Sucralose is a high-intensity sweetener, not table sugar. The U.S. Food and Drug Administration (FDA) describes it as roughly 600 times sweeter than sugar, while the European Union authorizes it as food additive E 955. It is used in products such as beverages, baked goods, chewing gum, gelatins and frozen dairy desserts because very small amounts provide sweetness and it is heat stable in the uses reviewed by FDA.

“Sugar substitute” is a broad label covering chemically different ingredients: high-intensity sweeteners such as sucralose, aspartame and acesulfame potassium; plant-derived steviol glycosides and monk fruit extracts; and sugar alcohols such as erythritol and xylitol. Their sweetness, permitted uses, labeling rules and safety assessments are not interchangeable. FDA lists a sucralose acceptable daily intake (ADI) of 5 milligrams per kilogram of body weight per day, while the European Food Safety Authority (EFSA) retained an ADI of 15 mg/kg/day in its February 2026 assessment. Those are agency-specific safety reference values, not personal targets.

What sucralose is—and what it is not

Sucralose is an intensely sweet food additive made by modifying the sugar molecule so that it delivers sweetness without functioning like ordinary sucrose in a recipe or at the table. FDA identifies sucralose as a high-intensity sweetener and uses Splenda as a brand example. A branded packet or baking product can contain other ingredients in addition to sucralose, so the ingredient list on the package is the reliable way to identify what you are buying.

At approximately 600 times the sweetness of sugar, sucralose is used in tiny quantities. That concentration is why a packet does not contain an amount of sucralose equivalent in mass to a spoonful of sugar. The carrier or bulking ingredients in a tabletop product can vary by formulation, and the brand name alone does not establish the complete recipe.

Sucralose is not the same ingredient as aspartame, acesulfame potassium, saccharin, steviol glycosides, monk fruit extract or a sugar alcohol. Each has its own chemical identity and regulatory record. “Sugar-free” on a package describes the product’s sugar content under labeling rules; it does not tell you which substitute, or combination of substitutes, was used.

How the main substitutes compare

The table compares the ingredient classes and regulatory context described by FDA. Sweetness figures are approximate comparisons with table sugar, not measures of taste preference or performance in every recipe.

Ingredient or class Identity and class Relative sweetness Use and heat information in the cited material Regulatory context
Sucralose High-intensity sweetener; sold in some products under the Splenda brand About 600 times sugar FDA describes it as heat stable and lists baked goods, beverages, chewing gum, gelatins and frozen dairy desserts among uses. FDA food-additive approval under specified conditions; FDA ADI 5 mg/kg body weight/day. EFSA ADI 15 mg/kg/day for currently authorised EU uses in its 2026 opinion.
Aspartame High-intensity sweetener About 200 times sugar The cited FDA summaries do not establish a general heat-performance claim for all applications. FDA-approved high-intensity sweetener. Products containing it must carry a phenylalanine statement relevant to people with phenylketonuria (PKU).
Acesulfame potassium (Ace-K) High-intensity sweetener, often blended with other sweeteners About 200 times sugar FDA describes it as heat stable. Included among FDA-approved high-intensity sweeteners under specified conditions.
Saccharin High-intensity sweetener Not stated in the cited summaries Use depends on the product and formulation; the cited material does not provide a general heat claim. Included among FDA food-additive-approved sweeteners in the United States.
Neotame High-intensity sweetener About 7,000–13,000 times sugar Specific application details are not stated in the cited summaries. Included on FDA’s current list of approved high-intensity sweeteners.
Advantame High-intensity sweetener About 20,000 times sugar Specific application details are not stated in the cited summaries. Included on FDA’s current list of approved high-intensity sweeteners.
Steviol glycosides Plant-derived high-intensity sweeteners from the stevia plant About 200–400 times sugar High-purity forms are used in foods and tabletop products; the cited summaries do not provide a universal heat claim. FDA has evaluated GRAS notices for specified high-purity forms and has not questioned the notifier conclusions under the intended conditions described in those notices.
Monk fruit extract Fruit-derived high-intensity sweetener About 100–250 times sugar Use depends on the extract and product; no universal heat claim is stated in the cited summaries. FDA has not questioned notifier GRAS conclusions for described intended conditions.
Sugar alcohols Separate class including sorbitol, xylitol, lactitol, mannitol, erythritol and maltitol About 25%–100% of sugar Used especially in sugar-free candy, cookies and chewing gum; they are less intensely sweet than sucralose. They are regulated under rules distinct from those for high-intensity sweeteners; the cited FDA overview discusses them separately.

FDA emphasizes that an ingredient’s natural or plant-derived origin does not automatically make it safer. Ingredients must meet the applicable safety standard regardless of whether they are naturally or artificially derived. Read the full FDA explanations in “Aspartame and Other Sweeteners in Food” and “High-Intensity Sweeteners.”

