Supplier Due Diligence Checklist: Verify, Assess, and Monitor Suppliers

A useful supplier due diligence checklist tests whether a supplier is legitimate, financially able, trustworthy, and capable of delivering the specific contract at the proposed price. Set the depth of review according to the contract’s value, complexity, and risk; verify important claims with independent evidence; record how findings affect the decision; and keep material risks under review after award. The precise legal checks depend on the jurisdiction, procurement rules, and supplier category.

1. Define the scope and risk before requesting documents

Start with the contract, not a generic document request. Identify what is being supplied, where and for how long, what a service interruption would mean, and which dependencies could affect delivery. That gives each check a purpose and helps avoid collecting paperwork that will not change a decision.

  • Describe the goods or services, delivery locations, contract term, service levels, and critical milestones.
  • Identify key subcontractors, lower-tier suppliers, systems, facilities, or other dependencies.
  • Assess supplier criticality, substitutability, geographic exposure, and access to sensitive data or systems.
  • Decide which checks apply, how evidence will be evaluated, and when checks will occur. State relevant evidence requirements and evaluation methods in tender documents where applicable.
  • Record why the depth of review is proportionate to the procurement’s value, complexity, and risk.

New Zealand Government Procurement Rule 25 calls for due diligence appropriate to value, complexity, and risk throughout the procurement lifecycle. That is a useful risk-based model, not a universal legal rule: apply the procurement requirements that govern your organization and transaction.

2. Verify the supplier’s identity, ownership, and eligibility

Establish exactly which legal entity would sign and perform the contract. A trading name, website, or sales contact alone does not confirm the identity of the contracting party.

  • Confirm the legal name, registration, legal structure, and operating locations against authoritative company or charity registers where available.
  • Identify beneficial owners and relevant control relationships, including any parent company or other entity whose involvement could affect delivery or risk.
  • Check applicable exclusion or debarment grounds and record the result. Which grounds, lists, and standards apply depends on the jurisdiction and procurement.
  • For international suppliers, goods, or transactions, determine whether sanctions screening or export-control checks are relevant under the laws that apply to the parties and transaction.

European Commission guidance published February 19, 2024 addresses due diligence and circumvention red flags for export-related sanctions. It is specifically about export-related sanctions; it does not replace jurisdiction-specific legal advice or establish every sanctions obligation.

3. Assess financial ability to perform this contract

The question is not simply whether a supplier appears financially healthy in general. Assess whether it can sustain the particular work for the contract term, including any relevant reliance on subcontractors or concentrated sources of revenue.

  • Review financial history and, where proportionate, audited accounts, credit information, and other suitable evidence.
  • Consider whether the supplier can fund the work through its delivery cycle and manage relevant cash-flow or continuity risks.
  • Where the supplier depends on key subcontractors or other concentrated revenue sources, assess how that dependency could affect performance.
  • Decide whether the contract warrants monitoring after award and what change would prompt follow-up or mitigation.

Do not treat one ratio or credit score as a universal pass/fail test. The guidance cited here establishes no universal threshold; any threshold should have a defensible basis and be disclosed and applied consistently where required. UK government supplier economic and financial standing guidance, updated September 30, 2026, covers assessment before award and monitoring during the contract, but its stated scope is UK central government departments, executive agencies, and non-departmental public bodies.

4. Review integrity, conduct, and relevant performance

Check whether there is credible evidence of conduct or past performance that could affect this contract. Keep the review tied to relevant criteria and documented evidence rather than impressions or personal preference.

  • Look for credible indicators of bribery, corruption, or other relevant adverse conduct.
  • Review relevant delivery history, health and safety, employment practices, ethics, and management practices.
  • Request current or recent customer references and speak with referees where appropriate.
  • Compare claims in proposals and case studies with performance reports, published information, or other independent records where available.
  • Record how relevant past performance affects the stated evaluation criteria.

5. Test delivery capability, systems, and the proposed price

Confirm that the supplier can meet the actual requirements for the full contract term, not just present a persuasive proposal. Test the assumptions behind both the delivery plan and the price.

  • Assess whether the supplier has the personnel, expertise, capacity, systems, and processes required.
  • Request relevant staff CVs, service or contract performance reports, compliance certificates, and accreditation or audit reports where they help answer a defined risk question.
  • Check that the proposal addresses deliverables, service levels, reporting duties, and contract obligations.
  • Test the supplier’s pricing assumptions against the work required, stated dependencies, and delivery model. Ask for clarification where the price appears to rely on an assumption the contract does not support.
  • Use interviews, presentations, site visits, or client references where appropriate and included in the procurement process.

New Zealand Government Procurement guidance suggests matching evidence and verification methods to the evaluation, including fit for purpose, ability to deliver, and value for money. Apply the disclosed process and comparable criteria to bidders, while tailoring the depth of checks to each supplier’s risk.

6. Add category-specific checks where the contract warrants them

ICT and cybersecurity suppliers

For ICT suppliers, NIST Special Publication 1326, finalized in July 2026, identifies five due diligence areas: foreign ownership, control, or influence; provenance; resilience; foundational cyber practices; and supply-chain tiers. Use these as assessment dimensions where relevant to the supplier and service. The guide is ICT-focused, not a universal statutory checklist.

