Submer India and BSNL Tower Corporation Limited (BTCL), a wholly owned subsidiary of Bharat Sanchar Nigam Limited (BSNL), signed a memorandum of understanding (MoU) at India Mobile Congress 2026 on 10 October. The agreement sets up a framework to evaluate sovereign, AI-ready data-center infrastructure across India; it does not announce a completed facility, construction start or commercial launch.
What the Submer-BSNL agreement covers
The MoU asks the two parties to study technical and commercial opportunities that could use BSNL’s nationwide network and premises alongside Submer’s high-density computing and cooling systems.

The studies are expected to examine connectivity, scalability, energy efficiency and workload requirements from government departments, public-sector organizations, enterprises, research bodies and institutions.

Submer’s liquid-cooling role is significant because dense AI servers produce more heat than conventional enterprise racks. Cooling design, power availability and facility layout will therefore be central to deciding which BSNL locations can support accelerated computing.

How the proposed infrastructure could work
GPU-as-a-Service
Under a GPUaaS model, customers rent access to computing resources instead of purchasing and operating their own accelerator clusters. The MoU does not specify GPU models, quantities, pricing, service-level agreements or a launch date. Those details would have to emerge from the feasibility and commercial studies.
Sovereign AI cloud
The proposed sovereign cloud would target organizations that need local hosting, controlled access and data-residency alignment. The announcement links this concept to BSNL’s network footprint and indigenous 4G and 5G core, with the aim of making GPU capacity available at national scale and with predictable connectivity. It does not yet define the final cloud operator, compliance certifications or customer onboarding model.
Edge and micro-edge computing
Placing smaller computing nodes near users can help applications that are sensitive to latency, bandwidth or intermittent links. Converting suitable BSNL premises could distribute AI capacity beyond a single central campus, but each site would still require surveys covering power, backhaul, physical security, cooling and operating access.

What has not been confirmed
An MoU is an evaluation framework rather than proof that a project has reached construction or service delivery. The announcement provides no confirmed:
- Facility locations or number of sites
- Investment amount, financing structure or ownership model
- GPU quantity, hardware supplier or accelerator specifications
- Construction schedule, commissioning date or customer launch
- GPUaaS pricing, capacity reservations or revenue forecast
Site selection, engineering design and commercial viability remain to be assessed. The named capacity ceiling should therefore not be interpreted as a commitment to build that amount of infrastructure.
Why the partnership matters
BSNL brings a nationwide telecommunications footprint, existing facilities and relationships with public-sector and government users. Submer contributes experience integrating high-density compute with liquid and thermal-management systems. Combining those assets could give Indian organizations another route to locally available AI resources without placing every workload in a distant hyperscale region.

For public-sector users, sovereignty can involve more than where servers sit. Network control, physical access, regulatory responsibilities and the ability to keep sensitive workloads within national jurisdiction all influence procurement decisions. A distributed model could also support lower-latency services in locations where a centralized data center would add network delay.
BSNL Chairman and Managing Director Shri Robert Jerard Ravi said, “AI will play an increasingly important role in India’s digital transformation, creating demand for secure, high-performance computing infrastructure that can serve the country at scale.” The practical test will be whether candidate sites can deliver reliable power, cooling, connectivity and operations at a cost customers will accept.

The parties’ studies should establish whether individual locations can support each deployment type and which workloads are commercially viable. Key decision points include:
- Site and power assessment: Verify available electrical capacity, redundancy, floor loading, physical security and expansion room at BSNL premises.
- Cooling and density design: Match liquid-cooling and thermal systems to the proposed accelerator racks and local environmental conditions.
- Connectivity and latency mapping: Measure backhaul resilience and identify where edge or micro-edge placement provides a meaningful advantage.
- Compliance and operating model: Define data-residency controls, regulatory responsibilities, monitoring, maintenance and incident response.
- Commercial validation: Set customer segments, capacity commitments, pricing, financing and a schedule before any build decision.
Related India initiatives are separate
Submer announced an India expansion in September 2025 that included liquid-cooling solutions and plans for an Indian manufacturing facility. In February 2026, it announced a collaboration with Anant Raj covering modular infrastructure, liquid cooling, prefabricated mechanical, electrical and plumbing systems, and data-center campus development. A separate memorandum between Radian Arc and Datasamudra described a GPUaaS point of presence in Karnataka. None of those announcements is the BSNL project, and they do not establish sites, capacity or timelines for this MoU.
