Sundown towns were communities that used laws, police action, threats or informal harassment to keep Black people and other racialized minorities from living in or remaining there after dark. The practice spread across the United States from the late 19th century into the civil-rights era. Recent studies associate documented sundown-town histories with present-day racial attitudes, economic inequality and unequal use of public spaces—but those associations do not mean every former sundown town functions the same way today.
What a sundown town was
The term describes a place that enforced racial exclusion after dark, usually by restricting where Black people could live, travel or stay. Other racialized groups could also be targeted. Exclusion could be written into an ordinance, carried out by police or enforced through conventional community practices such as warnings, threats, harassment and violence.

Some communities made the boundary explicit: a person of color might be told to leave before nightfall or face arrest. Elsewhere, the rule was never codified. Landlords, employers, residents and local officials could collectively enforce it without a single document stating the policy. That difference matters when historians assess whether a particular town fits the term.

A long period with local variation
The national dataset used in recent scholarship places the emergence of sundown towns in the 1880s, their broad spread in the early 1900s, and the point at which such restrictions became largely legally impracticable in the late 1960s and 1970s. The dates are a national pattern, not a schedule that every town followed. A community could adopt exclusion earlier, abandon it later or continue informal intimidation after discriminatory laws were struck down.

- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
Not a Southern phenomenon
The dataset identifies 2,248 sundown places. Of those, 1,821 were outside the former Confederate South, and places appear in every contiguous U.S. state except one. Northern and Midwestern communities therefore cannot treat sundown-town history as a problem confined to the former Confederacy. The forms of enforcement and the groups targeted varied by place.
Why a town’s status is difficult to prove
Incomplete archives
Local exclusion was often informal, and surviving records are uneven. Ordinances, police logs and newspaper reports may document one episode while missing years of routine harassment. Oral histories can preserve experiences absent from official files, but memories may conflict or be difficult to date. Researchers describe this uneven survival of evidence as “archival bias.”

As a result, a published map or online list is not a complete census of every place that practiced racial exclusion. Inclusion on a list is evidence to investigate, not a substitute for checking the underlying sources. Conversely, absence from a list does not prove that a town never enforced a sundown rule.

- Identify the claim precisely. Is it about a written ordinance, police practice, housing restrictions, threats, violence or a local custom?
- Check provenance. Find the original ordinance, court record, contemporaneous newspaper, police document, census pattern, archival collection or recorded oral history behind the claim.
- Establish the period. A single incident does not establish that a town maintained a policy for decades; record when the practice began, changed and ended.
- Separate documentation from legend. Label a claim as documented, strongly corroborated, plausible or unverified rather than presenting every story as settled fact.
- Compare sources. Seek perspectives from residents who were targeted as well as official accounts, and note disagreements instead of smoothing them over.
What current research finds about lasting effects
Modern studies do not show that a town’s past mechanically determines every resident’s views. They do, however, report measurable relationships between historical exclusion and several present-day outcomes.
| Study | Population and measure | Reported result | How to read it |
|---|---|---|---|
| 2019 study | Eastern Midwestern places connected to sundown-town histories; Black–White economic inequality measured with 2008–2012 American Community Survey data | Historical sundown-town connections were examined alongside contemporary racial economic inequality | The result is an association within a defined region and period, not proof that the history alone caused current inequality |
| 2026 article in Social Forces | Contemporary White residents of places with historical sundown-town connections; historical KKK prevalence and current racial attitudes | Higher historical KKK prevalence predicts more negative racial attitudes; the authors discuss attitudinal imprinting and residential sorting as possible mechanisms | Predictions and mechanisms in this design do not establish that every resident inherited the same beliefs or that one factor explains all local attitudes |
| 2025 study | Racial differences in visits to public parks, with attention to whether a destination lies within a former sundown area | Disparities in park visitation widen when the destination park is in a former sundown area | The finding links historical racialized violence to contemporary mobility and public-space use, while remaining associational |
Together, these studies support a place-based legacy interpretation: institutions, residential patterns, expectations about safety and memories of violence can persist after the original rule is no longer legal. They do not justify saying that history alone determines an individual’s prejudice, a town’s racial climate or a present-day outcome.

How exclusion can leave a legacy
Residential sorting and wealth
When a community blocks Black residents from settling, buying homes or staying overnight, it can shape who accumulates property, attends local schools and receives public investment. Those patterns may outlast the rule itself. A later measure of inequality can therefore reflect both current decisions and advantages or disadvantages built during the exclusionary period.

Residents learn norms from institutions, families and neighborhoods. The Social Forces findings are consistent with two pathways: “attitudinal imprinting,” in which exclusionary norms are transmitted, and residential sorting, in which people with similar views cluster together. Neither pathway means attitudes are fixed or that every resident shares them.

Use of public space
Past threats can alter how people judge risk. If a park or downtown area is associated with racial violence, visitors may avoid it, travel farther or arrive less often even after formal barriers disappear. That helps explain why unequal use of public spaces can remain visible without an explicit “sundown” rule.
Are sundown towns still operating?
The legal environment changed decisively during the civil-rights era, making openly race-based residency and movement restrictions legally untenable in most places by the late 1960s and 1970s. That does not erase the history or guarantee equal treatment now. Present-day discrimination can take different forms, and a former sundown town should not automatically be described as an active sundown town without current evidence of organized racial exclusion.
The careful answer is therefore two-part: the historical practice was real and national, while claims about a town’s current conditions require contemporary, place-specific evidence. A historical label identifies a legacy to examine, not a verdict on every person who lives there today.

- State whether the evidence concerns formal law, informal enforcement or both.
- Name the groups targeted and avoid implying that all communities used identical rules.
- Give the documented time period instead of treating “sundown town” as timeless.
- Describe the confidence of the evidence and acknowledge archival gaps.
- When citing modern studies, distinguish descriptive findings, statistical associations and causal claims.
- Use local voices and primary records where possible, while explaining why official archives may be incomplete.

The Equal Justice Initiative frames the continuing relevance of this history by stating that “The United States is still compromised by widespread bias and bigotry” and that “The Civil Rights Movement did not eradicate the narrative of racial difference.” Those are the organization’s institutional statements, not neutral statistical estimates, but they explain why historical documentation remains part of current racial-justice work.
