Bharti Enterprises chairman Sunil Bharti Mittal said on October 14, 2026, that Bharti-backed Eutelsat OneWeb is “significantly ahead” of Elon Musk’s Starlink in India’s satellite-communications approval queue. Mittal said OneWeb applied about five years ago, completed its ground network three years ago and has had satellites over India for five years, but still lacks permission to begin service. He said the company would be satisfied to receive approval even a few days before Starlink.
What Sunil Mittal actually claimed
Speaking at the Bloomberg New Economy Forum, Mittal described OneWeb’s position as an application-timing advantage rather than announcing an approval already granted by the Indian government.

“We are all awaiting our approvals. I am significantly ahead of him in the queue. I applied five years back. I have had my ground network ready for the last three years. My satellites have been hovering over India for the last five years. We don’t have the permission. So, we will be very happy to get it at least a few days before him.”

The comparison was with Starlink, and reports identified Mittal’s venture as Eutelsat OneWeb. His statement does not establish that regulators have promised to process applications strictly by filing date, nor does it confirm a commercial launch date for either provider.
#1 Best Overall
- Gen 3 Satellite Dish: Third-generation antenna delivers a stronger, more stable signal and faster performance.
- Wi-Fi 6 Router: Modern router technology supports faster speeds, increased device capacity, and better efficiency.
- Extra 150FT Cable Included: Extended reach for more flexible installation in large spaces or hard-to-access locations.

- Ideal for Rural and Remote Areas: Perfect for homes, cabins, RVs, boats, and off-grid setups where wired internet isn’t available.
What “ahead in the queue” means
Mittal’s wording refers to when OneWeb says it submitted its application. It is not a published government ranking of satellite-internet applicants. Approval depends on multiple steps, including licensing, technical and security review, authorisation for space activities and spectrum assignment under India’s applicable framework.
That distinction matters because an earlier application can still be waiting for conditions that a later applicant has partly completed. The reports do not show a regulator-issued queue number or a commitment that OneWeb will receive permission before Starlink.
Why approval is not the same as launch
Indian government comments reported by Mid-day described Starlink, Jio Satellite Communications and Eutelsat OneWeb as licensed entities. However, licensing and authorisation do not automatically permit commercial operations.

Starlink’s remaining steps
Reports said Starlink had a Global Mobile Personal Communication Satellite licence and authorisation from IN-SPACe, the Indian space regulator. It was still waiting for remaining security clearances and spectrum allocation before starting commercial service.
OneWeb’s stated readiness
Mittal said OneWeb’s ground network had been ready for three years and that its satellites had been over India for five years. Those statements describe infrastructure and orbital availability, not completion of every Indian regulatory requirement. The reports do not identify a final spectrum-assignment date or a confirmed consumer launch date for OneWeb.
India’s satellite-broadband field
| Provider | Reported position | Remaining or unconfirmed points |
|---|---|---|
| Eutelsat OneWeb | Bharti-backed; Mittal says its application is about five years old, its ground network has been ready for three years and satellites have been over India for five years. | Permission to begin service, final security conditions and spectrum steps were not given a confirmed completion date. |
| Starlink | Reported to hold a Global Mobile Personal Communication Satellite licence and IN-SPACe authorisation. | Remaining security clearances and spectrum allocation were still pending; no confirmed Indian launch date was reported. |
| Jio Satellite Communications | Listed in government comments as a licensed entity. | Commercial launch timing and detailed spectrum status were not stated in the reports. |
| Amazon Project Kuiper | Reported as interested and subject to India’s established procedure. | No confirmed Indian launch date or Indian affiliate arrangement was reported. |
When will Starlink launch in India?
The October 14 reports did not provide a confirmed launch date. Starlink must complete the security and spectrum steps described above before commercial operations can start. An approval date, once announced, would still need to be followed by service deployment, customer equipment availability and compliance with any operating conditions attached to the permission.

What customers should not infer yet
- Mittal’s queue claim is not proof that OneWeb has already won approval or will launch first.
- Having satellites over India does not by itself authorise a company to sell connectivity inside the country.
- The reports do not establish consumer prices, service coverage maps, speeds or equipment costs for any provider.
- Project Kuiper’s reported interest is not a confirmed launch commitment.
Why the sequence matters
India is attempting to bring satellite broadband into a framework that combines space-sector authorisation, telecommunications licensing, national-security checks and spectrum assignment. The order in which those steps are completed can determine when a provider may actually sell service, even when its satellites and ground infrastructure are ready.
For now, the clearest development is Mittal’s assertion that OneWeb applied years before Starlink and hopes to receive permission at least a few days earlier. The decisive milestones remain formal security clearances, spectrum assignment and a regulator-confirmed commercial start date.
