitions quoted in the 2026 report, a primary school with fewer than 90 pupils or a secondary school with fewer than 600 is classed as “very small.” It says these schools can face limited economies of scale and reduced pupil-led funding. It also reports that a primary school below 90 pupils would no longer be funded for a deputy head teacher. These are reported policy details, not independently confirmed current rules.

Knelston Primary School on Gower is cited as a local example: it reportedly came close to falling below the 90-pupil threshold before recovering some ground. An unnamed council education manager said it was “probably the closest we have seen going below 90”. The example illustrates the threshold concern, but does not establish that the school—or any other named school—is facing closure.
What responses are being discussed?
The report mentions possible ways to sustain provision as pupil numbers change, including greater community use of school buildings, smaller class sizes and investment targeted at sustainable provision. It also reports that affected groups should be engaged if school reorganisation is considered. These are options and considerations described in the report, not confirmed council decisions or an announced closure programme.

How certain is the 2032 forecast?
The reporting says education officers modelled the wider declining birth rate against Swansea-specific data. Robert Smith, Swansea Council’s cabinet member for education and learning, acknowledged that forecasting was not an exact science while describing the figures as “as robust as they can be”. The reported figures should therefore be read as projections rather than a guaranteed future pupil count.
The underlying forecast report was not independently located, so its detailed method, assumptions about migration, uncertainty range and individual-school estimates are not established here. The available reporting supports the scale and broad distribution of the forecast, but not conclusions about which schools will ultimately need to change or what action the council will take.