Why sweetness level changes how each substitute is used

High-intensity sweeteners

Sucralose, aspartame, Ace-K, saccharin, neotame and advantame provide far more sweetness per gram than sugar. Manufacturers can therefore formulate a sweet taste without adding the mass that sugar contributes. A high-intensity sweetener may need a carrier to make a spoonable tabletop product, and a finished food can contain more than one sweetener to balance flavor or formulation properties. The presence of a blend does not turn the ingredients into one substance; check the label for each one.

Steviol glycosides and monk fruit

Steviol glycosides and monk fruit extracts are also high-intensity sweeteners, but their plant-derived source is a classification detail rather than a safety conclusion. Their sweetness ranges overlap with some synthetic high-intensity sweeteners, yet the specific extract, purity and intended use determine how a product is regulated. FDA’s GRAS-notice process is not the same as a food-additive approval, even though both pathways require a safety determination for intended conditions.

Sugar alcohols

Sugar alcohols are much less sweet than sucralose: FDA’s cited range is 25% to 100% of sugar. That lower intensity and their physical properties make them useful in products where some bulk and texture are wanted, including sugar-free candy, cookies and gum. Calling them “sugar substitutes” does not mean they have the same concentration, culinary behavior or regulatory pathway as high-intensity sweeteners.

Where sucralose is used and what “heat stable” means

FDA says sucralose is heat stable and identifies baked goods, beverages, chewing gum, gelatins and frozen dairy desserts as examples of food categories in which it is used. Heat stability means the ingredient can retain its intended function under the processing conditions covered by the approval; it does not mean that every recipe, temperature or exposure time has been independently established as equivalent.

The other sweeteners in the comparison table should not be assumed to behave like sucralose. FDA specifically describes Ace-K as heat stable, but the cited summaries do not provide a universal baking or cooking rule for aspartame, saccharin, neotame, advantame, steviol glycosides, monk fruit extract or each sugar alcohol. For a particular product, use the manufacturer’s directions and the ingredient list rather than substituting one sweetener gram-for-gram for another.

Sucralose’s sweetness also does not replace all of sugar’s physical roles. Sugar can contribute bulk, browning, moisture retention and texture. A recipe designed for sugar may therefore require other ingredients or a formulation designed specifically for the substitute. The fact that sucralose is suitable for a listed food category does not guarantee the same result in an individual home recipe.

What FDA says about sucralose and other sweeteners

Food-additive approval and GRAS are different routes

FDA generally reviews food additives before they are marketed for specified uses. A separate route applies to a use that is generally recognized as safe (GRAS) by qualified experts under the conditions described. FDA explains that both routes must satisfy the statutory safety standard of a reasonable certainty that the ingredient is not harmful under its intended conditions of use, but a GRAS conclusion does not mean the ingredient went through the same premarket approval process as a food additive.

That distinction matters when comparing sucralose with high-purity steviol glycosides or monk fruit extracts. FDA’s statements that it has not questioned certain GRAS-notice conclusions are tied to the notices’ described substances and conditions. They should not be generalized to every plant extract, concentration or product.

FDA’s sucralose review and U.S. ADI

FDA’s current consumer summary says sucralose was approved for 15 food categories in 1998 and for general-purpose use in 1999. The agency reports reviewing more than 110 studies, including human clinical trials addressing metabolism and effects in people with diabetes. Its current summary lists an ADI of 5 mg per kilogram of body weight per day for sucralose.

FDA’s broader consumer conclusion is that approved high-intensity sweeteners are safe for the general population under specified conditions of use. That statement is not permission for unlimited intake and does not establish that every possible use or every person’s symptoms will be the same. The agency’s definitions and current sweetener list are available at the FDA sweetener summary.

What EFSA concluded in the European Union in 2026

On 17 February 2026, EFSA announced that sucralose (E 955) remains safe for its currently authorised food-additive uses and retained an ADI of 15 mg/kg body weight per day. EFSA reported that estimated exposure from those currently authorised uses remained below that level.

EFSA separately considered a proposed extension to additional fine bakery wares and could not conclude that the extension was safe. The scientific opinion describes uncertainty about possible chlorinated compounds formed across varied high-temperature baking processes and a lack of data covering the relevant processing conditions. This is a decision about the proposed additional use; it is not a finding that currently authorised uses are unsafe.

Why the U.S. and EU ADIs differ

The sources reviewed report different agency values: FDA lists 5 mg/kg/day, while EFSA’s 2026 assessment retains 15 mg/kg/day. These numbers must be attributed to their jurisdictions and dates. The available source material does not establish the complete historical or methodological reason for the discrepancy, so it would be misleading to average them, select the higher value as universal or imply that one agency’s number automatically governs the other jurisdiction.

An ADI is a population-level risk-management reference for chronic daily intake over a lifetime, derived with uncertainty factors from toxicology and exposure assessments. It is not a recommended amount to consume, a guarantee that an individual will have no reaction below the value, or a threshold at which harm suddenly begins. Exposure estimates also depend on which foods are authorised, how much of each food people consume and the measured or assumed concentration in those foods.