Human rights and supply-chain visibility

Where relevant, map suppliers, subcontractors, locations, and sourcing relationships to identify and prioritize possible forced-labour, human-trafficking, or child-labour risks. Decide what mitigation or remediation is appropriate to the issue. Public Services and Procurement Canada notes that smaller organizations may take targeted steps, such as adopting policies, researching suppliers before entering a relationship, and seeking responsible-business commitments.

International trade and sanctions exposure

Where parties, goods, or transactions create relevant exposure, assess business partners and transaction details and look for circumvention red flags. Determine the applicable legal requirements for the specific jurisdictions involved rather than treating any single guidance document as a complete global standard.

7. Collect evidence that can support a decision

Use more than the supplier’s own assertions for material claims. New Zealand Government Procurement recommends combining sources such as supplier documentation, buyer research, referees, and third-party confirmation. Choose evidence because it answers a risk question, not simply because it is available.

Question to resolve Possible evidence Useful corroboration
Is this the correct legal entity, and who controls it? Registration details and ownership information Company or charity register records
Can it sustain the work? Audited accounts or other proportionate financial information Credit information and relevant contract or performance evidence
Has it delivered comparable work? References, case studies, and performance reports Referee interviews and independent records where available
Can it meet the requirements? Staff CVs, proposed delivery plans, compliance certificates, and audit or accreditation reports Interviews, presentations, site visits, or client interviews when appropriate to the process
Can it meet the stated commercial and contractual terms? Price assumptions, proposed contract terms, and clarifications Compare the proposal with the requirements and relevant contract obligations
Are relevant risk controls in place? Security checks, insurance certificates, or other risk-specific evidence Third-party confirmation or a check against an authoritative source where available

For each check, maintain a record with the criterion, risk addressed, evidence requested, independent source used, date checked, finding, unresolved issue, decision owner, follow-up or mitigation, and rationale for acceptance, escalation, or rejection. This practical record makes it easier to explain how evidence informed the decision and what still needs attention.

Preserve a dated record of relevant public information

If an evaluation relies on a supplier’s public webpage—for example, a published description of a service or a stated certification—save a dated record and note what it does and does not establish. A screenshot can document what a page displayed at capture time; it does not independently verify the claim, prove that a certification is current, or replace a register, reference, audit, or other appropriate evidence.

For that narrow recordkeeping task, ScreenshotNeo is a website screenshot API and MCP server. It can return a webpage screenshot or PDF, and its clean-shot options can accept cookie or consent banners and remove supported consent platforms, newsletter popups, and chat widgets before capture. Do not treat a captured page as proof beyond what it visibly shows.

Or skip the browser setup

One GET request captures a page; see the ScreenshotNeo API documentation for request options.

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://supplier.example -o supplier-page.webp

Cookie banners, popups, and chat widgets are removed before the shot; each cleanup step can be turned off. Bot checks or CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed, and response headers identify the page verdict and billing status. Its MCP server lets AI agents use screenshot tools. The Free plan includes 1,000 screenshots a month with no card; paid plans start at $5 for 3,000.

8. Apply findings consistently and decide what happens next

Map evidence to the criteria that matter: fit for purpose, ability to deliver, and value for money are a useful organizing model in New Zealand Government Procurement’s verification-matrix example. A matrix can include proposal documents, clarifications, references, interviews, presentations, site visits, audited accounts, credit checks, register checks, contract terms, and security checks.

  1. Apply the disclosed criteria to comparable candidates and note what evidence supports each finding.
  2. If new information could affect the evaluation, bring it to the evaluation panel and assess it through the applicable process.
  3. For a serious issue, consider exclusion or non-award only under the relevant procurement rules and legal standard.
  4. For an issue that may be manageable, identify the additional evidence, mitigation, owner, and timing needed before proceeding.
  5. Document the acceptance, escalation, or rejection rationale and any conditions that need to carry into the contract.

9. Revisit material risks after award

Due diligence is not only a pre-award form. Set a review approach for risks that could change the supplier’s ability to perform, and match monitoring to the consequences of deterioration.

  • Monitor financial standing where the contract’s risk warrants it.
  • Reassess significant changes in ownership, subcontracting, operating locations, cyber posture, performance, or exposure when they could affect delivery.
  • Track agreed mitigations and follow-ups through contract management.
  • Define who reviews a material change, what evidence they need, and what response is available under the contract and applicable rules.

Jurisdiction and limits

The official guidance referenced here comes from different contexts: New Zealand government procurement, UK central-government financial-standing guidance, Canadian ethical procurement, European Commission export-related sanctions guidance, and US NIST ICT cybersecurity guidance. They are examples, not one globally applicable legal standard. Confirm the current procurement rules, exclusion grounds, sanctions obligations, privacy and security requirements, and human-rights laws that apply to your organization, supplier, and transaction. The sources establish no universal score threshold or single required document set.
