The Strategic Petroleum Reserve (SPR) stores crude oil to help address petroleum supply disruptions. The National Defense Stockpile (NDS) stores strategic and critical materials to reduce supply risks to defense and essential civilian industries during a national emergency. They serve different purposes, hold different resources and operate under different authorities.

SPR decisions and delivery
DOE owns and operates the SPR. Under the authorities described by DOE, a president may authorize a competitive sale when statutory conditions are met; DOE also has authority for limited exchanges. The stated 13-day period is the time DOE says it may take for oil deliveries to enter the market after a presidential decision, not an estimate of how long it takes to replenish the reserve or a promise that every release follows the same schedule. NDS responsibility
The 2021 review says the Department of Defense maintains the NDS under the Strategic and Critical Materials Stockpiling Act of 1979. The cited material does not provide a current release timetable, drawdown rate or detailed present-day release procedure, so it would be misleading to compare NDS response speed numerically with DOE’s SPR figures. SPR inventory and capacity are not the same

The 125-day and 90-day figures use different measures
DOE’s approximate 125 days of crude-oil net-import protection is based on year-end 2025 inventory and import data. It describes the SPR alone. Separately, DOE’s FY2026 budget material describes the International Energy Agency (IEA) member commitment as 90 days of net petroleum import protection using government-owned and/or commercial stocks. Because that commitment can include commercial stocks, it is not the same denominator or measure as the SPR-only calculation; the two figures should not be read as competing estimates of one reserve’s coverage. The NDS figures are historical
The approximately $1 billion valuation and 55-material count come from the 2021 interagency review. They should not be presented as the NDS’s current value or composition. The same review reported that 89.8 percent of NDS activity proceeds over fiscal years 2003–2018 were diverted to other defense and non-defense programs, measured in real dollars. Why one cannot substitute for the other
- Oil in the SPR can help address an oil supply shock; it does not provide the critical materials the NDS is intended to secure.
- Materials in the NDS do not replace crude oil as a petroleum-disruption response.
- Their scale figures use unlike units: barrels and oil-import coverage for the SPR, versus a historical count and valuation for the NDS. Those figures cannot be compared as if they measured the same thing.
In short, the SPR is a specific energy-security buffer, while the NDS is a broader strategic-materials reserve for emergency supply risks. Their shared label as federal stockpiles does not make their contents, authorities or response measures interchangeable.