How to interpret an ADI without turning it into a target

The unit is milligrams of the sweetener per kilogram of body weight per day. As an arithmetic illustration—not a consumption recommendation—a 70-kg adult multiplied by FDA’s 5 mg/kg/day value corresponds to 350 mg per day, while the same body weight multiplied by EFSA’s 15 mg/kg/day value corresponds to 1,050 mg per day. A 20-kg child would produce 100 mg/day using the FDA value and 300 mg/day using EFSA’s value. These calculations do not tell you how much sweetener is in a particular packet or serving; that information requires the product formulation and serving size.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Because branded tabletop products can contain carriers or blends, counting packets by brand name is not a reliable exposure calculation. If you need to estimate intake, identify the sweetener and its amount on the label, add contributions from all relevant foods and beverages, and keep the agency and jurisdiction attached to the ADI you are using. People with a medical condition or a concern about a specific exposure should ask a qualified health professional rather than trying to diagnose risk from an ADI alone.

The one ingredient-specific warning: aspartame and PKU

FDA says people with phenylketonuria (PKU) should avoid or restrict aspartame because they have difficulty metabolizing phenylalanine, one of its components. Foods containing aspartame must carry a statement informing people with PKU that the product contains phenylalanine. This warning applies to aspartame; it should not be transferred to sucralose, Ace-K, steviol glycosides, monk fruit extract or every other substitute.

When comparing labels, look for “aspartame” and the required phenylalanine disclosure rather than relying on front-of-package terms such as “diet” or “sugar-free.” If you have PKU, follow the dietary plan provided by your metabolic-care team.

How to choose or compare a product label

  1. Read the ingredient list. Confirm whether the sweetener is sucralose, aspartame, Ace-K, saccharin, a steviol glycoside, monk fruit extract, a sugar alcohol or a blend. Do not assume that a brand name identifies every ingredient.
  2. Check the product’s purpose. A beverage, chewing gum, frozen dessert and baked good can use different formulations. Sucralose is described by FDA as heat stable, but the finished product still has its own processing conditions.
  3. Look for required warnings. If aspartame is present, the phenylalanine statement matters to people with PKU.
  4. Separate sweetness from bulk. Sugar alcohols may supply more mass and texture than a high-intensity sweetener, while a packet of sucralose may include a carrier. A teaspoon or packet is not a universal unit of sweetener quantity.
  5. Apply the correct jurisdiction’s information. For U.S. products, consult FDA’s current summary and its 5 mg/kg/day sucralose ADI. For foods covered by EU authorization, consult EFSA’s 2026 assessment and its 15 mg/kg/day ADI for currently authorised uses.
  6. Document symptoms rather than guessing the cause. If you suspect a reaction, stop consuming the suspected product and discuss the concern with a health care provider, as FDA advises.

Common misconceptions and the accurate version

“Sucralose is just another name for sugar.”

No. Sucralose is a high-intensity sweetener that is approximately 600 times sweeter than sugar and is used in much smaller amounts. It does not provide the same recipe functions as a spoonful of sucrose.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Every sugar substitute has the same safety limit.”

No. ADIs are ingredient-specific and agency-specific. The FDA and EFSA values for sucralose alone differ in the cited sources, and other sweeteners have their own assessments.

“Natural means safer.”

No automatic conclusion follows from the source of an ingredient. FDA says ingredients must meet the same safety standard whether naturally or artificially derived.

“EFSA rejected sucralose for baking.”

That overstates the 2026 opinion. EFSA found current authorised uses safe but could not conclude that a proposed extension to additional fine bakery wares was safe because of unresolved processing and exposure uncertainties.

“The PKU warning applies to all artificial sweeteners.”

No. FDA’s phenylalanine warning is specific to aspartame because of its phenylalanine content and the way people with PKU metabolize that amino acid.

When to ask a clinician or regulator

Ask a clinician or registered dietitian for individualized guidance if you have PKU, another metabolic disorder, a medically prescribed diet, pregnancy-related nutrition questions, or symptoms that you associate with a sweetener. FDA advises stopping consumption of a suspected high-intensity sweetener and discussing concerns with a health care provider; that advice is not a diagnosis.

For a regulatory question, use the agency that governs the food in question. FDA’s current consumer page explains U.S. approvals and the U.S. ADI, while EFSA’s 2026 opinion explains the EU authorization and its separate assessment of a proposed fine-bakery extension. Neither source supports claims that sucralose prevents weight gain, treats diabetes or is universally superior for blood glucose.

Bottom line

Sucralose is one member of a large and diverse group of sugar substitutes. Its defining practical features are very high sweetness—about 600 times that of sugar—and FDA-described heat stability for listed uses. Aspartame, Ace-K, saccharin, neotame, advantame, steviol glycosides, monk fruit extract and sugar alcohols differ in sweetness, class, formulation and regulatory treatment. In the United States, FDA lists a sucralose ADI of 5 mg/kg/day; in the European Union, EFSA’s February 2026 assessment retains 15 mg/kg/day for currently authorised uses while withholding a safety conclusion for a proposed additional fine-bakery use. Use the ingredient list, apply the correct jurisdiction’s information and treat an ADI as a safety reference—not a target or a personal guarantee.
